The state is going to have to shuffle money frantically to meet a likely $200 million shortfall in the remaining six months of this fiscal year and at least some revenues to meet a looming gap in the last year of the two-year budget cycle. members and senators who will be facing voters for the first time in four years, when they were fresh off massive income tax cuts that created a 330,000- member class of Kansans who don t pay state income tax anymore Buckle up... Here s the Guide to where every legislator is every hour of the day so you can find them and figure when a lawmaker might have time to talk or where to position yourself to catch him/ her between committees. The social issues include the Court of Appeals decision on whether the state s new abortion law that prohibits virtually all second-trimester abortions stands up, and the Supreme Court still has the twin school finance issues equity in financing the state s nearly 300 school districts and adequacy of that K-12 state funding, both with multimillion dollar consequences. And as the Legislature/ Administration-Judicial scrap over the role of the Kansas Judiciary foments, whether lawmakers can actually zero-out the court s budget comes into play. Look for most attention on divisive social issues, too, with accommodation for samegender marriages likely to resurface and lawmakers slowly determine whether that bias against those couples has spread to agency operations and child care. Acceptance of some sort of Medicaid (KanCare here) expansion to keep hospitals open also will be flaring. Look for a session where social and fiscal policy are directed toward specific voter blocks, and look for a rise in palmcardworthy catch phrases that will work for House Also, there are the offices, the names of secretaries, office assistants and the Legislative Research and Revisors of Statutes staffers who sit at the front of committee rooms and very rarely speak. You ll know who is who virtually every place you go in the Statehouse Oh, and because the Legislature tends to march on its stomach, we have the everpopular Eats section herein, so you know some of the best places to eat and drink assessed by people who actually eat and drink there and often who pick up the check.
