3 Notes Competitive races are highlighted throughout this document and rated as either likely/leans Republican, likely/leans Democrat, or toss-up. Note that redistricting in Pennsylvania will lead to several Pennsylvania incumbents running in new districts. This document is coded to reflect new districts. Republicans have term limits of six cumulative years as chairman and ranking member. In other words, six years as chairman constitutes a term limit, but so does four years as chairman and two years as ranking member on the same committee. Republican and Democratic leadership of the Armed Services; Budget; Education and Workforce; Energy and Commerce; Natural Resources; and Ways and Means Committees is expected to remain the same in the 116 th Congress. Reps. Mike Conway (R-TX) and Rep. Collin Peterson (D-MN) are likely to remain the most senior Republican and Democrat, respectively, on the House Agriculture Committee. However, if Rep. Peterson, who is in a somewhat competitive race, were to lose reelection, Rep. David Scott (R-GA) is the next most senior Democrat on the committee. With Appropriations Committee Chairman Rodney Frelinghuysen (R-NJ) retiring, there will be a new senior Republican on the committee. Chairman Frelinghuysen s most likely successor is Rep. Kay Granger (R-TX), although Rep. Robert Aderholt (R-AL), who is more senior than Rep. Granger, and Rep. Tom Cole (R-OK) have also thrown their hats into the ring. Rep. Hal Rogers (R-KY) is already term limited. Rep. Nita Lowey (D-NY) will likely remain the top Democrat, even though she is less senior than Reps. Marcy Kaptur (D-OH) and Pete Visclosky (D-IN). Republican leadership of the Financial Services Committee will change as a result of Rep. Jeb Hensarling s (R-TX) retirement. Rep. Peter King (R-NY) is the next most senior Republican who serves on the committee. Rep. Maxine Waters (D-CA) is likely to remain the top Democrat and could become chairman if Democrats win control of the House. Because current Foreign Affairs Committee Chairman Ed Royce (R-CA) is retiring, there will be new Republican leadership on the committee. We understand Rep. Mike McCaul (R-TX), who currently chairs the Homeland Security Committee, is interested in moving to the top spot on Foreign Affairs. This would require Rep. McCaul to leapfrog Rep. Steve Chabot (R-
4 OH), who is running in a competitive race. If Rep. Chabot were to win reelection, it is possible he would seek the top Republican spot on the Judiciary Committee instead. Rep. Eliot Engel (D-NY) is expected to stay the top Democrat on the Foreign Affairs Committee. If Rep. McCaul left his position on top of the Homeland Security Committee, Rep. Mike Rogers (R-AL) could be the next top Republican, as Rep. Lamar Smith (R-TX) is retiring and Rep. Peter King (R-NY) is term limited on the committee. Rep. Bennie Thompson (D-MS) is expected to continue to be the top Democrat. Both Republican and Democratic leadership of the House Administration Committee will change given that both current Chairman Gregg Harper (R-MS) and Ranking Member Bob Brady (D-PA) are retiring. The speaker of the House selects the chairman of the Administration Committee. While Rep. Harper was next in line in 2012, Speaker Paul Ryan (R-WI) ultimately passed him over and appointed Rep. Candice Miller (R-MI) in a move that many believe was intended to increase diversity among Republican committee chairmen. Rep. Rodney David (R-IL) is next in line in terms of seniority, followed by Rep. Barbara Comstock (R-VA). Both are in tough races. Rep. Zoe Lofgren (D-CA) could be the Democratic leader of the committee in the new Congress. The chairman of the Intelligence Committee is also selected by the speaker of the House. It s unclear if current chairman Devin Nunes (R-CA) will remain the top Republican on the committee. Rep. Adam Schiff (D-WA), who currently serves as ranking member, is thought to be interested in continuing to serve as the top Democrat on the committee and is likely to make the case that continuity in leadership is needed for the committee to finish its business. Current Judiciary Chairman Bob Goodlatte (R-VA) is retiring. The next most senior Republican on the committee is Rep. Jim Sensenbrenner (R-WI), who is term limited, followed by Rep. Lamar Smith (R-TX), who is retiring. By seniority, Rep. Chabot would be next in line to lead the committee, although his race is currently rated a toss-up. If Rep. Chabot were to lose reelection, Rep. Steve King (R-IA) would be the next most senior Republican, although seniority is not always adhered to in selecting committee leadership. Rep. Jerry Nadler (D-NY) is expected to stay the top Democrat on Judiciary. With the retirements of Reps. Trey Gowdy (R-SC) and John Duncan (R-TN), Rep. Jim Jordan (R-OH) could become the top Republican on the House Oversight and Government Reform Committee. Rep. Jordan, a member of the conservative House Freedom Caucus, has indicated he will run for speaker, potentially making Rep. Justin Amash (R-MI) a candidate
5 to lead committee Republicans. On the Democratic side, Rep. Elijah Cummings (D-MD) is expected to continue to lead the committee. The chairman of the House Rules Committee is selected by the speaker of the House. If Republicans remain in control of the House and Rep. Pete Sessions (R-TX) wins his tight race, he could remain chairman. Current Ranking Member Jim McGovern (D-MA) is likely to continue to lead Rules Committee Democrats. It remains to be seen who will become the top Republican on the Science, Space, and Technology Committee given the retirement of current Chairman Lamar Smith (R-TX). While Rep. Frank Lucas (R-OK) is next in line in seniority, Rep. Jim Sensenbrenner (R-WI), who is term limited from leading other committees, still has two years to claim before he is term limited on the Science Committee. Rep. Eddie Bernice Johnson (D-TX) will likely remain the top Democrat on the committee. Rep. Chabot is term limited in his service atop the Small Business Committee. The next most senior Republican is Rep. King (R-IA), followed by Rep. Blaine Luetkemeyer (R-MO). Rep. Nydia Velazquez (D-NY) is expected to continue to lead committee Democrats. House Transportation and Infrastructure Committee Chairman Bill Shuster s (R-PA) retirement could reawaken the old rivalry between Rep. Sam Graves (R-MO) and Rep. Jeff Denham (R-CA) for the top Republican slot on the committee. Although Rep. Graves has seniority, Republican committee members were more supportive of Rep. Denham in the past. However, Rep. Denham is facing one of the toughest reelection races in the House. Rep. Peter DeFazio (D-OR) is anticipated to remain the top Democrat. While Rep. Phil Roe (R-TX) will likely continue to be the top Republican on the Veterans Affairs Committee, current Ranking Member Tim Walz (D-MN) is running for governor, creating an opening for Rep. Mark Takano (D-CA) to once again make a run at leading Democrats on the Veterans Affairs Committee. With more frequent polling leading up to the midterms, individual race ratings have been shifting daily.
