1 MINUTES OF THE REGULAR PUBLIC MEETING A regular scheduled meeting of the Elk Grove Park District, Cook County, State of Illinois was held on November 13, 2014, in the Administration Building of said Park District. called the meeting to order at 7:10 p.m. and upon the roll being called,, being physically present at such time and place and the following Park Commissioners, also being physically present at said time and place, answered present: Thomas E. Cooke, President, and Commissioner William B. O Malley, Vice President, and Commissioner Robert R. Biedke, Commissioner Ralph C. Souder, Treasurer, and Commissioner John R. Walz, Secretary, and Commissioner Administrative Staff: Mike Brottman, Executive Director Tom Busby, Director of Finance Ben Curcio, Director of Parks and Planning Tammy Miller, Director of Leisure Services Tom Klaas, Fox Run Clubhouse Manager Visitors: Mary Ann Loveall, Early Childhood Employee Audrey Vercillo, Pavilion Fitness Center Employee Margaret Eugene, Early Childhood Employee Margaret Hlavna, Early Childhood Employee Phil Loveall, Resident Jeff Collier, Superintendent of Leisure Services APPROVAL OF MINUTES questioned if there were any additions or corrections to the minutes of the October 23, 2014 Committee of the Whole Meeting. EMPLOYEE ACCOMPLISHMENTS recognized Mary Ann Loveall for her 25 years of service with the Park District Preschool. Mary Ann Loveall thanked the Board for the recognition, and spoke of the staff she works with. recognized Joyce Ancona for her 15 years of service with the Park District Preschool. recognized Audrey Vercillo for her 10 years of service with the Fitness Center. Audrey Vercillo commented that it is a privilege to work at the Park District as she does what she loves. The thanked the Board for the opportunity to work here. recognized Margaret Eugene for her 5 years of service with the Park District Preschool. Marge Eugene advised she was a teacher assistant for the Chicago Public Schools for 28 years and has found a second home at the Preschool. She thanked the Board for the recognition. APPROVAL OF PAY APPLICATION #16 FROM CORPORATE CONSTRUCTION FOR THE PAVILION AQUATICS PROJECT Director Brottman advised this pay application represents the final payout for the Pavilion Aquatics Renovation Project, with a remaining contingency of $173,000. commented that it was a well-run project and the architects, Corporate Construction, and staff did a great job. moved to approve Payment Application #16 from Corporate Construction Services, for services for the Pavilion Aquatics Renovation Project in the amount of $75, seconded the motion. 2

LEISURE SERVICES UPDATE Tammy Miller, Director of Leisure Services, reported the Leisure Services Update as follows: For the past month, all of our full time staff have been preparing their 2015 budgets and meeting with their supervisors and the Directors, and they have been well prepared. We have seen an increase in attendance in our Big Band Live Music nights since it moved to the Garden Terrace and last month we had 59 people in attendance. The next Big Ban Night will be Thursday, December 4 th, at 7:00 p.m. Approximately 40 people attended the Museum s Civil War Demonstration on October 11 th, which included a lecture on 19 th century medical schools and a demonstration on the embalming process. Several staff have attended various conferences in November. They will report back on what they have learned and how it can be applied to our organization. Final registration for Indoor Soccer is Monday, November 17 th. The month of December is very busy for the Leisure Services Department starting with the Annual Holiday Bazaar at the Adult Center on December 5 th, and Breakfast with Santa on December 6 th. December 9 th is our popular Santa s Story time at the Garden Terrace from 6:00 p.m. until 7:30 p.m., and Friday December 12 th, Santa will be at Jumps n Jiggles from 10:00 a.m. until 2:00 p.m. Polar Express will be ready to go on Saturday, December 13 th, from the Itasca Train Station. Our Sixth Annual Art & Music showcase is December 16 th, beginning at 6:00 p.m. at the Garden Terrace. A new event at the Pavilion Aquatics Center is the Snowflake Swim on December 20 th, where participants will tie-dye t-shirts and participate in various events. Finally, our Family New Year s Eve event is December 31 st, from 3:00 p.m. until 6:00 p.m. at the Pavilion. commented that on the District s Facebook page there is a comment regarding Jumps n Jiggles where it was rated as a 1. He questioned if anyone had seen it. Director Brottman advised we would look into it. 3

4 PARKS AND PLANNING UPDATE Ben Curcio, Director of Parks and Planning, reported the Parks and Planning Update as follows: The Shenandoah Playground renovation is underway and staff is trying to get as much as possible done before winter. The Thorguard lightning prediction has been deactivated for the season. Staff has winterized all the outdoor facilities and irrigation systems. They have also been working on putting up all the holiday lighting in preparation for the tree lighting ceremony the day after Thanksgiving. The Parks Department and Golf Course staff will be having their annual winter PDU (Park District University) next week. It is a one-day training with staff where we cover safety and equipment training, review snow removal procedures, and snow plowing techniques. The ice rinks will be going up in the next few weeks at the same locations as last year; Olmstead, Audubon, and Mead Parks. questioned the status of the fencing at the ice rinks. Ben Curcio advised a nicer construction fence will cost $3,000. advised he would like to visit the site to see what Commissioner Biedke was talking about with the ice rink fencing. commented he is concerned over the District being charged for damage to the fencing if the fencing is rented. commented he had a conversation with a resident who lives by Link School questioning if there was a plan to install adaptive swings at Lindberg Park. Director Brottman advised when the District is called we look into the request for adaptive swings. What we have learned is we install an adaptive swing shell and then provide the security strap to the individual families. GOLF UPDATE Tom Klaas, Fox Run Clubhouse Manager, reported the Golf Operations Update as follows: It has been very cold with no golfers at the Course over the last three days. The Course is still open if the weather changes. The winter hours for the Fox Den are Sunday through Wednesday from 9:00 a.m. until 7:00 p.m. and Thursday through Saturday from 9:00 a.m. until 9:00 p.m. There will be new ads going out highlighting the winter hours. The Turkey Shoot was last Saturday with 144 golfers participating. The Driving Range is closed for the season. The grounds crew has blown out the irrigation lines, and is working on the winter cleanup. The removal of the dead Ash trees has started. complemented the staff on the phenomenal job they did with the Turkey Shoot. 4

5 BUSINESS SERVICES UPDATE Tom Busby, Director of Finance, reported the Business Services Update as follows: The Operational Budget meeting is scheduled for Saturday, December 6 th, at 8:00 a.m. He recognized the IT staff, as they have spent many extra hours at the Administration Building working on the re-wiring project. DIRECTOR S UPDATE Director Brottman advised the Bike Trail Committee is prepared to make a proposal to the Village Board regarding biking safety and bike lanes. The group has a lot of passion and knowledge about biking. commented they have a lot of good ideas on bike safety. moved to adopt Resolution 14-03: RESOLUTION A RESOLUTION DETERMINING THE AMOUNTS OF MONEY ECLUSIVE OF LEVIES FOR DEBT SERVICE AND ELECTION COSTS ESTIMATED TO BE NECESSARY TO BE RAISED BY TAATION PURSUANT TO THE PROPOSED LEVY OF THE ELK GROVE PARK DISTRICT FOR THE LEVY YEAR 2014 seconded the motion. Motion Carried. PAYMENT OF BILLS moved to authorize Director Brottman to make payment of the bills in the amount of $76, for October 23, 2014, $146, for October 30, 2014, and $110, for November 6, seconded the motion. 5
