3 EXHIBIT B Hillsborough County Commission on the Status of Women Meeting Recap- April 24, 2018 The meeting was called to order by Chair India Witte at 11:19 a.m. New member Lee Lowry was introduced. Members present: Chair India Witte, Vice Chair Kim DeBosier, Marggie Nichols, Dotti Groover- Skipper, Susan Leisner, Barbara Sparks-McGlinchy, Ann Madsen, Tee Solomon, Nicole Hubbard, Rena Upshaw-Frazier, Lee Lowry, and Mindy Murphy. Members present by phone: Yvonne Fry. Members Absent: Linda D Aquila, and Dianne Hart. Public Comment: None. Meeting Attendance: The attendance log was provided in the meeting materials packet. Approval of Meeting Recap: A motion was made by Ms. DeBosier to approve the minutes from the March 27, 2018 meeting. The motion was seconded by Ms. Groover-Skipper. The motion passed unanimously. Review and Discussion of the County s Sexual Harassment Policy and Parental Leave Policy: Ms. Tarr gave a review of the Sexual Harassment Policy. There was discussion of the policy. Ms. Waldron gave an explanation of the Parental Leave Policy. There was discussion of the policy. A motion was made by Ms. Murphy to empower the Chair in collaboration with staff to develop a letter to be presented to the BOCC, with full support of the COSW on the two policies. The motion was seconded by Ms. Groover-Skipper. Motion carried unanimously. Update on the Affordable Housing Advisory Council: Ms. DeBosier gave an update on the advisory council. The draft summary of the April 9 th meeting is in the meeting packet. The next meeting will be on May 21 st, 22 nd, or 23 rd. The report is in the final draft. There are two tracks going, the expungement of misdemeanor record and there will be a housing summit. Ms. Frazier gave an update on the expungement event, there will be two community events. There are donors needed for funding. Ms. Leisner suggested to sponsor out of the Friends of the COSW account. Chair India Witte s Report: Calendar Updates: The YEA! Awards presentation is on May 2 nd. Each recipient will receive $ Ms. Leisner stated that Friday, April 26 th will be the date for next year s WHOF. All 3 locations are open. The Doubletree might be the best to work with.

4 EXHIBIT B Hillsborough County Commission on the Status of Women Meeting Recap- April 24, 2018 Chair Witte stated that there are tentative dates on the calendar. Adjustments to the schedule are usually done over the summer. Florida Commission on the Status of Women Update: Ms. Fry stated that the top ten list has gone to the governor. They ve asked for deadline. There are multiple local women on the list, including Lee Levengood, Adela Gonsmart, and Pam Iaorio. The Awards event is in conjunction with the Florida Chamber, in Orlando. It will be September 26 th. Treasurer s Report: Ms. Nichols stated that there is information coming from Sarah. She is working on it with Heather. Compared to last year, 2018 YTD, there is a net loss right now. WHOF is trying to break even. There are more areas to look at to save money. Communications Update: Ms. Murphy stated that there are a lot of shares on Facebook and there have been a lot of views on the videos. Kennedy Blvd. 26 th Floor Conference Room B Attendance: Meeting Summary COSW Members: Advisory Council Members: Special Guest: Dianne Hart, Linda D Aquila, Kim DeBosier, Rena Frazier, Nicole Hubbard, Susan Leisner, Ann Madden, Mindy Murphy, Tee Solomon (phone), Sarah Combs (phone), Pamela Jo Hatley, Antoinette Hayes Triplett (THHI), Cheryl Howell Renee Muratti, State Attorney s Office (SAO) TOPIC Call to Order/ Introductions/Opening Remarks Expunging Misdemeanor/Felony Charges DISCUSSION/RECOMMENDATIONS/ACTIONS/FOLLOW UP Ms. Hart welcomed everyone and called the meeting to order, noting that the main purpose of the meeting was to receive an update on the expungement efforts. Attendees introduced themselves and noted their professional affiliation. This effort is being led by Renee Muratti, Rena Frazier, Antoinette Hayes Triplett, Dianne Hart, and Sarah Combs. Ms. Muratti provided details regarding the sealing/ expungement process. SAO will be screening the candidates for expungement and assisting with package preparation. Main Expungement Event: August 4 th or August 18 th are the tentative dates for the main expungement event. Ms. Frazier will confirm if Saunders Library is available for one of those dates. HCC would be a back up venue. At the main event, SAO will perform a final review of the packages. Applicants will need to bring their application package, be fingerprinted, pay the $75 application fee (to be provided by the event sponsors), and case details. The application will be submitted by the SAO to the Florida Department of Law Enforcement (FDLE), from whom successful applicants will receive a FDLE certificate. The issuance of a certificate can take many months. The goal is to have expungement applications for 300 individuals submitted to FDLE. It was noted that the COSW is most interested in assisting 1 of 3

6 EXHIBIT C TOPIC DISCUSSION/RECOMMENDATIONS/ACTIONS/FOLLOW UP women who have faced difficulty finding suitable housing due to their record of having been charged (not convicted) with an expungable crime. The SAO will provide analytics that will enable us to measure the success of these efforts. The SAO will have a website set up to handle on line expungement applications. They will also provide volunteer attorneys to advise at the event; send speakers; and handle publicity. Pre events: It was decided that the goal is to hold five (5) 2 hour community outreach/education/ eligibility pre events on Saturdays in June and July. The locations will be East Tampa, University Area, South County, Plant City, and Town & Country. Ms. Hayes Triplett will coordinate obtaining venues. Support Needed from COSW and Advisory Council: THHI will prepare a bilingual flyer to include information on both the main event and the pre events. COSW and Advisory Council members can assist by distributing the flyer through their community networks and by attending the events. The main event will need more volunteers. Sponsorships: THHI is providing $30,000 in seed money, with matching funds to be provided by community partners (goal is 5 organizations at $5,000 each). Inkind contributions will also be helpful: HART transportation, 5/3 Bank mobile game truck to entertain children during the events, meeting space at venues, Tampa Bay Times (media), Florida Sentinel (media), etc. Friends of the COSW will contribute $750 to cover the expungement fee for 10 women. It was suggested that COSW and Advisory Council members could push sponsorship information out to their network. Potential sponsorships could be to sponsor the expungement fee for a certain number of women; water and snacks at the pre events and main event. THHI will produce a 1 page sponsorship brief to assist in this effort. If enough funds are raised, another expungement event could be undertaken. Housing Report Update Agenda for Meeting with Adam Gormly, HCDS Unfinished Business Some members indicated they did not receive the final report. Ms. DeBosier will have that report distributed to all members of the Advisory Council and COSW. Ms. Hatley reported on her productive discussion with Adam Gormly, Director of Hillsborough County Development Services. The items mentioned included densities, restrictions on accessory dwelling units, inclusionary zoning, minimum housing size, and differences between rural and central urban core. Mr. Gormly will be asked to attend our May or June meeting to answer questions in laymen s terms regarding obstacles to increasing the inventory of affordable housing units in Hillsborough County. Professor Trent Green, USF School of Architecture and Community Design, will also be asked to attend our May or June meeting. Having Mr. Gormly and Professor Green both in attendance could prove very beneficial. 1. Affordable Housing Summit A summit will be held to convene stakeholders, including providers, to develop solutions to increase the number of affordable housing units in Hillsborough 2 of 3

7 EXHIBIT C TOPIC DISCUSSION/RECOMMENDATIONS/ACTIONS/FOLLOW UP County and address obstacles to housing access and affordability. The potential tracks at the summit was addressed at previous meetings. It was noted that an additional track should address the possible of creating a community land trust in Hillsborough County. 2. HOPE As discussed at previous meetings, HOPE is a local organization committed to finding increased funding for affordable housing, possibly through exempting Hillsborough County from the Sadowski Act (like Miami Dade) in order to raise local taxes for housing. We will be sure to include HOPE in the summit as part of the discussion on Sadowski Act advocacy. 3. See Summary of Action Items (below). New Business Summary of Action Items No new business was noted. The following Action Items were identified and will be reported upon at the late May 2018 meeting of the COSW Advisory Council. 1. Ms. Hatley will invite Mr. Gormly to attend the late May of June Advisory Council meeting. 2. Ms. Leisner will invite Trent Green (USF School of Architecture and Community Design) to attend the late May or June Advisory Council meeting to discuss ideas related to increasing the inventory of affordable housing. 3. Ms. DeBosier will send out a Doodle poll to schedule an Advisory Council meeting on May 21, 22, or 23 with the goal of increasing attendance by the Advisory Council members. 4. Based on the results of Items 8 and 9, Ms. DeBosier will contact Beth Cardenas to schedule the meetings and reserve a meeting room. Adjournment As there was no further business brought before the COSW Advisory Council the meeting was adjourned at approximately 4:55 pm. 3 of 3
