Outcome: JOINT MINISTERIAL STATEMENT outlining Achievements, Challenges and Priorities regarding the implementation by Member States of the Political Declaration and Plan of Action
5 TH SESSION OF THE CND ADOPTION OF CND RESOLUTION 57/5 including a GA DRAFT RESOLUTION IN OP14 CND RESOLUTION 57/5 OP 1-13 UNGASS 2016 as a milestone on the way to 2019 Recognition of the leading role of the CND in the preparation for the special session Ensure an adequate, inclusive and effective preparatory process by using its existing meetings and reporting entitlements CND to present proposals to the General Assembly CND RESOLUTION 57/5 OP 14 Special session of the General Assembly on the world drug problem to be held in Draft resolution contained in OP 14 of CND Resolution 57/5 through ECOSOC GA Resolution 69/200 adopted on 18 December 2014 GA decides that the CND shall lead that process by addressing all organizational and substantive matters in an open-ended manner and invites the President of the GA to support, guide and stay involved in the process;

7 MARCH TH SESSION OF THE CND INTERACTIVE DISCUSSIONS AT THE UNGASS SPECIAL SEGMENT Demand reduction and related measures, including prevention and treatment, as well as health related issues; and ensuring the availability of controlled substances for medical and scientific purposes, while preventing their diversion ( drugs and health ) Supply reduction and related measures; responses to drugsrelated crime; countering moneylaundering and promoting judicial cooperation ( drugs and crime ) Cross-cutting issues: drugs and human rights, youth, women, children and communities Cross-cutting issues: new challenges, threats and realities in preventing and addressing the world drug problem in compliance with relevant international law, including the three drug control conventions; strengthening the principle of common and shared responsibility and international cooperation Alternative development; regional, interregional and international cooperation on developmentoriented balanced drug control policy; addressing socioeconomic issues
8 MARCH TH SESSION OF THE CND INTERACTIVE DISCUSSIONS AT THE UNGASS SPECIAL SEGMENT Short statements by panellists (nominated by regional groups and by civil society) were followed by an interactive discussion with and from the floor Reporting during interactive discussion on drugs and health by representatives of the Network of Scientists and by representatives of the Youth Forum about the outcome of their respective meetings, Outcome Chairs summaries of the most salient points are contained in the report of the 58 th session of the Commission, available on the website of the Commission Recommendation that the five interactive multi-stakeholder round tables at UNGASS 2016 will be held on the same key areas (CND resolution 58/8 OP 6/ ECOSOC resolution 2015/25, for adoption by the General Assembly)
9 TH SESSION OF THE CND ADOPTION OF CND RESOLUTION 58/8 including a GA DRAFT RESOLUTION IN OP6 CND RESOLUTION 58/8 OP 1-5 reiterating the leading role of the CND in the preparations by addressing all organizational and substantive matters in an open-ended manner continue to ensure an adequate, inclusive and effective preparatory process by using its existing meeting and reporting entitlements in the most efficient manner holding of formal and intersessionalmeetings in preparation for UNGASS ongoing coordination with the President General Assembly inform the General Assembly regularly about the work it is including by presenting a report on the progress made to the Assembly, at its seventieth session [A/70/87 E/2015/79] CND RESOLUTION 58/8 OP 6 DRAFT GA RESOLUTION Special session of the General Assembly on the world drug problem to be held in Draft General Assembly resolution contained in OP 6 of CND Resolution 58/8 recommended dates: April 2016 recommended format: general debate and 5 interactive, multi-stakeholder round tables, recommended scenario opening session participation civil society preparations to be undertaken by the CND Recommended through ECOSOC (RES 2015/25, 21 July 2015) for adoption by the General Assembly

12 ELABORATION OUTCOME DOCUMENT FOR ADOPTION AT UNGASS CND resolution 58/8, operative para 6 (5) ECOSOC resolution 2015/25, operative para 5: [The General Assembly] Also requests the Commission on Narcotic Drugs to produce a aimed at strengthening the implementation of the Political Declaration and Plan of Action, including an assessment of the achievements as well as ways to address longstanding and emerging challenges in countering the world drug problem, within the framework of the three international drug control conventions and other relevant United Nations instruments, and decides that the document, to be recommended for adoption at the plenary of the special session, should, inter alia, address measures to reach an effective balance between supply and demand reduction and address the key causes and consequences of the world drug problem, including those in the health, social, human rights, economic, justice and security fields, in line with the principle of common and shared responsibility

14 ORGANIZATIONAL ARRANGEMENTS ROUND TABLES AT UNGASS Draft GA Resolution(ECOSOC, 2015/25) The special session shall consist of a general debate and 5 interactive, multi-stakeholder round tables conducted- in parallel to the plenary The CND, as the entity leading the preparations for the special session, shall address in an open-ended manner, supported and guided by the President of the General Assembly, the organizational arrangements, including chairing arrangements, speakers and participation for these 5 round tables Organizational arrangements for round-tables on the agenda of intersessional meetings; Support and guidance sought from the President of the General Assembly; Organizationalarrangementstobedefinedduringreconvened58 th sessionindecember2015; Participation at UNGASS of civil society representatives from entities without ECOSOC status; In accordance with the rules of procedure and practice developed for other special sessions, the President of the Assembly, in consultation with the Commission on Narcotic Drugs, which will take into consideration inputs from other relevant stakeholders, including civil society, shall draw up a list of representatives of relevant non-governmental organizations, representatives of civil society and the scientific community, academia, youth groups and other relevant stakeholders that may participate in the special session, with due regard to geographical balance Application process to be established - Information will be posted on
