1 29 May 2009 TENTATIVE FORECAST OF THE PROGRAMME OF WORK OF THE SECURITY COUNCIL FOR THE MONTH OF JUNE 2009 For information only/not an official document This tentative forecast of the programme of work of the Security Council has been prepared by the Secretariat for the President of the Council. The forecast covers in particular those matters that may be taken up during the month pursuant to earlier decisions of the Council. The fact that a matter is or is not included in the forecast carries no implication that it will or will not be taken up during the month: the actual programme of work will be determined by developments and the views of members of the Council.

2 29 May 2009 TENTATIVE FORECAST OF THE PROGRAMME OF WORK OF THE SECURITY COUNCIL FOR THE MONTH OF JUNE 2009 AFRICA Burundi BINUB Resolution 1858 (2008) of 22 December 2008 Para. 18: requests the Secretary-General to report by May 2009 to the Security Council on the implementation of the mandate of the United Nations Integrated Office in Burundi (BINUB), including on the results of the technical assessment mission he intends to conduct early in 2009, and to incorporate in his report any recommendations that may guide the Security Council in deciding on the future direction of BINUB. The report of the Secretary-General dated 22 May 2009 (S/2009/270) is before the Security Council. Central African Republic BONUCA S/PRST/2001/25 of 26 September 2001 Last para.: requests the Secretary-General to continue to keep the Council regularly informed of the activities of the United Nations Peacebuilding Support Office in the Central African Republic (BONUCA) and the situation in the Central African Republic. The report of the Secretary-General is expected to be issued during June Democratic Republic of the Congo MONUC Resolution 1856 (2008) of 22 December 2008 Para. 9: requests the Secretary-General to continue to report regularly, and at least every 3 months, on the situation in the Democratic Republic of the Congo and on activities of the United Nations Organization Mission in the Democratic Republic of the Congo (MONUC), and to provide the Security Council, with the same regularity, a specific update on the military situation. The report of the Secretary-General is expected to be issued by 30 June Democratic Republic of the Congo local elections Resolution 1856 (2008) of 22 December 2008 Para. 4(e): decides that MONUC will also have the mandate, in close cooperation with the Congolese authorities, the United Nations Country Team and donors, to support the strengthening of democratic institutions and the rule of law and, to that end, to assist in the establishment of a secure and peaceful environment for the holding of free and transparent local elections that are expected to be held by the end of June

3 Guinea-Bissau UNOGBIS Resolution 1580 (2004) of 22 December 2004 Para. 11: requests the Secretary-General to keep the Security Council closely and regularly informed of developments on the ground and of the implementation of the resolution and in that regard, to submit a report to the Council every 3 months from the date of the adoption of the resolution. S/PRST/2008/37 of 15 October 2008 Last para.: looks forward to receiving recommendations from the Secretary-General on how the United Nations presence in Guinea-Bissau should be reconfigured to support peacebuilding more effectively. The report of the Secretary-General is expected to be issued by mid-june Letter from the President of the Security Council dated 22 December 2008 (S/2008/778) Takes note of the letter of the Secretary-General dated 22 December 2008 (S/2008/777) and that the mandate of the United Nations Peacebuilding Support Office in Guinea-Bissau (UNOGBIS) would be extended until 30 June The UNOGBIS mandate will expire on 30 June Guinea-Bissau elections S/PRST/2009/6 of 9 April 2009 Para. 3: welcomes the convening of the presidential election for 28 June 2009, and urges the Government and all political actors to create the best conditions for the holding of a free, fair, transparent and credible presidential election. The presidential election is scheduled to be held on 28 June Liberia UNMIL Resolution 1836 (2008) of 29 September 2008 Para. 5: requests the Secretary-General to continue to monitor progress on the core benchmarks detailed in his reports of 8 August 2007 (S/2007/479) and 19 March 2008 (S/2008/183), and any subsequent refinements of the benchmarks; to report on the progress to the Security Council by 15 August 2009, and to include in his report, in consultation with the Government of Liberia, long-range scenarios for a phased drawdown and withdrawal of the troop contingent of the United Nations Mission in Liberia (UNMIL), as the situation permits and without compromising the security of Liberia. Report of the Secretary-General of 10 February 2009 (S/2009/86) Para. 68: states that a comprehensive technical assessment mission led by the Department of Peacekeeping Operations will need to be deployed to Liberia before the end of the current mandate period to develop more precise details regarding the next phase of the UNMIL drawdown, and that based on the findings of the assessment mission, the Secretary-General intends to provide further recommendations on the third phase of the UNMIL drawdown in his next report. A special report of the Secretary-General is expected to be issued by mid-june

4 Liberia Panel of Experts Resolution 1854 (2008) of 19 December 2008 Para. 4(e): decides that the Panel of Experts shall provide a midterm report to the Security Council, through the Committee established pursuant to resolution 1521 (2003), by 1 June The Chairman of the 1521 Committee is expected to report to the Security Council during June Sierra Leone UNIPSIL Resolution 1829 (2008) of 4 August 2008 Para. 9: requests that the Secretary-General keep the Security Council informed every 4 months on the implementation of the mandate of the United Nations Integrated Peacebuilding Office in Sierra Leone (UNIPSIL), and the present resolution, with the first report due by 31 January The report of the Secretary-General dated 22 May 2009 (S/2009/267) is before the Security Council. The Sudan International Criminal Court Resolution 1593 (2005) of 31 March 2005 Para. 8: invites the Prosecutor of the International Criminal Court to address the Security Council every 6 months on actions taken pursuant to the resolution. The ICC Prosecutor is expected to brief the Security Council in early June The Sudan UNAMID Resolution 1828 (2008) of 31 July 2008 Para. 17: requests the Secretary-General to report to the Security Council every 60 days on developments concerning the African Union-United Nations Hybrid Operation in Darfur (UNAMID), the political process, the security and humanitarian situation, and all parties compliance with their international obligations. The report of the Secretary-General is expected to be issued in early June The Sudan 1591 Sanctions Committee Resolution 1591 (2005) of 29 March 2005 Para. 3(a)(iv): decides that the Security Council Committee established pursuant to resolution 1591 (2005) shall report at least every 90 days to the Council on its work. The Chairman of the 1591 Committee is expected to brief the Security Council during June

5 United Nations Office for West Africa (UNOWA) Letter from the President of the Security Council dated 21 December 2007 (S/2007/754) Requests that the Secretary-General report to the Security Council every 6 months on the fulfilment by UNOWA of its revised mandate. The report of the Secretary-General is expected to be issued by 30 June ASIA Afghanistan UNAMA Resolution 1868 (2009) of 23 March 2009 Para. 36: requests the Secretary-General to report to the Security Council every 3 months on developments in Afghanistan, and to develop, for inclusion in his next report, benchmarks for measuring and tracking progress in the implementation of the mandate and priorities of the United Nations Assistance Mission in Afghanistan (UNAMA), as set out in paragraph 4 of the resolution. The report of the Secretary-General is expected to be issued by 22 June Iraq UNAMI Resolution 1830 (2008) of 7 August 2008 Para. 6: requests the Secretary-General to report to the Security Council on a quarterly basis on the progress made towards the fulfilment of all the responsibilities of the United Nations Assistance Mission for Iraq (UNAMI). The report of the Secretary-General is expected to be issued in early June Iraq DFI / IAMB and immunity provisions Resolution 1859 (2008) of 22 December 2008 Para. 3: requests the Secretary-General to report to the Security Council with a written report, on a semi-annual basis, on the activities of the Development Fund for Iraq (DFI) and the International Advisory and Monitoring Board (IAMB), including on progress made in strengthening financial and administrative oversight of the DFI. Para. 2: decides that the provisions in paragraph 1 of the resolution for the deposit of proceeds into the DFI and for the role of the IAMB, as well as the provisions of paragraph 22 of resolution 1483 (2003), to the effect that petroleum, petroleum products and natural gas originating in Iraq shall be immune, until title passes to the initial purchaser, from legal proceedings against them, shall be reviewed at the request of the Government of Iraq or no later than 15 June The review of the DFI/IAMB arrangements and the immunity provisions is due to take place by 15 June

6 The situation in the Middle East, including the Palestinian Question Resolution 1322 (2000) of 7 October 2000 Para. 7: invites the Secretary-General to continue to follow the situation and to keep the Security Council informed. Middle East Lebanon (resolution 1701 (2006)) Resolution 1832 (2008) of 27 August 2008 Para. 6: requests the Secretary-General to continue to report to the Security Council on the implementation of resolution 1701 (2006) every 4 months, or at any time as he deems appropriate. The report of the Secretary-General is expected to be issued by 30 June Middle East UNDOF Resolution 1848 (2008) of 12 December 2008 Para. 3: decides to renew the mandate of the United Nations Disengagement Observer Force (UNDOF) until 30 June The UNDOF mandate will expire on 30 June Para. 4: requests the Secretary-General to submit at the end of this period a report on developments in the situation and the measures taken to implement resolution 338 (1973). The report of the Secretary-General report is expected to be issued by 23 June A meeting between the Security Council and the troop-contributing countries will take place after the issuance of the report of the Secretary-General. UN Regional Centre for Preventive Diplomacy in Central Asia Letter from the President of the Security Council dated 15 May 2007 (S/2007/280) Invites the Secretary-General to inform members of the Security Council about the activities of the United Nations Regional Centre for Preventive Diplomacy in Ashgabat and its impact on the ground. The Secretary-General is expected to report to the Security Council by mid-june EUROPE Resolutions 1160 (1998), 1199 (1998), 1203 (1998), 1239 (1999) and 1244 (1999) UNMIK Resolution 1244 (1999) of 10 June 1999 Para. 20: requests the Secretary-General to report to the Security Council at regular intervals on the implementation of the resolution. The report of the Secretary-General is expected to be issued by mid-june

7 The situation in Georgia Resolution 1866 (2009) of 13 February 2009 Para. 6: requests the Secretary-General to report to the Security Council on the implementation of the resolution, and on the situation on the ground and the activities of the United Nations mission, including recommendations on future activities, by 15 May The report of the Secretary-General dated 18 May 2009 (S/2009/254) is before the Security Council. Para. 7: expresses the intention of the Security Council to outline the elements of a future United Nations presence in the region by 15 June 2009, taking into account the recommendations to be contained in the report of the Secretary-General referred to in paragraph 6, the Geneva discussions and developments on the ground. The review by the Security Council is expected to take place by 15 June Para. 8: decides to extend the mandate of the United Nations mission for a new period terminating on 15 June The mandate of the United Nations mission will expire on 15 June A meeting between the Security Council and the troop-contributing countries will take place before the expiry of the mandate of the United Nations mission. OTHER Protection of civilians in armed conflict S/PRST/2008/18 of 27 May 2008 Last para.: requests the Secretary-General to submit his next report on the protection of civilians in armed conflict by May The report of the Secretary-General is expected to be issued in early June Non-proliferation (Iran) sanctions Resolution 1737 (2006) of 23 December 2006 Para. 18(h): decides that the Security Council Committee established pursuant to resolution 1737 (2006) shall report at least every 90 days to the Council on its work and on the implementation of the resolution. The Chairman of the 1737 Committee is expected to report to the Security Council during June

8 ICTY / ICTR completion strategies Resolution 1534 (2004) of 26 March 2004 Para. 6: requests the International Tribunal for the Former Yugoslavia (ICTY) and the International Criminal Tribunal for Rwanda (ICTR) to provide to the Security Council every 6 months assessments by each President and Prosecutor with respect to implementation of the Completion Strategy of the Tribunals, and expresses the intention of the Security Council to meet with the President and Prosecutor of each Tribunal to discuss these assessments. The ICTY completion strategy assessment dated 18 May 2009 (S/2009/252) and the ICTR completion strategy assessment dated 14 May 2009 (S/2009/247) are before the Security Council. ICTY / ICTR residual issues S/PRST/2008/47 of 19 December 2008 Penult. para.: requests the Secretary-General to present a report within 90 days on the administrative and budgetary aspects of the option for possible locations for the archives of the International Tribunal for the Former Yugoslavia (ICTY) and the International Criminal Tribunal for Rwanda (ICTR) and the seat of the residual mechanism. The report of the Secretary-General is expected to be issued by 30 June Counter-Terrorism Committee Executive Directorate (CTED) Resolution 1805 (2008) of 20 March 2008 Para. 2: decides to conduct an interim review with respect to the work of the Counter- Terrorism Committee Executive Directorate (CTED) by 30 June The Security Council is expected to conduct its interim review by 30 June Post-conflict peacebuilding S/PRST/2008/16 of 20 May 2008 Last para.: invites the Secretary-General to provide advice within 12 months to the relevant United Nations organs on how best to take forward, within the United Nations system, the issues of how best to support national efforts in affected countries to secure a sustainable peace more rapidly and effectively and, taking into consideration the views of the Peacebuilding Commission, how to coordinate peacebuilding activities and encourage the mobilization and most effective use of resources for urgent peacebuilding needs. The report of the Secretary-General is expected to be issued during June Women and peace and security sexual violence Resolution 1820 (2008) of 19 June 2008 Para. 15: requests the Secretary-General to submit a report to the Security Council by 30 June 2009 on the implementation of this resolution in the context of situations which are on the agenda of the Council, including information on situations of armed conflict in which sexual violence has been widely or systematically employed against civilians; analysis of the prevalence and trends of sexual violence in situations of armed conflict; proposals for strategies 8

9 to minimize the susceptibility of women and girls to such violence; benchmarks for measuring progress in preventing and addressing sexual violence; appropriate input from United Nations implementing partners in the field; information on his plans for facilitating the collection of information on the use of sexual violence in situations of armed conflict; and information on actions taken by parties to armed conflict to implement their responsibilities as described in this resolution, in particular by immediately and completely ceasing all acts of sexual violence and in taking appropriate measures to protect women and girls from all forms of sexual violence. The report of the Secretary-General is expected to be issued by 30 June * * * * * 9
