NONE Classified Employees Appreciation Week: Heather Crail, HR Director recognized classified employee union representatives after the Proclamation for Classified Employees was read by Brian Flones, Superintendent. Secretary, Para & Technical group represented by Tina Herron. The largest group in the district representing over 300 employees. Maintenance & Operations represented by Jake Quilter (not present). Over 50% of the employees have been with the district ten (10) years or more. Bus Drivers & Transportation represented by Frank Detoma. Transportation has 100% in state inspection in the last several years. Food Service Manager & Food Service represented by Thera Judd. 4 food service managers oversee 47 food service workers in the process of making over 5,000 meals a day. WHS ASB Report: Representative, Josey Meats reported the following to the board. They will be acknowledging classified employees with shot-outs, posters and little surprises throughout the week. Governor Inslee will be at WHS on Friday. Senate and Rep. Council meeting on 3/16 to discuss the next council voting. The applications are due after spring break. AVID conference is teaming up with Pioneer for the leadership conference that will be happening on the 23rd at St. Josephs. Its agape week: Choose love. The week will include speakers and activities. VI. Special Presentations: Field Turf Presentation: Brian Flones, Superintendent, Donny Jones, Regional Vice President for FieldTurf Northwest Inc. Donny Jones, presented general information regarding FieldTurf Inc. They are a two billion dollar company with over 5,000 installations all over the country including fields at UW, WSU, Seattle Seahawks and more. Mr. Jones presented on the benefits of having a turf field vs. natural grass answering questions about cost, maintenance and safety. BD. NUTES 3/10/15 Page 2 of 7
3 Discussion Points: Need to come up with a consistent W that will be used for the Panthers. The turf will include an eight-year warranty. Warranty includes wear and tear. Signs will be provided as to which materials should not be allowed on the field. If possible, eliminate factors that may contribute to debris; trees, etc. FieldTurf is subcontracting Goodfellow to remove the sod. Their bid was minimal. Project can start as early as May and be completed in 10 weeks. Would need the contract by mid April for tentative May start date. WIA requires a turf field for playoff games due to weather reasons. This would allow conference games to be played in Wenatchee, a benefit for the entire community. Maintenance training will be provided to the field maintenance crew. If parts of the field become damaged sections can be cut out and replaced. MOTION MADE: Robert Sealby made the motion to approve the field turf construction as presented by Donny Jones, Regional Vice President for FieldTurf Northwest Incorporated. SECONDED: By Jesus Hernandez WVTSC & STE Program Update: Dennis Conger, CTE Director & Jon Torrence, WVTSC Director Dennis Conger and Jon Torrence presented an update to the board on the status of their programs. Areas covered; student enrollment and staffing, program offerings and courses, credits and certifications, post secondary preparation and challenges the programs face. Discussion points: Missing from course list at the high school is auto shop and woodshop. Students who earn certificates have passed an exam to earn the certificate. The certificate gives students an advantage when applying for jobs. For example, NATEF certification, employers pay for their employees to get the certification, students already come with that. It is difficult for a student to earn more than one certificate, the certifications are the same that professionals are earning on the fields. About 50% of students at WVTSC earn certifications. One of the barriers to certification is the cost. The CNA certification is $150. All the teachers at the WVTSC are certificated teachers with 10 years or more of professional experience. CTE Teachers go through a two-year certification process. In order for the WVTSC to remain viable they need juniors and seniors. Would like to get some of the credits from courses to count as core credits. It is key to identify students that are on a specific pathway and sharing the options earlier. Career Cruising is now at the middle school, students will be exposed to tech education at a younger age along with trades fair in middle school. BD. NUTES 3/10/15 Page 3 of 7
4 WVTSC is designed to provide local opportunities, meeting the demands of the local need. Currently there is not a connection with the industry statewide. CTE 3-Year Plan: Dennis Conger, CTE Director First reading of the Annual 3 year program report for Wenatchee High School. Contact Mr. Conger with questions or concerns. VII. Facilities Updates: 1. Lincoln & Washington Constructability Review Draft Report: David Zeitlin, Hill International Senior Project Manager First reading of constructability review for Lincoln. To get the state match money the school district is required to do a constructability review by the contractor, Lydig Construction. The contractor adds the review comments and the response is from the architect and the engineer. The D7 process requires that the school board acknowledge the constructability report was completed. D8 we get back from the state in which we are vested with the state money. D9 allows the negotiation of the maximum allowable construction cost with the contractor; the architect has come up with a plan. Update 90% completion of drawings Lydig construction is doing last cost estimates Next meeting will be presenting a total cost 2. Grace Lutheran Church Parking Agreement: Bryan Visscher, Director of Facilities Washington Elementary will not have parking available once construction begins. The City requires us to have a parking plan and the contract with Grace Lutheran fulfills the requirement. Presented is a map of the church with the plan. There will be 62 parking spaces for staff. Areas in yellow are for the church. The City is requiring that crossings be brought up to code and include cross guards. With in the limits of the brown areas, the district will be responsible for plowing. In addition, the lot will be resealed and restriped as part of the contract. The church will give the district a 4- day notice when lot will not be available due to funerals and weddings. 5 Cost of parking agreement: MOTION MADE: Jesús Hernández made the motion to approve the Grace Lutheran Church Parking Agreement presented by Facilities Director Bryan Visscher. SECONDED: By Jennifer Talbot 3. WVTSC - Leone & Keeble Change Order No. 4: Bryan Visscher, Director of Facilities Miscellaneous projects revisions. Total cost for revisions $57, all within budget. 6 MOTION MADE: Jesús Hernández made the motion to approve WVTSC L&K Change Order No. 4 presented by Facilities Director Bryan Visscher. SECONDED: By Laura Jaecks 4. Pioneer Contract Bid Award: Bryan Visscher, Director of Facilities, Chris Larson, Tom Bassett, Joe Forsler and Brian Singer with Forte Architects Bids were solid and close in numbers. Lydig Construction came in with the lowest bid. MOTION MADE: Laura Jaecks made the motion to approve the bids for the Pioneer Contract as presented by Facilities Director Bryan Visscher. SECONDED: By Jennifer Talbot The stadium lighting was not anticipated but will be able to maintain construction contingency and a 90% reserve. The contract is one that has been used before with legal council with the exception of name changes in project managers. MOTION MADE: Laura Jaecks made the motion to approve the contract for the Pioneer project to Lydig Construction Inc. as presented by Facilities Director Bryan Visscher. SECONDED: By Robert Sealby 5. GCCM Construction Revised Contract 1 st Reading: Bryan Visscher, Director of Facilities & David Zeitlin, Hill International Senior Project Manager Original contract was created by Foster Pepper and has been given to WLK & Lydig for review. WLK came back with insurance limits. Lydig came back with several comments, a conference call was set up with Lydig, Foster Pepper and Mr. Zeitlin to discuss comments. Included in information is the General Conditions document in conjunction with the contract. Within the general condition document the following information is key: MACC Maximum allowable construction cost, all of the subcontractor contracts. When MACC is signed the GCCM contractor has estimated the bid. The contract is signed based on estimates. Total percent construction cost has everything expected to pay the sub-contractor less the bonds, insurance and tax. Negotiators support services winterization of building for construction, relocating the portables, temporary floor protection, etc. Risk Contingency account RCW requires 5% of the MACC to be put into contingency account. The contractor cannot use that money without district approval. BD. NUTES 3/10/15 Page 6 of 7
7 What is not included in the MACC is design errors, emissions and unforeseen conditions or owner changes. Those fees would come out of a separate contingency account. VII. Communications Jennifer Talbot attended the WSSDA/WASO/WASBO Legislative Conference on March 1 st and 2 nd. It was an excellent experience. Grateful to the North Central Washington ESD and the region's legislative leadership team for arranging a meeting with our 12 th District legislators: Senator Parlette and Representatives Condotta and Hawkins. Dialogue was shared on current issues regarding educational policy and funding. State Superintendent Randy Dorn challenged all to write to the U.S. congress representatives regarding the Elementary and Secondary Education Act. On Thursday, March 19, WSSDA is presenting a workshop for citizens interested in learning more about the School Board and/or becoming a School Board member. The free two-hour workshop is being held at the North Central Educational Service District (ESD) in Wenatchee starting at 6:30 p.m. The Director Area 7 spring regional meeting will be on Tuesday, May 5 th at 6 p.m. in Quincy. Jennifer Talbot has been getting questions and concerns from community members about what will happen once the Gear-Up grants end this year. Brian Flones will review what the plan is for the future, what impact the SOAR/Mosaic grants will have on our current programs at the next board meeting. IX. Superintendent s Report Governor Inslee with be at WHS on Friday March 13 between 11:00 am and 12:00 pm. Walter Newman, Jennifer Talbot and Jesus Hernandez will be in attendance. March 19 th is the WenEA meeting that will be held at Orchard. Laura Jaecks and Walter Newman will be in attendance. MEETING ADJOURNED & CLOSED: At 8:07 pm Board President, Walter Newman read the following statement: MEETING OPENED & ADJOURNED: Meeting adjourned 8:07 p.m. and went immediately into the executive session.
