2 The Preble County Governing Board held a Regular Meeting on Wednesday, April 26, 2017 at 5:30 p.m. at the Preble County ESC Alternative School, 201 East St. Clair Street, Eaton, Ohio Mrs. Schaar, President called the meeting to order at 5:30 p.m. Mrs. Crabtree Present Mr. Deem Present Mr. Green Present Mr. Johnston Present Mrs. Schaar Present Pledge of Allegiance Invocation by Mrs. Schaar #27-17 Agenda and/or Addendum Agenda Approved. It was moved by Mr. Deem and seconded by Mrs. Crabtree that the Preble County Governing Board approve the April 26, 2017 Regular Board Meeting Agenda and the Addendum Agenda with the following correction on page 6, Daryl Michael Three Thousand should be Six Thousand. Copy for each Governing Board Member. #29-17 Then and Now Resolution Upon the recommendation of Mr. Kerry Borger, Treasurer, it was moved by Mr. Johnston and seconded by Mr. Green that the Preble County Governing Board approve the following Then and Now Resolution: WHEREAS, The Preble County Governing Board is in possession of the following obligations against Works International Madison Road, Cincinnati, Ohio 45208, for $3,500.00; WHEREAS, The funds were available when the obligations were incurred and the funds are now available for expenditure; therefore be it RESOLVED, The Preble County Governing Board does hereby authorize the Treasurer to make payment on the aforesaid bills from Works International. 5 Open Board Discussion MINUTES OF THE PREBLE COUNTY GOVERNING BOARD Miami Valley CTC Report Copy for each Governing Board Member Mrs. Crabtree asked all to vote for the Miami Valley CTC levy that is on the May ballot. Mr. Johnston had an OSBA update, but left the report at home. He will bring it next month. Report of Superintendent: (Mr. Mike Gray) Superintendent s Report Copy for each Governing Board member. Budget bill ESC s are looking at getting $25 per student if you are a high performing ESC, and $23 per student if you are not a high performing ESC. STRS is not giving a cost of living for the next 5 years. Staff Reports: 1. Shawn Hoff Assistant to the Superintendent Copy for each Member of the Governing Board. Discussed the bomb threat at Twin Valley Schools and how the ESC handled the classrooms we have there. Mr. Hoff was very pleased with how everything was handled by staff. There is a potential TB case that was posted on social media and Mr. Hoff is working with the health department on this issue. Discussed the mugs we are giving staff as a staff appreciation gift. The ESC Alternative building is being tested for mold and will report to the Board if there are any issues. 2. Steven Reese Principal, ESC Alternative Copy for each Member of the Governing Board. Mr. Reese discussed the Project Based Learning field trip the students went on to plant flowers at the Fort St. Clair Park. 3. Debby Barnett Preschool Supervisor Copy for each Member of the Governing Board. Typical kid enrollment numbers for next year are up and the Preschool classrooms should start the year at almost full capacity. There are 19 IEP slots available for next year. 5

6 The ESC Preschool has done over 50 evaluations this year and may need to look at adding a classroom next year if enrollment continues to rise. One of the preschool classrooms is moving to the ESC building next year. #30-17 Dismiss to Executive Session It was moved by Mr. Johnston and seconded by Mr. Deem that the Preble County Governing Board dismiss to executive session to discuss the employment of public employees. No action taken. #31-17 Items A L Approved ADOPTION OF CONSENT CALENDAR NEW BUSINESS Action by the Governing Board in Adoption of Consent Calendar at this point of the agenda means that Items A through L are adopted by one single motion unless a member of the Board or the Superintendent requests that any such item be removed from the Consent Calendar and voted on separately. Upon the recommendation of Mr. Mike Gray, Superintendent, it was moved by Mrs. Crabtree and seconded by Mr. Deem that the Preble County Governing Board approve Items A through L as follows: A. Accept the following resignation: Kari Parks Speech and Language Pathologist, effective May 1, Nancy Sexton School Bus Aide, retirement effective July 1, Vicki Hutzelman Educational Aide, retirement effective July 1,

Employ the following: MINUTES OF THE PREBLE COUNTY GOVERNING BOARD The following as a Substitute Educational/Bus Aide for the school year, on a when called-as needed basis, pending certification and background check. Rate of pay shall be Step 0 of Appropriate Pay Scale per hour worked. This contract is also contingent upon the employee continuing to maintain proper certification. Tammy Cokley Angie Wilmath James Wellbaum as Substitute School Psychologist for the school year for a maximum of 120 days, on an as-needed, when called basis, to assist Twin Valley Community Local School Distirct with testing, planning and support of Twin Valley Administration. Rate of pay shall be Two Hundred Twenty-Eight Dollars and 65/100 ($228.65) per day worked. This contract is also contingent upon the employee continuing to maintain proper certification. as per Adopted School Calendar, for a salary equal to Appropriate Placement on the current adopted and effective uniform salary schedule for Certificated/Classified Employees of the Preble County Educational Service Center. This contract is also contingent upon the employee continuing to maintain proper certification and background check. Mileage and all other fringe benefits shall be paid in accordance with current adopted and effective Preble County Educational Service Center policy. Specific assignment shall be made by the Superintendent. This contract is subject to reduction, suspension, or termination should finances for this program not be available. C. Employ the following: Cynthia Bixler on a certificated personnel supplemental contract as Special Education Supervisor for the school year in the amount of Six Thousand Three Hundred Forty Eight and 00/100 ($6,348.00). Kristin Chappell as Teacher (Preschool Special Education) for a Two (2) Year period of time, those years being the and the school years for 185 days per school year; Ashley Garnett as Intervention Specialist (MD Classroom) for a Three (3) Year period of time, those years being the , and the school years for 185 days per school year; Shawn M. Hoff as Assistant to the Superintendent for a Two (2) Year period of time, August 1, 2017 through July 31, 2019, for the sum of Eighty Five Thousand Dollars and 00/100 ($85,000.00) for 243 days, pending background check. This contract is also contingent upon employee maintaining proper certification. Fringe benefits shall include 10 days vacation, Pickup on Pick-up of State Teachers Retirement System, plus other fringe benefits as approved by current and adopted Governing Board Policy. This contract is subject to reduction, suspension, or termination should adequate finances not be available. Aimee Meier as Speech and Language Pathologist for a One (1) Year period of time, that year being the school year for 183 days per school year; 7

8 Christine Peterson as Teacher (ED Classroom) for a Two (2) Year period of time, those years being the and the school years for 185 days per school year; Steven Reese, Special Education Supervisor, for a Two (2) Year period of time, those years being the and , for 223 days, for a salary equal to Supervisor index on the current adopted and effective uniform salary schedule for Certificated Employees of the Preble County Educational Service Center. This contract is also contingent upon the employee continuing to maintain proper certification. Benefits shall include pick-up of State Teachers Retirement System, 5 days Vacation and 5 Paid Holidays. Mileage and all other fringe benefits shall be paid in accordance with current adopted and effective Preble County Educational Service Center policy. This contract is subject to reduction, suspension, or termination should finances for this program not be available. Timothy Rohde as Teacher (MD Classroom) for a Two (2) Year period of time, those years being the and the school years for 185 days per school year; Jennifer Wells as Speech and Language Pathologist for a One (1) Year period of time, that year being the school year for 183 days per school year; as per Adopted School Calendar, for a salary equal to Appropriate Placement on the current adopted and effective uniform salary schedule for Certificated Employees of the Preble County Educational Service Center. This contract is also contingent upon the employee continuing to maintain proper certification and background check. Mileage and all other fringe benefits shall be paid in accordance with current adopted and effective Preble County Educational Service Center policy. Specific assignment shall be made by the Superintendent. This contract is subject to reduction, suspension, or termination should finances for this program not be available. Andrea Ciarlo as Educational Aide (ED Classroom), for a Two (2) Year period of time, those years being the and the school years, for 189 days per school year; Katie Jones as Educational Aide (Preschool Special Education), for a Two (2) Year period of time, those years being the and the school years, for 189 days per school year; Amber Kimball as Educational Aide (DAEP Classroom), for a Two (2) Year period of time, those years being the and the school years, for 189 days per school year; Genene Lunsford as Transportation Supervisor, for a Two (2) Year period of time, those years being the and school years, for 206 days per school year; Tracy Randolph as Educational Aide (MD Classroom) for a continuing period of time, for 189 days per school year; Michelle Reynolds as Educational Aide (Site Monitor) for a Two (2) Year period of time, those years being the and the school years, for 189 days per school year; 8

9 Yvonne Swihart, Assistant to the Treasurer, for a One (1) Year period of time, July 1, 2017 through June 30, 2018; Daryl Michael as Enrichment Coordinator for a One (1) year period of time, that year being the school year, for a sum of six thousand three hundred dollars ($6,300.00) to provide Bird Count, Academic Quiz Team and Geography Bee; as per Adopted School Calendar, for a salary equal to Appropriate Placement on the current adopted and effective uniform salary schedule for Classified Employees of the Preble County Educational Service Center. This contract is also contingent upon the employee continuing to maintain proper certification and background check. Mileage and all other fringe benefits shall be paid in accordance with current adopted and effective Preble County Educational Service Center policy. Specific assignment shall be made by the Superintendent. This contract is subject to reduction, suspension, or termination should finances for this program not be available. D. Employ the following Substitutes: Substitute Teachers for the school year, on a when called-as needed basis, pending certification. Rate of pay shall be $85.00 per day worked. This contract is also contingent upon the employee continuing to maintain proper certification. 11 Regular full-time employees working as Substitute School Bus Drivers/Substitute Bus Aides for the school year on an as needed, when called basis, for hours that employees are not employed in their regular position with the Preble County Educational Service Center not to exceed hours worked in any given week of forty (40) hours. Rate of pay is employee s regular hourly wage for hours worked as Substitute Bus Driver/Substitute Educational Aide. This contract is also contingent upon the employee continuing to maintain proper certification: Sheila Collins John Krickenbarger Genene Lunsford E. Employ the following: James Wellbaum as Substitute School Psychologist for the school year for a maximum of 90 days, on an as-needed, when called basis, to assist Twin Valley Community Local School Distirct with testing, planning and support of Twin Valley Administration. Rate of pay shall be Two Hundred Twenty-Eight Dollars and 65/100 ($228.65) per day worked. This contract is also contingent upon the employee continuing to maintain proper certification. F. Amend the following contract: The Preble County Educational Service Center agrees to employ one (1) certified psychologist for Twin Valley Community Local School District on a when called as needed basis, during the school year, to assist Twin Valley with testing, planning and support as directed by the Twin Valley Administration. Change from Twin Valley agrees to pay approximately Twenty-Five Thousand One Hundred Sixty-Eight and 00/100 Dollars ($25,168.00) for said services to Thirty Three Thousand Five Hundred Fifty Eight and 00/100 Dollars ($33,558.00). G. Approve the following contract: The Preble County Educational Service Center agrees to employ one (1) certified psychologist as a consultant, when called as needed basis, during the School Year, to assist the Twin Valley Community Local School District with testing, planning and support as directed by the Twin Valley Administration. Twin Valley agrees to pay approximately Twenty-Five Thousand One Hundred Sixty-Eight and 00/100 Dollars ($25,168.00) for said services. H. Approve the following: Approve the Alternate School Food Authority (SFA) Arrangement with Eaton Community School District to operate the school meal programs for students at the ESC Alternative School, 201 East St. Clair Street, Eaton, OH 45320, from August 16, 2017 until May 24,

12 I. Approve the following professional meeting request: Aimee Meier PECS Level 1 Basic Training, September 27-28, 2017, Dayton, Ohio. Registration, and Mileage (Estimate) $ J. Employee the following student worker: Zacary Fisk for the school year. Rate of pay shall be $3.50 per hour worked. K. Approve the following professional services contract: Suzanne Geiser agrees to provide substitute speech services at the ESC Alternative School May 5, 2017 and continuing through May 19, 2017 for and in consideration of the sum of Fifty Dollars ($50.00) per hour. L. Approve the following: Lease Agreement with Century-3, LLC. The Preble County Educational Service Center agrees to lease the building facilities located in the East half of the building located at 201 East St. Clair Street, Eaton, Ohio This includes use of all classroom spaces, offices, media centers, restroom and custodial closets, and gymnasium spaces not being used for the electrical, heating and cooling, or storage for the benefit of the landlord for the term of July1, 2017 through June 30, 2019 for the sum of $50,400 for each of the two years.
