1 NGAUS Corporate Advisory Panel Newsletter Black Hawk Helicopters (November 2015, Issue 17) CAP Industry Workshop: How to Do Business with the Guard Day before NGAUS Industry Day: Come to DC a day early to attend! NGAUS and the Corporate Advisory Panel (CAP) will conduct an Industry Workshop on Monday, December 7 1:00pm 4:00pm. Anyone registered to attend NGAUS Industry Day (more info on that in the next article) is welcome to attend the workshop. Both events will be held at NGAUS headquarters at One Massachusetts Ave, NW, Washington, DC The agenda for the Workshop will include: A presentation by Ms. Kathleen Cyphert on NGAUS, A presentation by Mr. Rick Yates, Deputy Chief Army National Guard (ARNG) Material Program Division, National Guard Bureau (NGB), on the National Guard and Reserve Equipment Authorization (NGREA) process in the ARNG, A presentation by Dr. Donna Peebles, NGB s Small Business Office, on NGB s acquisition processes, and A panel discussion on the NGAUS resolution process. The panel will include representatives from NGAUS, Task Forces, State Associations, and industry. Our goal is to provide an informative session for all of our industry partners. Anyone new to the National Guard market and those experienced working with the Guard are encouraged to attend this worthwhile and informative session. NEW this year! This workshop will be followed by a reception hosted by NGEDA (see article on this group s annual meeting later in this newsletter). Industry is invited to attend to mingle and network with the Executive Directors. If you are planning on attending please contact Kathleen Cyphert at Kathleen.cyphert@ngaus.org. Hope to see you there. NGAUS Industry Day Right Around the Corner NGAUS 19 th Annual Industry Day is on Tuesday, December 8 at NGAUS headquarters. Both new and experienced corporate member companies should consider sending at least one representative to this highly attended event, where industry is briefed by National Guard Bureau (NGB) and NGAUS staff on issues to include: FY16 budget status update, ARNG and ANG top products and services shortfalls, Details on the 2016 NGAUS Annual Meeting in Baltimore, and more. 2 CAP Election Results Newest CAP Members The votes are in and all the hanging chads have been adjudicated. We would like to congratulate Pete Robichaux from Bell, large business representative, and Victoria McDermott from Phantom Lights, small business representative, on being elected to the NGAUS CAP. They have been elected for a three year term, the longer term length the CAP implemented this year. Their terms will begin at Industry Day. The CAP and NGAUS will benefit from their fresh ideas and new perspectives. Please take the time to get to know them and allow them to represent you. Congratulations Pete and Victoria! Farewell to two teammates Lisa Balzereit, Eastern Edge Consulting, and Sam Torrey, Pratt & Whitney, will be leaving the CAP in December after fulfilling two year terms. As CAP members, both Lisa and Sam made significant contributions for the greater good of all NGAUS industry members. They looked beyond the needs of their individual companies to help make things better for all of us. Using her experience in the Guard and as an industry consultant, Lisa saw holes in information available on a variety of subjects, knew who to ask, and sought information that greatly improved discussions at Industry Day and the Industry Workshop. She was also the CAP point person on the moving target that is the NGB Vendor Engagement Policy. Sam was the lead of one of the busiest committees, Tradeshows. No corporate member is ever completely satisfied with the NGAUS Conference, from booth location to foot traffic and placement of the food stations. He listened to complaints and suggestions, and brainstormed ideas to improve things for all of us onsite. He also attended several meetings with organizers of NGAUS to provide an industry perspective during the planning process. Both of these members have given their time and expertise to enhance results for all corporate members, and we are grateful for their service. Thank you Lisa and Sam! NGEDA Meeting to be Held in Baltimore in January The Annual Meeting of the National Guard Executive Directors Association (NGEDA) will be held January , at the Renaissance Baltimore Harborplace Hotel. The attire for the meeting is business casual. For the education of those new to working with the Guard, NGEDA is always held in late January in the same city that hosts the NGAUS Annual Conference (Baltimore in 2016). This is a good group to get to know, as the ED s can help ease your path to doing business in their states. The state association elected officials still active Guard are frequently there, too. Of course, they will want you to join their Association and exhibit at their state conferences! Registration can be done online at or by downloading and filling out the registration form and mailing it to NGEDA, 3706 Crawford Ave., Austin, TX Your registration must be returned to the NGEDA office by December The group rate at the hotel is $126. Hotel reservations should be made through the hotel s Reservation Department by calling or reserving online. When making reservations, indicate that you are with the National Guard Executive Directors Association Annual Meeting or Group Code NGEDA. The hotel cut off date to guarantee the group rate is December

News from the Hill FY16 Defense Appropriations in Limbo Congress narrowly averted a government shutdown to begin the new fiscal year upon passage of a continuing resolution (CR) to fund federal government operations through December 11. Many significant issues remain to be resolved before Congress adjourns later this year. Foremost among these include resolution of the FY16 budget and appropriations, and addressing the government s borrowing authority. A path to resolution became much more complicated politically following Speaker Boehner s retirement announcement, and his likely successor, Majority Leader Kevin McCarthy, withdrawing his candidacy at the eleventh hour. The worst possible outcome for the Department of Defense (DOD) and industry would be a year long CR to fund the remainder of FY16. A true CR would preclude any new program starts and maintain flat funding from FY15. For the Guard community, we should assume there would be no new NGREA funds. This means that DOD priorities reflected in the FY16 budget request would be ignored, further complicating funding for myriad programs already strained by sequestration. The best possible outcome for DOD and industry would be the inclusion of an FY16 appropriations conference bill as the vehicle for an omnibus bill, or as part of a larger compromise to finalize government spending during the current fiscal year. Such a bill would reflect Congressional and DOD priorities, and would more effectively respond to our current national security environment and corresponding military needs. A partial government shutdown in December is still a real possibility if Congress and the Administration do not come together on a compromise to address defense and non defense discretionary spending. The path to a compromise and a corresponding deal to finalize all of federal government spending will be more difficult until there is an identified successor to Speaker Boehner. Note: As this issue went to press, Paul Ryan was named the new Speaker, and there was a tentative budget deal that would fund both FY16 AND FY17. NGAUS has come out in support of this budget, calling it friendly to the Guard. The President leaned toward support of this budget in a speech given to a trade organization of police chiefs on Tuesday, October 27. Dates to Remember Note: there were requests at NGAUS Annual Meeting for the 2016 list of state conferences. It is now up on the NGAUS website, under Events. There are still quite a few TBDs on the list, but there should be enough information to help you start planning your spring. 5 CAP Mission The CAP shall consist nominally of no more than fifteen (15) elected representatives from industry. To qualify as a CAP representative, the company/service agency being represented must have been a corporate member of NGAUS for at least one year prior to their representative s nomination, and continue NGAUS membership throughout their CAP representative s incumbency. Beginning with the September 2015 elections, the elected CAP representatives shall serve a three (3) year term.
