CALL TO ORDER CITY OF DEL RIO, TEXAS CIVIL SERVICE COMMISSION MEETING OFFICE OF THE CIVIL SERVICE DIRECTOR MINUTES FOR MEETING HELD ON September 3, 2014 MINUTES Chairman Pete Ortiz called the Civil Service Commission Meeting to order on September 3, 2014 at 12:01PM. 2. ROLL CALL The following members were present constituting a quorum: Pete Ortiz, Chairman Eric Bayne, Vice Chairman Others present: Mary Canales, Civil Service Director Harold Bean, Acting City Manager James Von Debrow, Chief of Police And others in the audience. 3. APPROVAL OF MINUTES CIVIL SERVICE COMMISSION MEETING JULY 17, Mr. Bayne made a motion to approve the minutes for July 17, Mr. Ortiz seconded the motion. MOTION PASSED. The vote was 2-0. Ayes: Commissioners Mr. Bayne and Mr. Ortiz. 4. ORDERS: A. ORDER NO C.S.C. AN ORDER IN ACCORDANCE WITH CHAPTER 143 OF THE LOCAL GOVERNMENT CODE AND THE LOCAL CIVIL SERVICE RULES AUTHORIZING AN EXAMINATION FOR THE POSITION OF ENGINEER IN THE CITY OF DEL RIO FIRE DEPARTMENT; SETTING A DATE, TIME AND PLACE FOR SUCH EXAMINATION; AND DIRECTING THE CIVIL SERVICE DIRECTOR TO CAUSE THE POSTING AND PUBLICATION OF ALL APPLICABLE NOTICES. Mrs. Canales informed the Commission that the written examination for the Engineer position was scheduled for October 22, 2014 at 9:00AM at the Del Rio Civic Center Kennedy Room. The deadline for signing up for the examination would be Friday, October 3, 2014 at 4:00PM. She also informed the Commission that the required posting was attached to the agenda for their information. 1

5 Mr. Bayne made a motion to approve Order # requesting the authorization of a promotional examination for the position of Engineer in the City of Del Rio Fire Department as presented. Mr. Ortiz seconded the motion. MOTION PASSED. The vote was 2-0. Ayes: Commissioners Mr. Bayne and Mr. Ortiz. B. ORDER NO C.S.C. CONSIDER AND ACT CONSIDER THE APPROVAL AND CERTIFICATION OF THE POLICE DEPARTMENT ENTRY LEVEL ELIGIBILITY LIST BASED ON WRITTEN EXAMINATIONS HELD ON JULY 17, Discussion: Mrs. Canales presented the following list of candidates for the position of Entry Level Police Officer for Certification: Written Veterans Rank Name Exam Points Total 1 Riley, Michelle D Sanchez, Eduardo Espinoza, Javier Valdez, Carlos E Hernandez, Estevan Mrs. Canales informed the Commission that these five (5) individuals were able to proceed to the background, interviews and selection process that also included a drug screening, medical evaluation and psychological evaluation when the list 2

6 was certified. She further informed the Commission that the list will remain in effect until expired or exhausted. Mr. Bayne made a motion to certify the eligibility list based on written examinations held on July 17, 2014 for the Police Department Entry Level position as presented. Mr. Ortiz seconded the motion. MOTION PASSED. The vote was 2-0. Ayes: Commissioners Mr. Bayne and Mr. Ortiz. 5. INFORMATION ITEMS A. City of Del Rio Civil Service Director Update Mary Canales. 6. ADJOURNMENT Mrs. Canales informed the Commission that she had received an appeal on the Senior Officer examination held on August 27, 2014 after she had posted the agenda. She would be bringing this item to the Commission during the following scheduled Civil Service Commission meeting. She also informed the Commission about the upcoming Civil Service training. Details about the training was communicated to the Commissioners. There was no action taken on this item. The meeting was adjourned at 12:15 PM. 3

8 ORDER NO C.S.C. AN ORDER IN ACCORDANCE WITH CHAPTER 143 OF THE LOCAL GOVERNMENT CODE AND THE LOCAL CIVIL SERVICE RULES AUTHORIZING THE REAPPOINTMENT OF A POLICE OFFICER TO THE CITY OF DEL RIO POLICE DEPARTMENT WHEREAS, the Fire Fighter s and Police Officer s Civil Service Commission has found and determined that it is necessary to give a new examination and create a new eligibility list for said position in accordance with Section 143 of the Local Government Code; WHEREAS, Interim Chief, Waylon Bullard, wishes to reappoint Fred Knoll to a position in the Del Rio Police Department; WHEREAS, Fred Knoll left his position as Captain of the Del Rio Police Department on May 17, 2013 under voluntary conditions and on good terms; WHEREAS, Interim Chief, Waylon Bullard, has certified to the Director of the Civil Service Commission that Fred Knoll meets all the conditions for reappointment and staffing needs and conditions require his reappointment. NOW, THEREFORE, BE IT ORDERED BY THE FIRE FIGHTER S AND POLICE OFFICER S CIVIL SERVICE COMMISSION OF THE CITY OF DEL RIO, TEXAS, THAT: 1. The Civil Service Commission approves the reappointment of Fred Knoll as a member of the Del Rio Police Department pending Civil Service medical and psychological testing requirements.
