Monday, December 19, 1988 Time: 7:05 p.m. Present: Mayor Bose, Alderman Robinson, Alderman Schrenk, Alderman McKinnon, Alderman Hunt, Alderman Higginbotham, Alderman Ralston, Alderman Villeneuve and Alderman Fomi ch. Staff Present: Municipal Manager, Municipal Clerk, and Deputy Municipal Clerk. A. ADOPTION OF MINUTES: 1. Regular Council - December 12, 1988 RES.NO.R-163 Moved by Alderman Schrenk That the minutes of the Regular Council meeting of December 12, 1988, be adopted as amended on Page 11, item 9 to indicate the property was rezoned from "RS" not "RX" to R-F(R). 2. Council-in-Committee - December 12, 1988 RES.NO.R-164 (a) That the minutes of the Council-in-Committee meeting of December 12, 1988, be received, as amended, to indicate Alderman Hunt being opposed to the recommendation for item C133. (b) The recommendations of these minutes were dealt with as follows, with the exception of Item C-136 and Agenda Item C.3, which were dealt with at Regular Council on December 12, 1988: a

3 C134 - Panorama Ridge Subdivision Servicing Standards RES.NO.R-169 Moved by Alderman Higginbotham That the draft amendment to the Subdivision By-law respecting Panorama Ridge servicing standards be received and referred to the Panorama Ridge Ratepayers Association for review and comment back to Council by way of delegation. B. DELEGATIONS : 0 I m 1. Greater Vancouver Regional District & Boundary Health Unit - Water Quality Improvement Program Mr. J.R. Morse, P.Eng., of the GVRD and Dr. Meekison were present to discuss results of the current program and future plans. John Morse and Dr. Meekison discussed the results of the study which began in August of In addition to providing statistics on there findings, they discussed the following: purity of the water, taste, quality, effects of transporting water, leaching, alternate methods of disinfection and the need to continue this program until the Summer of 1989 to provide comprehensive findings. They advised of some of the regrowth and acidity problems and provided details on the study currently underway. They ended by indicating that some form of disinfection was necessary, by using chlorine or chloramine, and discussed the relative cost and other impacts of either method. 4 C. REPORTS OF VARIOUS COMMITTEES: There were no reports submitted. D. REPORTS OF VARIOUS BOARDS: 1. Board of Variance - November 15, 1988 R13S.N0.R-171 That the minutes of the Board of Variance meeting of November 15, 1988, be received. E. MAYOR'S REPORT: 1. Relief Fund for Armenia Mayor Bose brought to Council's attention the "Relief Fund for Armenia" appeal for urgently needed assistance in helping the survivors of the earthquake in Armenia and the priority needs for non-perishable food, medical supplies and cash. 2. Acting Mayor Mayor Bose was recommending that Alderman Hunt be appointed Acting Mayor for the month of January. Rl3S.NO.R-172 Moved by Alderman McKinnon That Alderman Hunt be appointed as Acting Mayor for the month of January. 3. Appointments to Boards, Commissions and Committees Mayor Bose indicated that Council had made the following appointments to Boards and Committees: A. Avril Flather 7. Geanne Faessler 8. Allen W. Aubert C. Board of Variance - two members to be appointed for a three year term commencing January 1, Ian McLean 2. Robert C. Beddis D. Surrey Parks and Recreation Commission - three members to be appointed for a two year term commencing January 1, With regard to the Parks and Recreation Commission, Mayor Bose recommended that the following individuals be appointed. 1. Mr. Waburton 2. Richard W. Thompson Mayor Bose noted that Mr. Mike Cook was also reappointed for a further 2 year term. RES.NO.R-173 Moved by Alderman Robinson Seconded by Alderman Schrenk That the above appointments to the Parks and Recreation Commission, as recommended by Mayor Bose, be approved. with Aldermen McKinnon, Hunt, Higginbotham and Fomich against. 4. Surrey Food Bank Alderman Robinson indicated to members of Council and the public, the Surrey Food Bank need for gifts for children between the ages of 12 to 15, specifically, and the need for all donations, clothing, food and gifts at this time of year. 5. Justice/Remand Centre Alderman Robinson expressed concern over the works on this project proceeding in spite of the ongoing appeal from the residents to stop these works. -5-

Building Corporation to put a hold on the letting of further contract awards and construction on the Remand Centre and Courthouse, pending the outcome of the December 22nd Court of Appeal case submitted by the residents to defer this project. with Aldermen McKinnon, Hunt, Higginbotham and Fomich against. 6. GVRD - United Way Committee Presentation Alderman Higginbotham advised she had attended a meeting on behalf of the Corporation and received a citation for the donations of Surrey staff and residents. At the same meeting, Council received a further petition signed by 98 individuals who requested that the pond not be filled in. On November 23, the Parks and Recreation Commission authorized the retention of the pond subject to the depth being no more than 3' and that a decorative fence be built around the water's edge. 30 Item No. R Port Mann Commercial Disposal Rate ( ) The Municipal Manager submitted a report from the Assistant Municipal Engineer - Operations concerning the 1988 Port Mann Commercial Disposal Rate. The Assistant Municipal Engineer - Operations was recommending that By-law 3495 be amended to adjust the Commercial Disposal Rate from $34.00 per tonne to $43.50 per tonne, effective January 1, The Municipal Manager commented that on November 30, 1988, the GVRD Board approved a 1989 Regional Disposal rate of $43.50 per tonne. Under the terms of the Solid Waste Agreement with the Greater Vancouver Sewage & Drainage District, the Municipality has agreed to set the Port Mann commercial rate at the Regional Disposal rate. As a consequence, it is in order for Council to approve an amendment to By-law The Municipal Manager concurred with the recommendation of the Assistant Municipal Engineer - Operations. The Municipal Manager's Report under date of December 19, 1988, was considered and dealt with as follows: Item No. R494 - Parks Employee - Clifford Irnie, M.B. ( ) The Municipal Manager submitted a report commenting that Clifford Irnie, through his bravery, has brought honour to Surrey and to our organization. At approximately 12:30 a.m. on June 24, 1987, Parks employee Cliff Irnie was driving by a gas station/convenience store at 264 and Fraser Highway in Aldergrove, when he noticed an individual whose face was covered, waving what appeared to be a knife at the cashier. As the thief ran from the store, still brandishing the knife, Cliff, who had by this time left his vehicle, was faced with a difficult situation - whether to tackle this armed thief or dive for cover. He chose the former course, managed to wrestle the man to the ground and hold him until help arrived. later found that the thief had indeed stolen some money. For this act, Cliff was presented with the RCMP Commissioner's Commendation Award in April, Just recently, in fact on November 21st, last, Cliff was informed that her Excellency, the Governor General, had awarded him the Medal of Bravery, in recognition of his action on June 24, This award is to be announced in the press and published officially in the Canada Gazette, dated November 26, Cliff is to be invited to an Investiture in the near future, for the presentation of his decoration and will be entitled to use, when appropriate, the initials "MB" after his name

36 Item No. R497 - Application for Rezoning From RS to RT /16318/ Avenue ( ) The Municipal Manager submitted a report, commenting that on November 14, 1988, Council tabled Application , which provides for the development of 90 townhouse units, as the design did not conform to the by-law requirement with respect to the number of units per cluster. The Manager commented that a revised plan shows that the fiveplex clusters have been eliminated and the number of units has been reduced from 90 to 84, resulting in an overall density of 12 units per acre. The Manager further commented that Mr. Belling of West World Developments Inc. appeared as a delegation at the Council-in-Committee meeting to appeal Council's decision and request the reinstatement of the fiveplexes. The Director of Planning and Development Services recommended that the application be lifted from the table and approved for rezoning from RS to RT-1 under Section 963 of the Municipal Act, subject to: Input from Federal/Provincial Fisheries; Compliance with the servicing standards of the Subdivision By-law to the satisfaction of the Municipal Engineer; Consolidation of the properties; Issuance of a Development Permit; and Provision of a walkway along the southern boundary.
