8 1 EDS Overview The Electronic Disposition System (EDS) is a web application which clients use to submit applications related to surface dispositions to the Alberta Environment and Parks (AEP) and to the Alberta Energy Regulator (AER). EDS comprises three main categories of services; and those in turn expand to options as shown below: Application Prerequisites: o o o o First Nations / Metis Settlements Consultation Submissions - Submit a Pre-consultation Assessment Request, Adequacy Assessment Request, respond to a request for information, and view the status of your submission for CEP, DLO, DML, DMS, DPI, DPL, EPC, EZE, FAC, GEO, LOC, MLL, MME, MSL, OSE, PIL, PLA, RDS, REA, REC, RLC, RVC, SMC, SME, SML, TFA, VCE and WAC purposes. Application Supplement - Generate an Application Supplement document to be uploaded as part of an Application/Amendment document submission. Landscape Analysis Tool - Obtain a LAT report to be used in support of an Application/Amendment. Plan Confirmation Service - Generate an Encrypted Plan Package to be used in support of an Application/Amendment. Application Submissions: o o o o o Public Land Disposition Applications - Submit applications for dispositions on Public Lands for DLO, DML, DMS, DPI, DPL, EZE, LOC, MLL, MSL, PIL, PLA, REA, RVC, SML and VCE purposes. Public Land Disposition Amendments - Submit amendments for dispositions on Public Lands for DLO, DML, DMS, DPI, DPL, EZE, LOC, MLL, MSL, PIL, PLA, REA, RVC, SML and VCE purposes. Plan Submission Package - Upload an Encrypted Plan Package. Disposition Maintenance: o o o Manage Client Profile - Edit the list of other clients allowed to manage your data. Site Entry Submissions - Submit a site-entry for DLO, DML, DMS, DPI, DPL, EZE, LOC, MLL, MSL, PIL, PLA, REA, RVC, SML and VCE purposes. 10 2 Quick Start: How do I submit an amendment through EDS? This quick start section illustrates the basic amendment submission process via walkthrough of EDS amendment screens. For detailed information on each screen refer to section 3, and for amendment prerequisites refer to section 3.1. 11 2.2 Dispositions Amendments Search To complete the Dispositions Amendments Search form, follow steps below: Figure 2 - Dispositions Amendments Search screen 1. Select the type of amendment, one of: Amend Single Amend Associated Amend and Create Associated 2. Enter the disposition number and click Search to proceed to the Dispositions Amendments Save screen. 12 2.3 Dispositions Amendments Save To provide reason and details of your amendment follow the steps below to complete the Dispositions Amendments Save page: Figure 3 - Disposition Amendments Save screen 1. On the Dispositions Amendments Save page enter the required fields of Company Details , and Company Details Telephone. Page 12 of 35

Make your Amendment Selection, choosing one or more of the following options: Change Client Change Purpose Addition / Change in Land / Change Dimension Deletion of Lands Partial Assignment Plan Replacement Only 3. Depending on your selection in step 2 as well as the activity s governing authority, you will be required to provide some of the following information as specified in the prerequisites section 3.1: Plan Confirmation Number FNC Number Indicate if any of the following documents are to be attached: Consents, Code of Practice Indicate if a Temporary Field Authorization (TFA) was issued for any additions within your amendment And click Next to proceed to the next page. 14 2.4 Dispositions Amendments Client Updates To edit client (if applicable) follow the steps below to complete the Dispositions Amendments Client Updates form. EDS will display the Dispositions Amendments Client Updates page only when Change Client is selected as the amendment reason. Figure 4 - Dispositions Amendments Client Updates screen 1. Make any required changes to existing client in Update Client section. Set the Delete checkbox only if deleting the client. 2. If you marked the existing client for deletion in previous step, or if you are adding additional clients, provide the new client in the Add Client section. 15 2.5 Dispositions Amendments Edit Land Description To edit the activity s lands follow the steps below to complete the Disposition Amendments Edit Land Description form. EDS will display the Dispositions Amendments Edit Land Description page only when one or more of the following amendment reasons are selected (for a complete table showing which pages are shown depending on amendment reason see section and 3.3.2): Change Purpose Addition / Change in Land / Change Dimension Deletion of Lands Partial Assignment Figure 5 - Dispositions Amendments Edit Land Description screen 1. Delete any existing ATS lands if required. 2. Add ATS lands if required. Page 15 of 35

16 3. As an alternative to step 2, to enter a great number of ATS lands you may use the Land Description File feature to upload the lands in comma-separated values (CSV) format instead. The acceptable header format for the CSV is: Land record type, Quarter (Qtr), Section (Sec), Township (Twp), Range (Rge), Meridian (Mer). The only valid value for the Land record type column is REQ (for required). Sample contents of a Land Description File CSV file is shown below. Upload the CSV file using the Browse button, and use the Upload File button to populate the Add ATS Lands table with the CSV file s contents. For a detailed explanation of Dispositions Amendments Edit Land Description page see section Dispositions Amendments Change Purpose Code To change the activity s purpose code follow below steps to complete the Dispositions Amendments Change Purpose Code form. 17 2.7 Dispositions Amendments Upload Attachments To upload required documents follow below steps to complete the Dispositions Amendments Upload Attachments page: Figure 7 - Dispositions Amendments Upload Attachments screen 1. Select the document type using the dropdown menu. 2. Upload the document using Browse button. Repeat for all required documents. 3. Click Add New to upload more than 5 documents. If you click Next before including all required documents, an error will show the remaining required documents that must still be attached. 2.8 Dispositions Amendments Confirmation Confirm details before submitting. Confirm your amendment s details on the Dispositions Amendments Confirmation page. To correct any part of your amendment simply click the Back button to navigate to the corresponding page, make the changes, and get back to the submission page using the Next button. 2.9 Amendment Agreement Agree with the Terms of Use and Disclaimer. Peruse the Terms of Use and Disclaimer and click Next to continue. Page 17 of 35

19 3 The EDS Amendment Process and Screens 3.1 Before You Get Started (Amendment Prerequisites) Before embarking on the EDS amendment application process in earnest, several prerequisites must have been satisfied. The prerequisites depend on the activity s governing authority as well as the amendment reason. Consult tables and below to determine the required information and documents. 22 3.2 Dispositions Amendments Search To begin your amendment application, search out the corresponding activity on the Dispositions Amendments Search screen. The search screen requires the amendment option, the disposition number, and process type to all be provided by the user. Consult tables and for an overview of Amendment Options and Process Types. 23 3.2.1 Dispositions Amendments Search Amendment Options This table specifies the Amendment Options available on the Dispositions Amendments Search page: Amendment Option When to Use It Amend Single Select the Amend Single option for amendments of activities that were applied for using the Single application option (via EDS main menu option 2. Public Land Disposition Applications ) and have not been associated with other activities since, or for activities which were associated but have been disassociated since. Amend Associated Select the Amend Associated option for amendments of activities that were applied for using the Associated Applications option (via EDS main menu option 2. Public Land Disposition Applications ) and have not been disassociated since, or for activities that were single / unassociated but have been associated since. Amend and Create Associated Select the Amend and Create Associated option for amendments where, for example, you submitted a single SML application to include the pit and the access, and have been asked to correct the omission by applying for the access under a DLO. Another valid case for the Amend and Create Associated option is when an MSL and LOC had been applied under associated applications, but the LOC s route has been deemed not acceptable and an alternate route, in no way overlapping the first, must be applied for instead: the MSL and LOC would be disassociated, the LOC cancelled, and the Amend and Create Associated option used to amend the MSL and create a new LOC. Table 3 - Disposition Amendments Search - Amendment Options 3.3 Dispositions Amendments Save The amendment reason is entered on the Dispositions Amendments Save page and it determines which of the amendment s supporting documentation (plan, FNC, LAT report, etc.) will be required - see section and for details. The amendment reason also determines which amendment pages are shown to the submitter. See section and for the mapping. Reuse of the Confirmation Number (and package), the FNC, or the LAT report is permitted in the case of an activity amendment s rejection. Any supporting documentation not involved in the rejected amendment s discrepancy can be reused in a subsequent amendment. Successful submission of an amendment requires completion of the Dispositions Amendments Save form. Other forms are shown to the submitter depending on amendment reason selected on the Disposition Page 23 of 35

24 Amendments Save form. 25 3.3.3 Potential Pitfalls on the Dispositions Amendments Save page The following are commonly encountered errors on the Dispositions Amendments Save page: The File Number for Consultation Sub number FNC does not have a valid status. To resolve, use FNCs with an adequacy assessment for amendments of AER activity types; Disposition MSL has no site entry. To submit an amendment, an activity must have a site entry on file (submitted through EDS using option Site Entry Submissions ); The File Number for Consultation FNC is malformed. Expected ccc########-### where c is a character or ccc######## for historical FNCs. The whole FNC number must be entered in the FNC # field on the Dispositions Amendments Save page (for non-historical FNCs that includes the FNC prefix and the 3 digit suffix, eg. -001). Also, FNC case file numbers are viable for two years from their adequacy date. When the 2 year adequacy date passes before the amendment is submitted with its associated FNC, the applicant will have to reapply for the FNC. 3.4 Dispositions Amendments Client Updates An owner and service client id is required for all amendments. To correct an AEP activity still in application stage which incorrectly or incompletely specified the activity s Client ID, submit a Change Client amendment by selecting said amendment reason on the Dispositions Amendments Save screen. The definitions of the Client Type values as per the Dispositions Amendments Client Updates screen are: Owner disposition owner; Service Client receives correspondence related to disposition and acts on behalf of owner; Both both Owner and Service Client of the disposition; Any Client ID to be associated with an amendment must be active, and their Client Type must adhere to the following rules: An activity can only have one Client ID set to either Both or Service Client; An activity must have an Owner and a Service Client (if one and the same, select Both as Client Type for that Client ID); An activity may have several Owner Client IDs; Page 25 of 35

26 3.4.1 Potential Pitfalls on the Dispositions Amendments Client Updates page The following are commonly encountered errors on the Dispositions Amendments Client Updates page: There can be at most one service client specified. when the existing Client ID s Client Type is set to Both in the Update Client section and you then set a new Client ID s Client Type to Both or Service Client in the Add Client section. At least one service client and at least one owner must be entered. when the existing Client IDs (in the Update Client section) Client Type is set to Both but you mark it for Deletion, and when you set a new Client ID s Client Type to Service Client (in the Add Client section). There can be at most one service client specified. when you mark the existing client for deletion and attempt to add two clients under Add Client section with Client Type set to Both for both. 3.5 Dispositions Amendments Edit Land Description All dispositions require an associated legal land description. To change your disposition s lands via amendment invoke the Dispositions Amendments Edit Land Description page by selecting one of the following amendment reasons on the Disposition Amendments Save page: Change Purpose Addition / Change in Land / Change Dimension Deletion of Lands Partial Assignment Users adding a large number of Alberta Township System (ATS) lands to their activity may use the Land Description File feature which accepts a comma-separated values (CSV) file format with header: Land record type, Qtr, Sec, Twp, Rge, Mer. The only valid value for the Land Record Type column is REQ (for required), and all other columns are as per ATS specification. Either download the Land Description File template and enter lands manually, uploading it to EDS once completed, or export the lands in question from your database or spreadsheet to CSV according to format specified above. Only the lands in the CSV will be considered required and any prior lands will be automatically marked for deletion when the user clicks Upload File button to populate the Add ATS Lands table with CSV file s contents. 3.6 Dispositions Amendments Change Purpose Code All dispositions must have an associated Purpose/Activity. Should a change of purpose be required (e.g., purpose/activity changed from Erosion Protection/Upland Erosion Protection to Bed and Shore/Water Control Structure), ensure you have the required documents and prerequisites as per section and 3.1.2, and submit a Change Purpose amendment by selecting Change Purpose as the amendment reason on the Disposition Amendments Save page. 3.7 Dispositions Amendments Upload Attachments Upload the required supporting documents on the Dispositions Amendments Upload Attachments page as specified in sections and Page 26 of 35

27 3.8 Dispositions Amendments Confirmation The Dispositions Amendments Confirmation page gives the submitter a chance to make corrections to any part of their submission by clicking the Edit links as shown in below screenshot: Figure 10 - Dispositions Amendments Confirmation Screen Page 27 of 35

28 3.9 Amendment Agreement The Amendment Agreement page displays the Terms of Use and Disclaimer. To proceed with an amendment application simply click I Agree and Submit. Click Back to return to any of the application s pages, and to cancel your amendment application simply log out of EDS.
