3 During the initial Citizens Participation, any citizen in the audience may address the Committee on an item featured on the agenda. During the final Citizens Participation, any citizens in the audience may address the Committee on matters within the Committee s jurisdiction, but not necessarily featured on the agenda. No vote can be taken on a matter not listed on the posted agenda; however, the Committee can direct that the matter be placed on a future agenda. Each citizen must be recognized by the Chair. The citizen is then asked to approach the microphone at the podium, to state his or her name, and to spell the last name for the record. The Chair may limit remarks to three minutes duration, if such remarks are disruptive to the meeting or not within the Committee s jurisdiction. The Regional Transportation Commission keeps the official record of all proceedings of the meeting. In order to maintain a complete and accurate record, copies of documents used during presentations should be submitted to the Recording Secretary. The Regional Transportation Commission appreciates the time citizens devote to be involved in this important process. The new chair would be a representative from a utility company and the new vice-chair would be a representative from a governmental entity. The BSBAC shall follow a prepared agenda, subject to a publicly posted notice of public meeting as required by the Nevada State law. Items for discussion or action at a BSBAC meeting must be submitted to the General Manager at least 12 working days prior to the meeting date for approval. The General Manager may waive the 12 day requirement in accordance with his or her authority pursuant to the RTC Administrative Procedures for Agenda Processing. The recommendations of the BSBAC on each item that comes before it will be forwarded to the RTC. D. The chair can make motions and can vote on any motion BLANK 20.0 POLICIES AND PROCEDURES GOVERNING REGIONAL PROJECT COORDINATION COMMITTEE 20.1 CREATION AND PURPOSE The Utility Coordination Committee of the Regional Transportation Commission of Southern Nevada (RTC) was established by the Commission on August 8, The purpose of the Committee is to coordinate the construction of infrastructure improvements to reduce inconvenience and delays to the public. On January 14, 2016, the RTC approved a name change of the Committee to the Regional Project Coordination Committee (RPCC). The name change is intended to reflect the Committee's focus on all types of infrastructure projects with within the public rights-of-way and not just those that are related to utilities. It will also emphasize the long-range planning coordination goals of the Committee MEMBERSHIP The following entities and agencies are voting members of the Regional Project Coordination Committee: GOVERNMENTAL ENTITIES City of Henderson City of Las Vegas Clark County City of North Las Vegas Clark County Regional Flood Control District Nevada Department of Transportation Freeway and Arterial System of Transportation Bureau of Land Management UTILITIES Southwest Gas Corporation Las Vegas Valley Water District CenturyLink Corporation Cox Communications Kern River Gas Transmission Company Southern Nevada Water Authority Kinder Morgan NV Energy Clark County Water Reclamation District tw telecom Nevada Public Utilities Commission Members and alternates shall be designated in writing to the General Manager of the RTC. The terms of the members shall be indefinite OFFICERS AND DUTIES A. The members of the Regional Project Coordination Committee shall elect a chair and a vice-chair annually at the first meeting in July. 36

10 B. The succeeding chair will officiate at the July meeting and will serve for 12 months. The chair and vice-chair shall both be rotated annually between a representative from a governmental entity and a utility. C. The chair shall preside at all Regional Project Coordination Committee meetings, call the meetings, and represent the Regional Project Coordination Committee at all meetings. D. In the event that the chair is unavailable to perform these duties, the vice-chair shall act in the place of the chair MEETINGS A. The Regional Project Coordination Committee may be called as directed by: 1. The RTC 2. The chair of the Regional Project Coordination Committee 3. The request of more than one-half of the membership 4. The chair of the RTC B. The presence of ten (10) or more members shall constitute a quorum of the Regional Project Coordination Committee. C. RECEIVE AN UPDATED LISTING OF ENTITY AND UTILITY COMPANY CONTACT PERSONS AND DIRECT STAFF ACCORDINGLY (FOR POSSIBLE ACTION) Comments: Mr. Steve Weber, Clark County Water Reclamation District, arrived at the meeting at 9:03 a.m. Ms. Abi Mayrena, Clark County Regional Flood Control District (CCRFCD or District), announced that Mr. Joseph Damiani, CCRFCD, would be leaving the District. She indicated that she would be serving as the CCRFCD representative on the Regional Project Coordination Committee (RPCC). Mr. John Penuelas, Regional Transportation Commission of Transportation Commission (RTC), informed her that the RTC had an official member/alternate designation form and Ms. Tammy McMahan, RTC, would facilitate the new CCRFCD designation. Mr. Penuelas reminded the RPCC that the backup for this item consisted of a list of the members and alternates and the entity contact list. He noted that Ms. McMahan handled the former list and Ms. Tamika Davis-Edwards, RTC, handled the second backup document. Motion: No motion was necessary. Vote/Summary: No vote was taken. Item: 4. DISCUSS LONG-TERM PLANNING LIST OF PROJECTS AND COORDINATION NEEDS (FOR POSSIBLE ACTION) Comments: Mr. John Penuelas, Manager of Engineering, Regional Transportation Commission of Southern Nevada (RTC), had mentioned that this agenda item may be modified to focus the RPCC s attention on coordination efforts with the potential for significant, positive impact at the Regional Project

14 Minutes-Regional Project Coordination Committee Meeting of June 15, 2016 Page 3 of 7 Coordination Committee (RPCC or Committee) May 18, 2016 meeting. During that May meeting, the RPCC members and RTC facilitators thought the following matters should be considered for discussion: The projects that were planned approximately one to two years in the future; (NOTE: These projects may have been approved by the appropriate governing body or private sector authority. At a minimum, these projects had been identified for funding.) The Regional Traffic Control Coordinator would search for potential jurisdictional boundary conflicts and relate this to the RPCC for discussion; The RPCC would talk about those projects for which a Notice to Proceed (NTP) had been issued. Regarding the NTP list, Mr. Penuelas mentioned that the RTC had only been receiving this information for projects that were funded by fuel revenue indexing. Vice-Chair Gary Auvil, Cox Communication, asked if the RTC was formally requesting that the RPCC members send their NTP lists. Mr. Penuelas clarified that this was not a requirement per se, but a request. He added that the information would helpful to enable the RPCC to conduct its business. Ms. Tammi Tiger, Clark County Public Works, inquired as to whom the list should be sent. Mr. Penuelas responded that the information should be sent to Mr. Dante Bongolan and Ms. Jennifer Lilore, both with RTC. Mr. Bongolan added that NTP reports could be beneficial for users of the Geographic Information System (GIS) project map, explaining that the RTC would have date range information for projects and the local government entities and utility companies would know when to expect them. Mr. Scott Jarvis, City of Henderson, noted that Mr. Jeff Truby, RTC GIS Manager, had mentioned at a previous RPCC meeting that his team would add functionality to the GIS-based map such that a digital circle could be drawn around a project and the user could see if the project touched other projects. In this way, entities and companies could pursue coordination early on before conflict arose. Mr. Penuelas responded that the RTC GIS team was indeed working to make this possible. Next, the Manager of Engineering noted that the RTC GIS team was working on coding logic to allow a user to pose a project query related to the project s site and start date. He shared that this had been a challenge. Mr. Sargent Benson, Las Vegas Valley Water District, then asked if the RTC GIS team wanted to set up a system whereby a user could put in a query to determine the projects coming up for some time period such as the next two months. Mr. Penuelas responded that this was the goal. He further explained that the GIS team was also trying to find a way to ensure that the desired date, actual or estimated, was presented to the user. As it currently stood, the nature of the date as displayed on the GIS-based map was not clear. Mr. Benson thought that the RTC was already receiving NTP information from the RPCC members. As such, he wondered if this might be a duplication of efforts. Mr. Penuelas did not think this would be the case because the RTC did not always receive NTP information from the entities and companies. Mr. Benson followed by asking if the RTC wanted those projects that were approved by the relevant governing authority such as a board. Mr. Penuelas answered in the affirmative. Mr. Penuelas asked what the RPCC thought about the above-mentioned topics for discussion. Vice-Chair Auvil asked that the RTC produce a draft of a modified agenda item incorporating the proposed topics and present it in the next RPCC agenda. He then asked Ms. Tammy McMahan, RTC, if the group should consider this as direction to RTC staff or if the group should make a motion. Ms.

With that being said, she stated that the RPCC had the option of making a motion if they so desired. Vice-Chair Auvil responded that he also perceived the discussion as direction to staff as well. The RPCC did not object with considering the comments as direction to Commission staff members. Mr. Penuelas went on to say that the username for the GIS-based map would be developed per local government entity and for each utility company instead of the creation of a login for every individual user. He noted that the map was password-protected since sensitive information might be placed on the platform. The Manager of Engineering stated that he would be ing usernames and passwords to RPCC members. He noted that other users would be able to see that an entity or company was logged in to the map and how many times they had accessed the map, but not the names of any specific users. Mr. Penuelas asked if the members would have issues with this arrangement. The RPCC did not voice any objections. Ms. Adriana Ventimiglia, Southern Nevada Water Authority (SNWA), asked if the Committee should consider all of the projects or only those in conflict. Mr. Penuelas thought the idea was to discuss those projects that were in conflict. Ms. Ventimiglia said she was planning to ask fellow SNWA engineers to review the map and note the potential conflicts. Mr. Jarvis asked if there was a way that the GIS-based map software could notify jurisdictions and utility companies that a project was adjacent to one of their projects and such a warning could prompt the entities and the companies to look at the map. Mr. Penuelas said the map software did not have this functionality at this time. He explained that the user would have to login and look at the map to check for potential conflicts. Regarding the matter of conflicts, Vice-Chair Auvil pointed out that when users zoomed out on the map they would find that there were not that many of them. In contrast, the zoom in view seemed to indicate that there were a lot of projects touching each other though and this was not necessarily the case. Mr. Jarvis hoped that members would be working in such a way that by the time they attended a RPCC meeting they were already aware of any potential conflicts and had already taken some action or would come prepared for the meeting to ask for the appropriate coordination assistance such as contact information. The Manager of Engineering acknowledged this point. He added that he was aware that the RPCC members attended other coordination meetings and those gatherings also be seen as opportunities to coordinate. Mr. Penuelas went on to say that the RTC was reviewing how to examine private developer projects in the RPCC meeting as well. Vice-Chair Auvil asked for clarification to ensure that Mr. Penuelas was referring to new construction. Mr. Penuelas answered in the affirmative. Mr. Penuelas asked if the RPCC wanted to talk about project coordination at the June 15, 2016 meeting or wait until the next meeting. The group thought it best to commence this discussion at the next meeting after they had received the login information from the Manager of Engineering and reviewed the GIS-based map. Mr. Penuelas requested that RPCC be prepared to discuss opportunities for coordination at the next meeting. Mr. Jarvis asked if RTC staff members, particularly the Regional Traffic Control Coordinator, would serve as backup for the Committee as members became accustomed to reporting at the public meeting. He was suggesting that the RTC would review the map, note potential conflicts, and bring those to the group s attention at the meetings. Mr. Penuelas stated that the RTC could do this.

Mr. Penuelas said that the RTC had hired Mr. Chris Schwarz, a former City of Henderson barricade inspector. The Manager of Engineering concluded the conversation by sharing that Ms. Sue Christiansen, Manager, Government Affairs/Media Relations & Marketing, RTC, had requested brief project descriptions for the GIS-based map. This information would be helpful in explaining the nature of the work to the public. Mr. Penuelas asked that the RPCC members send concise project descriptions to the RTC. RECEIVE A REPORT FROM THE CONE MANAGEMENT WORKING GROUP (FOR POSSIBLE ACTION) Comments: Mr. John Penuelas, Manager of Engineering, Regional Transportation Commission of Southern Nevada (RTC), provided an update regarding the activities of the Cone Management Working Group (CMWG). First, he stated that the traffic signal supervisors and traffic engineers for the local government entities would be meeting on June 27, 2016 to discuss construction work zones in the area of traffic signals. He mentioned that there had been instances of when work zones were situated in traffic signal detection zones with the result of negative impacts upon the motoring public. The group would also discuss to whom and how notification of construction work zones should be given to the Southern Nevada agencies. Second, the Manager of Engineering stated that the RTC had developed a design for the interim work zone project signs and a Seeing Orange (SO) sticker prototype. Regarding the latter, he was expecting a quote from a sign maker in the very near future. Once the stickers were produced, the RTC would be sending them to the traffic control equipment companies when barricade plans had been approved by the entities or companies. Mr. Penuelas added that the SO stickers would be placed on signs for those projects that did not involve capital improvements. Vice-Chair Gary Auvil, Cox Communications, asked if the RTC was prepared to answer the calls that may come as result of the posting of the Seeing Orange information. Mr. Penuelas indicated that RTC had already been responding to Seeing Orange telephone calls and online comments. He then asked Ms. Sue Christiansen, Manager, Government Affairs/Media Relations & Marketing, RTC, how many Seeing Orange-related comments that the RTC Government Affairs department had recently received. Ms. Christiansen answered that the department had not received a high number of telephone calls and s of late, but at times they received quite a few. The manager continued, stating that more than 500 people had visited the Seeing Orange website during National Infrastructure Week which was May 16-May 23, She noted that RTC Government Affairs wanted to continue to attract visitors to the SO website. DISCUSS TOPICS OF INTEREST Comments: Mr. John Penuelas, Manager of Engineering, Regional Transportation Commission of Southern Nevada (RTC), recounted that the Regional Project Coordination Committee (RPCC) had been discussing how sensitive information about planned projects that RPCC members did not yet want to present to the public could be discussed during a public meeting. As an example, he stated that sensitive projects might include those that may be planned some years in the future, but were not guaranteed to proceed. He shared that RTC legal counsel had reviewed the issue and advised that information deemed sensitive should not be talked about in the RPCC public meeting. Mr. Penuelas went on to say that there were options regarding the handling of sensitive information by the RPCC as follows: RPCC would openly discuss sensitive information in this forum; RTC would request that the Nevada Legislature allow the RPCC to have closed sessions during which sensitive information could be discussed; RPCC would not discuss sensitive information at all; or RPCC working groups, which would not be public meetings, would take up these matters. Mr. Dale Daffern, City of North Las Vegas (North Las Vegas), stated that the entity he represents would not share any sensitive information in a public meeting. Ms. Adriana Ventimiglia, Southern Nevada Water Authority, asked if North Las Vegas, would be amenable to talking about such matters in a working group. Mr. Daffern responded that the municipality s representatives would probably not discuss such matters in that kind of forum either. Mr. Daffern did state that he was in favor of the proposed request of the Nevada Legislature. Ms. Ventimiglia concurred, stating that SNWA representatives would like to talk about sensitive information related to their planned projects and coordinate. Mr. Sargent Benson, Las Vegas Valley Water District, added that the closed session would afford confidentiality. Mr. Allen Pavelka, City of Las Vegas, mentioned that if members felt uncomfortable sharing during closed sessions that they could still feel free to talk one-on-one with other members. Noting the group s favorable opinions, Mr. Penuelas stated that the RTC facilitators would inform legal counsel that they should plan to make a request of the Nevada Legislature to allow closed sessions during the RPCC. Next, Mr. Penuelas requested that the local government entities and the utility companies submit their capital improvement program (CIP) lists to the RTC for inclusion on the Geographic Information System-based map. He cautioned that these lists might contain information deemed sensitive though. Mr. Scott Jarvis, City of Henderson, was very pleased with the RPCC s progress regarding coordination efforts. He believed that prior to any legislative fix, the group would be able to talk about the vast majority of their projects. Referring to the CIP list request, he thought the RPCC should not be too worried about the small percentage of projects that they may not be able to yet address.

He agreed that the group would likely be discussing most of their projects. Mr. Penuelas went on to say that Mr. Chris Schwarz had been hired as the RTC s Regional Traffic Control Coordinator and Mr. Schwarz would start on June 21, Mr. Penuelas stated that Mr. Schwarz would review the Seeing Orange information to determine what is under construction and reach out to various staff members at the local government entities and utility companies to get more information on projects. The Manager of Engineering requested that the entities and companies invite Mr. Schwarz to their coordination meetings. Additionally, he asked that Mr. Schwarz be invited to preconstruction meetings.
