2 The 626 th meeting of the Long Island Water Conference was held on Monday, February 29, 2016 at the Woodbury Country Club in Woodbury, N.Y. The meeting was called to order by Chairman Ralph Pugliese at 7:30 pm. CHAIRMAN'S REPORT After the pledge of allegiance and a moment of silence, Chairman Pugliese thanked the membership for their attendance and introduced Ty Fuller and James Touchet from SCWA, the evening s program speakers. PROGRAM The program for the evening was Mapping Public Supply Well Water Quality for Nassau and Suffolk County. A water quality mapping program, created by a subcommittee of LICAP, uses GIS and data submitted by water purveyors across Long Island. A demonstration of the system was conducted using different scenarios and parameters. This powerful program needs full commitment from all suppliers. Plans for a web-based system are being considered. Chairman Pugliese thanked Mr. Fuller and Mr. Touchet for their informative program. COMMITTEE REPORTS Young Professionals : Lee Kessler/Chris Tobin Lee Kessler reported that the committee will be ing the young professionals to solicit volunteers for Water Week. Water supply facility tours are being developed and the committee is currently seeking speakers for monthly meetings. Top Op candidates are also looking to bring the State championship home to Long Island this year. Regulatory Advisory : Bob Holzmacher No Report

3 Arrangements - Sue Jannace Sue Jannace reported that the next meeting of the Conference would be held at the Crest Hollow Country Club on March 28, The prizes for tonight s meeting were supplied by Carl Moser of Harper Haines. Bylaws Revision - Nicholas Bartilucci Nick Bartilucci proposed the following changes to the Conference s Bylaws: 1. To form a subcommittee under the bylaws for the Young Professionals. 2. In order to expedite payments, allow the Treasurer to pay any invoice under $1,000 with one signature. Any invoice over $1,000 will still require two officer signatures, preferably one to be from the treasurer. Comprehensive Planning - Joseph Fusillo / James Neri James Neri had no report. Chairman Pugliese reported that the officers were working on items for the committee to accomplish. Drinking Water Standards - Paul Ponturo Paul Ponturo reported annual sampling requirements have been sent out to suppliers from the NCDOH and SCDOH. Be aware of recent changes. The NYSDOH is beginning to explore, and has placed an emphasis on, issues with 1,4-Dioxane and PFOA. In light of Flint, Michigan, the USEPA is focusing on Lead and Copper sampling. AWWA has issued a second Public Affairs advisory concerning requests for information pertaining to Lead and Copper sampling programs. Some media questions are implying that water suppliers are gaming the regulations in reference to sampling sites and procedures. Local Health Departments do review Lead levels in blood and will contact water suppliers if necessary. Be prepared. Additionally, the NRDC has recently filed a law suit against the USEPA for failing to set an MCL for Perchlorate.

4 Education - Joe Baier Joe Baier reported that 72 operators attended the last workshop on February 24 th at the Manhasset Lakeville Fire Department. A thank you to Ben Bletsch, Tim McGuire, Jim Orphanidis, and Lauren Fisher for their work on the program. The next workshop will be held on Wednesday, March 23, 2016 at the Garden City Park Fire Department. The topic will be Chemical Bulk Storage. A speaker from the NYSDEC is anticipated. The next NYSAWWA workshop is March 16, 2016 at H2M in Melville. The topic will be Understanding the Revised Total Coliform Rule. Legal - Mike Ingham Mike Ingham reported that a new law went into effect January 1 st from the State Comptroller s office concerning pension reporting requirements for Commissioners. Please check the State s website for details. Health & Welfare - Kenneth Claus No report Legislative - Paul Granger Paul Granger reported that the has scheduled the Legislative Breakfast for Friday, May 13, 2016 at the Carlyle on the Green, Bethpage State Park. NYSDEC and local officials will be invited. The agenda will include the proper funding for the NYSDEC. Membership - Sue Jannace No Report Program - Richard Humann No Report Public Relations - Dennis Kelleher Dennis Kelleher reported that while Long Island water suppliers have been testing for Lead and Copper for over 25 years, the original and/or current homes may no longer be valid sites. Please review your Lead and Copper sampling sites and program. Jason Himes also reported that homes using PEX and polyethylene type piping are not eligible for the L & C sampling program.

5 With confidence dropping in the water supply across Long Island, Dennis reported that Newsday will print the Conference s response, with editing, to their recent editorial. Also, NSWCA and LIWC are drafting a letter, to be sent to the members of the State Legislature, against the development of a Long Island Aquifer Compact. The Annual Water Taste Test Contest is scheduled for April 25, 2016 to 29, 2016 at SUNY Farmingdale. A meeting of the sub-committee is planned for Wednesday, March 9, New volunteers are welcome. Water Supply Coordinating Meeting - Lenny Constantinopoli Len Constantinopoli thanked Paul Granger, Frank Koch, Ken Carsten, and John Hughes for recently volunteering for the committee. The committee developed and sent a letter to the NYCDEP, signed by Chairman Pugliese, questioning the reasoning for the scope and depth of data recently requested from Long Island water suppliers. 6 LONG ISLAND WATER CONFERENCE PROPOSED BYLAWS REVISIONS 1. It has come to the attention of the Bylaws that the Young Professionals is not included in the listing of Standing s in the Bylaws. It is proposed to amend the Bylaws to include the Young Professionals as a Standing. 2. The Bylaws currently state that checks drawn on the funds of the Conference shall require the signature of the Treasurer and one other elected Officer. The Treasurer has requested, for convenience and in the interest of paying bills in a timely manner, that checks in the amount not exceeding one thousand dollars ($1,000) only require the signature of the Treasurer or in his/her absence, one elected Officer. Checks in an amount exceeding one thousand dollars ($1,000) shall require the signature of the Treasurer and one other elected Officer as per the requirements of the current Bylaws. Amendments to the Bylaws may be made at any regular meeting by a majority vote of the eligible members present and voting, providing that such amendments are presented at a prior regular meeting and notice of same included in the announcement of the meeting at which such vote will be taken. 0020\Bylaws Attachment for Meeting Minutes 1
