2 This year we pay tribute to the man who has been the voice of electric power associations in government for more than 28 years. Richard Morgan is a true ambassador for electric cooperatives and their members. He works on behalf of some 1.8 million Mississippians, keeping their interests at heart when representing them before government leaders. Richard s passion for the cooperative philosophy and extensive knowledge have been instrumental in educating government leaders on important issues facing our members. His guidance has always been solid and, most of all, trusted. A recognized champion for electric cooperatives, Richard has earned the respect of Mississippi s elected officials at the state and national levels. With retirement on the horizon, Richard s involvement in the state legislature will end at the close of the year. Please join the electric cooperative family in recognizing Richard for his contributions toward improving the quality of life in Mississippi. We dedicate our 2015 legislative roster to Richard Morgan to express gratitude for his service to our organization and his commitment to electric cooperative members. Richard s proudest moments stem from helping people by working to keep their electric rates as low as possible, and their quality of service second to none. The Rules Committee of the House or Senate, as the case may be, may authorize any member of its respective house to make requests, for one or more general bills or constitutional amendments to be drafted, after the expiration of the deadline for making such drafting requests but before the deadline for introduction of bills and constitutional amendments, upon a determination by the Rules Committee that such drafting requests are in response to conditions of an emergency nature arising subsequent to the deadline for making requests for general bills and constitutional amendments to be drafted. + Committee reports and conference reports that are subject to being filed on these deadlines must be filed with the Secretary/Clerk no later than 8:00 p.m. Whenever the word day appears in this rule, it shall mean calendar day.
