2 WELCOME! Thank you for taking time out of your busy life to join us. We appreciate your presence and involvement. The Agenda We review a draft agenda prior to our meetings. The agenda may deal with curriculum, budget, personnel, facilities, school transportation and/or long-range planning. It includes supporting materials to assist us with decisions. This meeting is a meeting of the Board of Education in public for the purpose of conducting the School District s business and is not to be considered a public community meeting. There is a time for public participation during the meeting as indicated in the agenda. We welcome your comments; however, we do ask that you abide by the guidelines of our Policy Public Participation at Board Meetings The Board of Education recognizes the value to school governance of public comment on educational issues and the importance of allowing members of the public to express themselves on school matters of community interest. The Board is also committed to conducting its meetings in a productive and efficient manner that assures that the regular agenda of the Board is completed in a reasonable period of time, honors the voluntary nature of the Board s time and using that time efficiently, and allows for fair and adequate opportunity for input to be considered. Consequently, public participation at Board meetings will be governed by the following principles: In order to permit the fair and orderly expression of such comment, the Board shall provide a period for public participation at every regular meeting of the Board; at all public meetings of the Board; and at those public meetings of the Board during which action may be taken and publish rules to govern such participation in Board meetings. The presiding officer of each Board meeting at which public participation is permitted shall administer the rules of the Board for its conduct. The presiding officer shall be guided by the following rules: A. Public participation may be permitted 1. as indicated on the order of business. 2. before the Board takes official action on any issue of substance. 3. at the discretion of the presiding officer. B. Anyone having a legitimate interest in the actions of the Board may participate during the public portion of a meeting. C. Attendees may register their intention to participate in the public portion of the meeting upon their arrival at the meeting.
3 Public Participation at Board Meetings (continued) D. Participants must be recognized by the presiding officer and will be requested to preface their comments by announcement of their name and address. E. No participant may speak more than once on the same topic unless all others who wish to speak on that topic have been heard. F. The presiding officer may: 1. prohibit public comments that are frivolous, repetitive, and/or harassing; 2. interrupt, warn, or terminate a participant's statement when the statement is too lengthy, personally directed, abusive, off-topic, antagonistic, obscene, or irrelevant; 3. request any individual to leave the meeting when that person does not observe reasonable decorum; 4. request the assistance of law enforcement officers in the removal of a disorderly person when that person's conduct interferes with the orderly progress of the meeting; 5. call for a recess or an adjournment to another time when the lack of public decorum so interferes with the orderly conduct of the meeting as to warrant such action; 6. waive these rules. Educational Service Center of Cuyahoga County Be it resolved upon the recommendation of the Superintendent that the Strongsville Board of Education enters into an agreement with the Educational Service Center of Cuyahoga County for educational purposes for the school year, as shown in the Exhibit. (Exhibit F) * 2. Solutions Behavioral Consulting Be it resolved upon the recommendation of the Superintendent that the Strongsville Board of Education enters into an agreement with Solutions Behavioral Consulting for the school year, to provide consultation to staff and students in the area of behavioral intervention services. Services to be paid from Part B IDEIA Grant. Be it further resolved upon the recommendation of the Superintendent that the Strongsville Board of Education enters into an agreement with Solutions Behavioral Consulting for the school year, to provide qualified tutors to implement Applied Behavioral Analysis for individual students. Services to be paid from the General Fund. (Exhibit G) * 3. Berea City School District Be it resolved upon the recommendation of the Superintendent that the Strongsville Board of Education enters into a tuition/excess cost agreement with the Berea City School District for admission of a student with disabilities for the school year.
