1 A walk through the DPO s Delegate Selection Plan for the 2016 Democratic National Convention in Philadelphia
2 Oregon is one of the best small states for Democrats We have the second-longest string in the country for Democratic governors. We ve gone for Democrats in the last seven presidential elections. Our 86 percent federal Democratic delegation is one of the strongest in the U.S. Oregon is one of six states with a Democrat holding EVERY statewide office.
3 Oregon has been allocated 74 delegates and five alternates
4 Here s how we do that We will elect 41 delegates at congressional district conventions around the state on June 4. District 1 will elect 9 District 2 will elect 6 (split into subdistricts) District 3 will elect 11 District 4 will elect 8 District 5 will elect 7

7 How we figured the numbers The DNC requires the DPO to use formulas that take into account the Democratic strength of each district. Because the 3 rd CD is the most Democratic, it has the largest number of delegates.
8 The rest of the delegates On June 18, the state convention will be held, and 20 more delegates will be elected. Seven of those delegates are called PLEOs (Party Leader and Elected Officials). The other 13 are called At-Large Delegates. We will also elect five alternates.
9 And there s more Oregon s Democratic leaders are automatic, unpledged delegates: Our two U.S. Senators Our members of the U.S. House Our Governor And our six members of the Democratic National Committee
10 How stuff happens Our presidential primary was May 17 The number of delegates each candidate won depended on how many votes they received statewide and in each district.

14 At each district convention Democrats who signed up to attend and chose a presidential candidate by May 20 have the right to vote. They will gather in each candidate s caucus and elect the assigned number of delegates to the national convention, and elect an assigned number of delegates to the state convention.
15 The state convention Is made up of 300 delegates elected by the district conventions. Those delegates are apportioned based on their district s Democratic performance and on the number of delegates each presidential candidate won in the district. Those 300 delegates gather in to caucuses for their candidate, and
16 They elect more delegates Seven delegates will be PLEO, which means Party Leader/Elected Official delegates They are elected Democrats (partisan and non-partisan) and officers in the DPO and its affiliated county, district, and caucus parties. 13 are at-large delegates. Any Democrat is eligible. There are five alternates.
17 The DPO-DNC flow chart Six CD conventions on June 4 elect 41 delegates to the national convention and 300 delegates to the state convention The state convention on June 18 elects 7 PLEOs, 13 at-large delegates, and 5 alternates to the national convention 74 delegates and 5 alternates meet in Philadelphia for the national convention July 25-28
18 Our convention rules Because our district and state conventions are only for electing delegates, our rules were set by the DPO state central committee in December. We ve done that since Oregon s delegate selection plan was approved by the DNC last September. Neither can be amended. All delegates in all districts are elected under the same rules.
19 Diversity Our delegation must be balanced by gender, and we must do our best to reflect Oregon s Democratic electorate. We have Representation Goals designed to help us reach that goal. They are: Latino, seven delegates Gay, Lesbian, Bisexual or Transgender, eight delegates
20 Asian/Pacific Islanders, four delegates African Americans, three delegates Native Americans, two delegates We have added two new representation goals for They are: Youth, 12 delegates People with disabilities, 11 delegates
21 If you want to be a National Delegate You will have to campaign. We have 564 people hoping to be delegates. You will have to campaign hard. If you run at a district convention, you will have to get your friends to come and support you. They had to file by May 20 to participate. If you run at the state convention, you will need to contact the state convention delegates to win their support.
22 We cannot emphasize this enough: Often, people who want to be delegates do not realize that competition in district conventions for delegate positions can be fierce. Some don t realize that until they get to the district convention, and by then it s too late. The candidate who brings the most people, and makes the most alliances wins. Every time.
23 National Convention costs Philadelphia is a long way from Oregon, and flight costs aren t dropping. Expect to pay at least $500 for a flight, and buy the ticket as early as you can. Room costs will be approximately $300 per night, and they will go in blocks of three nights. Often, delegates share a room. With incidentals, expect costs to be at least $2,000. You can raise money for your campaign.
