1 April 14, 2015 CALL TO ORDER Chairman Claggett called the regular meeting of the Davison County Board of Commissioners to order at 9:00 a.m. Members of the Board present were Claggett, Kiner, Weitala and Bode. Absent Reider. Also present was Auditor Kiepke. PLEDGE The Pledge of Allegiance was led by Chairman Claggett. APPROVE AMENDED MINUTES Motion by Kiner, second by Weitala to approve the minutes, as amended omitting the Mitchell Fire District Resolution, from the April 7, 2015 meeting. All members present voted aye. Motion carried. DISCUSSION Chairman Claggett discussed a letter he received regarding the shared use path adjacent to Spruce Street. MTI received a funding grant contingent upon an agreement to improve the existing BNSF railroad crossing. More information will follow. DISCUSSION Emergency Management Director Bathke reported that there was a fire that started on the corner of 253 rd Street and traveled north between 403 rd and 404 th Avenues. There were about 80 acres of ground lost as well as quite a bit of fencing. Bathke is working with Deputy States Attorney Taylor to determine what costs can be recovered for three fire departments that responded. THANK YOU Commissioner Kiner expressed his gratitude to the Search and Rescue folks that went down to Yankton to assist in the search for a small child. APPROVE PLAT Motion by Bode, second by Kiner to approve a Plat of Lot 2 of Park Acres First Addition in the NE ¼ of Section 6, T 103 N, R 60 W of the 5 th P.M., Davison County, South Dakota. All members present voted aye. Motion carried. SURPLUS MOWERS At the request of Maintenance Supervisor Ruml, motion by Weitala, second by Kiner to surplus the following mowers. All members present voted aye. Motion carried Cub Cadet LT1042 SN-1A0456H20155 with bagger 2006 Cub Cadet LT1042 SN-1D286H11020 with bagger SET BID OPENING FOR MOWERS 1

2 Motion by Weitala, second by Bode to set April 28, 2015 at 10:30 a.m. in the Commission Chambers located at 1420 North Main Street, Mitchell to open bids for the two aforementioned mowers. All bids must be returned to the Auditor s office by 5:00 p.m. April 27, All members present voted aye. Motion carried. RECESS BOARD OF COMMISSIONERS/CONVENE 2015 BOARD OF EQUALIZATION Motion by Kiner, second by Bode to recess Board of Commissioners and convene the 2015 Board of Equalization. All members present voted aye. Motion carried. ELECT CHAIRPERSON Auditor Kiepke called for nomination for 2015 Chairperson of the Davison County Board of Equalization. Motion by Kiner, second by Bode to nominate Commissioner Weitala as Chairperson. Auditor Kiepke called for additional nominations. There being no further nominations, motion by Claggett, second by Bode for nominations to cease and a unanimous ballot be cast for Commissioner Weitala as 2015 Chairperson of the Board of Equalization. All members present voted aye. Motion carried. ELECT VICE-CHAIRPERSON Auditor Kiepke called for nominations for the 2015 Vice-Chairperson of the Davison County Board of Equalization. Motion by Weitala, second by Bode to nominate Commissioner Kiner as Vice-Chairperson. Auditor Kiepke called for any additional nominations. There being no further nominations, motion by Claggett, second by Weitala for nominations to cease and a unanimous ballot be cast for Commissioner Kiner as 2015 Vice- Chairperson of the Davison County Board of Equalization. All members present voted aye. Motion carried. CHAIRPERSON TAKES OVER MEETING Commissioner Weitala took over the Board of Equalization meeting as Chairperson and continued on with the remainder of the day s business. CORRECT ERRORS/NECESSARY CHANGES Motion by Claggett, second by Kiner to authorize Director of Equalization Goetsch to correct errors and make the necessary changes as needed. All members present voted aye. Motion carried. ACKNOWLEDGE PARAPLEGIC EXEMPTIONS Motion by Bode, second by Kiner to acknowledge the paraplegic exemptions. All members present voted aye. Motion carried. ACKNOWLEDGE DISABLED VETERANS EXEMPTIONS Motion by Kiner, second by Claggett to acknowledge the disabled veterans exemptions. All members present voted aye. Motion carried. ACKNOWLEDGE RENEWABLE ENERGY RESOURCE CREDITS As an application is no longer required, motion by Kiner, second by Claggett to acknowledge the Renewable Energy Resource credits. 3 ACKNOWLEDGE DISCRETIONARY INFORMATION Motion by Bode, second by Claggett to acknowledge the total full and true value of parcels subject to discretionary is $54,494,170. Of that amount, the total credited discretionary is $30,944,950. All members present voted aye. Motion carried. ACKNOWLEDGE ELDERLY ASSESSMENTS AND DISABILITY TAX FREEZE As per the request of Treasurer Gunkel, motion by Kiner, second by Claggett to instruct the Director of Equalization to change the value of all properties approved by the Treasurer for the assessment freeze to the freeze value. All members present voted aye. Motion carried. DENY EXEMPT STATUS APPLICATION Motion by Kiner, second by Bode to deny the following exempt status application. All members present voted aye. Motion carried. Salvation Army, parcel number , as it is now owned by a non-exempt individual. APPROVE NEW TAX EXEMPT APPLICATIONS Motion by Kiner, second by Claggett to approve the following new applications for exempt status. All members present voted aye. Motion carried. REVIEW JAIL SHOWERS Jail Administrator Radel and Maintenance Supervisor Ruml appeared before the Board to discuss the need for an architect to write specifications for the jail shower project. The Board instructed them to get a letter put together to send to architects and bring it back for the Board to review. IPAD TRAINING CONTINUED Ramon Shultz, Division Manager of Tech Solutions, continued ipad training. REVIEW OF INVESTMENT POLICY Treasurer Gunkel reviewed the investment procedures she follows. The document may be found on file in the Davison County Auditor s office. APPROVE BILLS Motion by Weitala, second by Bode to approve the following bills for payment, with the exception of two bills submitted by the Highway Department which are Metrocount USA Inc for $3,365.00, as they believe there was a cheaper alternative and Dakota Fluid Power Inc for $1,976.79, as they have no idea what was purchased. APPROVE OPERATING TRANSFER As there is not enough cash in the County Emergency Management Fund for 2015 and it is allowable to do an operating transfer of cash from General Fund to other funds, motion by Weitala, second by Kiner to transfer $40,000 from General Fund Cash 10100A to Emergency Management Fund Cash 22600A for general operating purposes. All members present voted aye. Motion carried. SUPPLEMENT WEED BUDGET At the request of Weed Supervisor Carter, motion by Bode, second by Kiner to supplement the Weed Budget Supply Line Item 10100x for $5, as a Weed and Pest grant was received from the State of South Dakota. All members present voted aye. Motion carried. APPROVE ABATEMENTS Motion by Kiner, second by Weitala to approve the following abatements all located in the City of Mitchell, Davison County. All members present voted aye. Motion carried.
