In Judge Jan Roe called the meeting to order at 1:02pm. 2. Mr. Randy Sims led the invocation and Judge Jan Roe led the pledges of allegiance. 3. Mr. Tom Wilkinson introduced the guests. 4. Consideration was given for approval of the minutes of the BVCOG Board of Directors meeting for April 13, 2011 Mayor Nancy Berry made a motion to approve the minutes of the April 13, 2011 BVCOG Board of Directors meeting and Commissioner Dean Player seconded the motion. The motion carried and the minutes of the BVCOG Board of Directors meeting for April 13, 2011 were approved. 5. Consideration was given for approval of the BVCOG Financial Report March 2011 Director of Finance, Deborah Krusekopf, presented the financial report for February 2011 stating that we are at the half way point of the budget year. Commissioner Phillip Grisham made a motion to approve the financial report for March 2011 and Judge Mike Sutherland seconded the motion. The motion carried and the BVCOG Financial Report for March 2011 was approved.

Discussion of Legislative Issues Legislature is in session. 911 program funding has been reduced and the comptroller did not include wireless money in the budget, which is about $18 million not allocated. May want to mention to Senator Ogden that if the citizens are being taxed for a specific purpose that the money be used for that purpose and not allocated to uses. 6b. TexHealth multi-share health update The program is progressing well. There have been a lot of calls about the program and 20 additional people have been insured in the last month. 6c. TCEQ, Surface Water Quality Standards Not all counties are affected by this, but 100% of drinking water in Brenham comes from surface water. A meeting is scheduled to be held on June 16, 2011 from 9a-5pm at TCEQ in Austin that might be of interest to attend. 6d. Report on meeting with MPO Tom attended MPO meeting in Mike Parks absence. MPO does traffic planning for Brazos County and we have been discussing how to coordinate and do a more comprehensive job for the region. 6e. Report on Center for Regional Services We were recognized for participation with United Way as the VITA tax preparation site. This year the program had sites in the rural counties to assist with tax preparations for qualifying people. Approximately 387 families were served and the average return was $2500. The United Way does not want to continue the management the program and is interested in finding someone else to take over the responsibility. 6f. Workforce Solutions Center Update and plans The WIA summer youth program is coming up. Spots have been allocated for youth in all seven counties and will be available to youth that are currently enrolled and participating in the WIA program. The program is geared toward low-income, at-risk youth ages g. Report and update on regional broadband opportunities Tom went to Washington, D.C. again and met with the FCC. Connect America is driving the agency on trying to get the rules out. There are $8-12 billion per year collected in fees that are allocated out to the programs and the federal government is not skimming off the top. Big companies see this money as theirs to offset normal business costs and don t like the idea of the money not coming to them. Dr. Dickey assisted in getting a letter from Senator Hutchison in support of our efforts for rural broadband through telehealth.

Consideration was given for approval of updates to the BVCOG Board of Directors Committees for Judge Art Henson made a motion to approve the updates to the BVCOG Board of Directors Committees for and Commissioner Phillip Grisham seconded the motion. The motion carried and the recommended updates to the BVCOG Board of Directors Committees were approved as presented. 8. Discussion and possible action to amend BVCOG Procurement Policy by increasing the authorization threshold of BVCOG Executive Director from current level of purchases less than $25,000 to a Board determined level Commissioner Dean Player made a motion to amend the BVCOG Procurement Policy to raise BVCOG Executive Director authorization threshold to $50,000 and Mayor Mackie Bobo-White seconded the motion. The motion carried and the BVCOG Procurement Policy was amended to increase the Executive Directors authorization threshold to $50, Consideration was given for approval of the recommendation of the Leon County Commissioner s Court for the appointment of Ms. LaDanta J. Kowis to the Regional Advisory Committee on Aging Mayor Nancy Berry made a motion to approve the recommendation of the Leon County Commissioner s Court to appoint Ms. LaDanta J. Kowis to the Regional Advisory Committee on Aging and Commissioner Dean Player seconded the motion. The motion carried and Ms. LaDanta J. Kowis was appointed to the Regional Advisory Committee on Aging. 10. Consideration was given for approval of the Homeland Security Advisory Committee appointments for Judge Betty Shiflett made a motion to approve the Homeland Security Advisory Committee appointments for and Judge Art Henson seconded the motion. The motion carried and the following appointments to the Homeland Security Advisory Committee were approved for : Brazos County: R.B. 5 Minutes 5/11/11 Page 5 of Consideration was given for approval of the purchase of services to complete a Goal 2 NECP Interoperable Communications Exercise, for a cost possible to exceed $25,000 Linda McGuill presented. We have been granted funds to complete this federal requirement. An RFP was released and four proposals were received. The recommendation is to hire Disaster Preparedness & Response Solutions, LLC for a cost of $60,800. The Mayor Mackie Bobo-White made a motion to approve the purchase of services to complete a Goal 2 NECP Interoperable Communications Exercise and Commissioner Dean Player seconded the motion. The motion carried an approval was given to hire Disaster Preparedness & Response Solutions, LLC to complete a Goal 2 NECP Interoperable Communications Exercise. 12. Consideration was given for approval of the funding recommendation of the Criminal Justice Advisory Committee for FY 2012 Judge Mike Sutherland made a motion to approve the funding recommendations of the Criminal Justice Advisory Committee for FY 2012 and Mayor Mackie Bobo-White seconded the motion. The motion carried and the funding recommendations of the Criminal Justice Advisory Committee for FY 2012 were approved as presented (below). 6 Minutes 5/11/11 Page 6 of Consideration was given for approval of a resolution approving the Solid Waste Advisory Committee (SWAC) to create a request for bids (RFB) for a regional scrap tire collection pilot program The Solid Waste budget is proposed to be cut in half. Recommendation is to approve exploring this item to benefit all seven counties, but want to offer caution that if this program is implemented, that there will be fewer dollars to provide funds for other projects. Judge John Brieden made a motion to approve the SWAC to create a RFB for a regional scrap tire collection pilot program and Mayor Bert Miller seconded the motion. The motion carried and a resolution authorizing the SWAC to create a RFB for a regional scrap tire collection pilot program was approved. 14.
