11 Property Tax Legislation: What we ve heard 1. School Property Taxes Eliminated 2. Exception for Debt incurred before December 31, 2016 (subject to change) 3. Effective July 1, 2017 (subject to change) 4. County Property Taxes Remain 5. Income tax increases from 3.07% to 4.95% 6. Sales tax increases from 6% to 7% 7. Sales tax expanded to include food, clothing and services (medical, legal, child care, entertainment, etc.) 8. Shifts $2.7 billion in taxes from businesses to individuals 9. Districts will be guaranteed funding at the property tax revenue with COLA increases each year 10. PDE distribution timeline of funding to be determined
12 New Legislation Senate Bills 1. Paycheck Protection: SB 166; approved by the Senate State Government Committee. The bill prohibits public employers from making deductions for political contributions from public employee wages. 2. Paycheck Protection: SB 167; approved by the Senate State Government Committee. The bill seeks to amend the PA Constitution by prohibiting school districts from using their payroll systems to collect membership dues, non-membership fees and political contributions from public employee paychecks. 3. Superintendent Contract Timelines: SB 227; approved by the Senate Education Committee. The bill changes the date of the required board action on a superintendent or assistant superintendent s contract from 150 days prior to expiration to 90 days prior to expiration. The bill also extends the existing contract by one year for failure to take this required action. 4. Mandated Leave: SB 229; approved by the Senate Education Committee. The bill removes several provisions from the School Code, including the provision requiring a minimum of 10 days of sick leave, the requirement to provide up to 25 days of accumulated sick leave (with the exception of when schools consolidate) to employees switching employers, the requirement to provide bereavement leave, the requirement to provide alternative payment plans and the requirement to provide sabbatical leave
13 New Legislation House Bills 1. School Calendar: HB 73 - Amends the Public School Code to prevent non-year-round school districts from beginning school or conducting teacher in-service sessions prior to Labor Day, except upon approval due to extenuating circumstances. Effective in 60 days. - The bill was reported with a request to re-refer to the House Tourism and Recreational Development Committee. 2. School Security: HB Amends the Public School Code, in terms and courses of study, requiring school entities to conduct one school security drill within 90 days of commencement of the year each school year in each school building. Effective in 60 days. The bill was unanimously reported as committed.rep. 3. Graduation Requirements: HB Amends the Public School Code, in preliminary provisions, further providing for Keystone Exams adding that in any school year in which a demonstration of proficiency on a Keystone Exam is required for high school graduation, a CTE Concentrator shall be deemed proficient provided that the CTE Concentrator shall meet all of the outlined requirements. Effective immediately. The bill was unanimously reported as committed.
14 New Legislation House Bills 1. Epi-Pen Administration: HB Amends the Public School Code, in school health services, authorizing school bus drivers to administer epinephrine auto-injectors, provided the driver adheres to established policies and has successfully completed a training program that shall be developed and implemented by the Department of Health. Effective in 60 days. - The bill was unanimously reported as committed. 2. EITC Funding: HB Amends the Public School Code increasing the total aggregate amount of all tax credits approved for contributions from business firms to scholarship organizations, educational improvement organizations and pre-kindergarten scholarship organizations from $125 million to $175 million in a fiscal year. Also increases the total aggregate amount of all tax credits for contributions from business firms to opportunity scholarship organizations from $50 million to $75 million in a fiscal year.
