5 Teacher Prep Package Bill Categories Faculty Continuing Education (HB 5598) Degree Warranty (HB 5599) Mentor Teachers (HB 5600 & HB 5602) Student Teaching (HB 5601 & HB 5604) Teacher Prep Content (HB 5603 & HB 5605) MSBO Legislatuve Update - PJS - April 11, 2018
6 Teacher Prep Package HB 5598 Garcia (R-Holland) Requires at least 30 hours per year of continuing education for instructors in preparation programs in order for a teacher preparation institution to be accredited. The bill also spells out a number of requirements for the continuing education. HB 5599 Garcia (R-Holland) Requires teacher preparation institutions to provide warranty for graduates. In order to qualify students must have graduated from a Michigan Teacher Preparation Program within 2 years, currently teach in Michigan and received a rating of less than effective and placed on an IDP. 7 Teacher Prep Package HB 5600 Alexander (R-Hanover) Requires teacher education institution to provide master teacher stipends. The stipends will be $1,000 and provided directly to a teacher that supervises or acts as a mentor to a student teacher HB 5601 Crawford (R-Novi) Requires teacher preparation institution to provide practicum experience. The bill requires at least 400 hours of cumulative classroom experience or practicum experience. A student s clinical and substitute teaching experience must contribute to the 400-hour requirement MSBO Legislatuve Update - PJS - April 11, 2018
8 Teacher Prep Package HB 5602 Kelly (R-Saginaw) Creates master teacher program. The bill spells out a number of requirements, of note the program will allow master teachers to provide professional development to other teachers, a yearly stipend of $5,000-$10,000 and will be used to support low performing schools. HB 5603 Kelly (R-Saginaw) Revises requirements for an elementary level professional teaching certificate. The bill requires at least 12 early elementary credits and at least 9 later elementary credits in the teaching of reading. The bill maintains the 3-credit requirement for a secondary level certificate but revises the current process to ensure that these credits are completed within the first 5 years of classroom teaching MSBO Legislatuve Update - PJS - April 11, 2018
9 Teacher Prep Package HB 5604 Hornberger (R-Chesterfield Township) Requires teacher institutions to offer a student teacher program that includes experiences in small and rural schools, urban settings, instruction on social and emotional learning practices, with English language learners, with a high percentage of students living in poverty and with students with a disability. Student teaching experiences could not be in the school he or she attended (can be waived) and must include an introduction to the schools evaluation tool. Experiences must allow students to use data to inform instruction and to aggregate local and state assessment data while also developing classroom management skills MSBO Legislatuve Update - PJS - April 11, 2018
10 Teacher Prep Package HB 5605 Lilly (R-Park Twp.) Requires teacher preparation institutions to provide coursework that uses data to inform instruction and to aggregate local and state assessment data. Coursework must also include the development of classroom management skills and instruction on social and emotional learning practices. 19 Sexual Assault Package SB 871 (O Brien) Amends statute of limitations (SOL) for criminal cases involving criminal sexual conduct (CSC): Eliminates SOL for CSC 2 (or attempted CSC 2) violations when victim is under 18; Extends SOL for CSC 3 (or attempt) committed against minors to 30 years or the victim turns 48 additional exception if perp unknown at time and DNA evidence later IDs MSBO Legislatuve Update - PJS - April 11, 2018
20 Sexual Assault Package SB 872 (S-4) (Knezek) Amends the SOL for civil cases involving CSC: Extends the SOL to 10 years for actions based on CSC. It is not necessary that a criminal prosecution or proceeding have been brought, or a conviction to have occurred to bring a case; Creates a new section allowing a minor CSC victim to bring a civil suit because of a CSC any time before he or she is 48 years old so long as certain requirements are met; The cases accrued after 12/31/1996; The cases are brought within 1 year of the bill s effective date. However, this retroactive ability does not apply if the victim was between 13 and 16, consented to the conduct, and the other individual is no more than 4 years older; or if the victim is 16 or 17, consented, and the other individual does not have custodial authority of the minor MSBO Legislatuve Update - PJS - April 11, 2018
21 Sexual Assault Package SB 873 (S-2) (O Brien) Expands who are mandatory reports: Individuals who are employed by a college/university in a professional or counseling capacity or school bus drivers/aides whether he or she is employed by a school or under contract with a school; Individuals who are over 18, paid or volunteer, who is a coach, assistant coach, or athletic trainer in a K-12 or college/university athletic program or youth recreational program. When an allegation, written report, or subsequent investigation indicates that the individual who committed the suspected child abuse/neglect is a medical professional, and DHHS believes the report is based on fact, it must send a copy of the report to the medical professional s regulatory agency with licensing authority. Employers of mandatory reporters must notify those individuals that they are required to report MSBO Legislatuve Update - PJS - April 11, 2018
22 Sexual Assault Package SB 874 (S-2) & SB 880 (S-1) ( Jones) - Increases penalties for mandatory reporters who fail to report A paid individual who is a mandatory report, who has direct knowledge of the nature of the suspected child abuse/neglect, and willfully and knowingly fails to report is guilty of a felony punishable by no more than 2 years and/or a fine between $1,000 & $5,000. If this person commits a second or subsequent offense he or she is guilty of a felony punishable by up to 7 years imprisonment and/or a fine up to $15,000. A mandatory reporter who is a volunteer, and has direct knowledge of the nature of suspected child abuse/neglect, and willfully and knowing lying fails to report is guilty of a misdemeanor punishable by up to 1 year and/or a fine of $1, MSBO Legislatuve Update - PJS - April 11, 2018
23 Sexual Assault Package SB 875 (O Brien) Amends procedures for CSC cases brought in the Court of Claims When bringing a suit in the Court of Claims for a claim of sexual misconduct committed against a minor it doesn t have to include a signature by the claimant and no longer requires the claimant to file a notice of intent to file 6 months after the event that gives rise to the claim.
