Included also are personal and family correspondence and records relating to his chairmanship of the Presidential Clemency Board.
4 4 Biographical Note Charles Ellsworth Goodell ( ) was born and raised in Jamestown, Chautauqua County, in western New York State. He was graduated from Williams College where he was a member of the Phi Beta Kappa honorary society, from the Yale School of Government where he received a master's degree, and from the Yale Law School. During W.W. II he served as a seaman in the U.S. Navy, and during the Korean conflict he was a lieutenant in the U.S. Air Force. Following a stint ( ) as a liaison assistant in the Department of Justice, he practiced law in Jamestown. In a special election held on May 23, 1959, he was elected to the U.S. House of Representatives, 98th Congress, to fill the vacancy created by the death of Daniel Alden Reed. In the four successive Congresses during which he represented the 43rd Congressional District (86th-87 Congress) and, subsequently, the 38th Congressional District (88th-89 Congress), Goodell acquired the reputation of an able debater and a tireless worker. Although he was, at first, a conservative Republican, he adopted increasingly liberal views on public policy. As a member of the House Education and Labor Committee, he became a consistent supporter of civil rights, school desegregation, open housing, and fair employment practices legislation. He authored two major pieces of legislation: the Manpower Development and Training Act (1962) and the Equal Pay for Women Act (1963). In 1965 he was appointed chairman of the House Republican Committee on Planning and Research. In September of 1968 Goodell was appointed by Governor Nelson A. Rockefeller to the U.S. Senate to fill the vacancy created by the assassination of Senator Robert F. Kennedy. Although brief, his Senate career was productive and politically controversial. He served on the Banking and Currency Committee, the Commerce Committee, the District of Columbia Committee, and on the Senate Select Committee on Nutrition and Human Needs. He authored some 37 bills and resolutions (co-sponsoring numerous others) in diverse fields, including aircraft hijacking, family assistance, drug abuse, education of criminal offenders, low-and-moderate-income housing, environmental reclamation, and revenue sharing. In foreign policy he opposed the arms race, voted against the deployment of the Safeguard ABM, and supported the suspension of all nuclear testing by both superpowers. A critic of Pentagon spending, he voted against the 1969 Military Procurement Bill and the Military Appropriations Act of It was his opposition to the Vietnam War, however, which generated the most political controversy and which led, ultimately, to the destruction of his political career. In September of 1969 he introduced the first congressional bill (The Vietnam Disengagement Act) requiring the withdrawal of all American military personnel from Vietnam by a specified date, and in May of 1970 he coauthored with Senators McGovern, Hatfield, Cranston, and Hughes the Amendment to End the War which was based upon his original bill. His opposition to the Nixon Administration's war policy resulted in his being castigated by more conservative Republicans as a "radical liberal", and to the loss of his senate seat. In the 1970 electoral campaign he was defeated by James L. Buckley, the nominee of the Conservative Party, in a political campaign which saw his public repudiation by Vice-president Agnew, and the siphoning off of much of the liberal vote by a strong Democratic candidate (Richard L. Ottinger).
5 After leaving the Senate Goodell practiced law in Washington, D.C. He was appointed by President Ford chairman of the Presidential Clemency Board which reviewed applications for clemency by Vietnam War resisters. His book Political Prisoners in America was published by Random House (1973). Official records of the Presidential Clemency Board are in the custody of the National Archives and Records Administration, Washington, D. C. and are open to research subject to Freedom of Information Act exemptions. Scope and Content The bulk of the papers document Goodell's public career as member ( ) of the United States House of Representatives from the 43rd and 38th Congressional Districts in New York; and as United States Senator from New York ( ). Included in the congressional papers are general correspondence, case and committee files, congressional district files; bills and resolutions; files relating to politics, publicity and his public activities; and files of legislative and administrative assistants. Also included are numerous photographs, tape recordings, and video tapes; and personal papers including general and family correspondence and records of his chairmanship of the Presidential Clemency Board.

Papers as Member of the U.S. Senate; III. Photographs and Audio-Video Materials; IV. Personal Papers; V. Miscellaneous and Unsorted Papers; VI. Additional Papers (92M3). The series and subseries are described in sequence below. I. Papers As Member Of The U.S. House Of Representatives (Containers #1-78) These papers ( ) are arranged into ten subseries: A. General Correspondence; B. Armed Services Academies; C. Bills & Resolutions; D. Case Files; E. Committee Files; F. Congressional District Files; G. Legislative Background Files; H. Politics; I. Public Activities; and J. Publicity. A. General Correspondence (Containers #1-21). The correspondence is arranged topically within several overlapping date ranges. The topics are not in alphabetical sequence and the titles are not rigorously standardized. The correspondence is mainly with constituents but relates principally to legislation pending or proposed before Congress, and to matters of general public interest and policy. There is also a separate file of replies ( ) to constituents, consisting of out-going correspondence arranged alphabetically by year(s). B. Armed Services Academies (Containers #22-23). This file consists of correspondence with constituents seeking admission to the U.S. Military, Naval, Air Force, and Merchant Marine academies. Included is correspondence with academy officials, completed applications, transcripts of secondary school records, photographs of applicants, and letters of recommendation. [Note: Records Of Medical Examinations In Container #22 Are Restricted Until The Year 2019]. C. Bills & Resolutions (Containers #24-28). This file contains copies of bills and resolutions introduced by Goodell, introduced by others, and those which Goodell co-sponsored. There is also correspondence with congressional colleagues, memoranda, and some correspondence with constituents having a special knowledge of, or interest in, proposed legislation. D. Case Files (Containers #29-36). [Note: Containers #29-36 Are Restricted Until The Year 2019]. The case files contain records of correspondence with constituents (persons/organizations) requesting Goodell's assistance in the solution of a specific problem or grievance. Since most of the requests required the intervention of a department or agency of government, the files are arranged by title or catchword of the department or agency principally concerned.
7 E. Committee Files Containers #37-47). This file contains records relative to Goodell's committee assignments, including Education and Labor, Banking and Currency, and the Committee on Planning and Research of the House Republican Conference. Included is correspondence with congressional colleagues, copies of bills, notes, memoranda, reports and printed ephemera. 7 F. Congressional District Files (Containers #48-52). This file contains Goodell's correspondence with persons and organizations within the 38th Congressional District relative to matters of local interest, including roads, highways, the Chautauqua watershed, flood control, federally funded programs, and other matters relating to the social and economic welfare of the district. G. Legislative Background Files (Containers #53-59). This is a general reference file, arranged topically, which contains background information, mainly in the form of printed ephemera, bearing upon legislative issues. H. Politics (Containers #60-70). This file relates to election campaigns and to Republican Party matters, including patronage, Republican State Committee, Republican clubs, the Republican National Conventions of 1964 and 1968, the Republican Coordinating Committee of the Republican National Committee, and Goodell's speaking tour on behalf of the party. I. Public Activities (Containers #71-73). This file contains correspondence relative to congratulations received/sent; invitations received/regretted; requests for appointments; yearbooks; flags; photographs; and visitors. Included is some personal correspondence of Goodell. J. Publicity (Containers #74-78). This file contains correspondence relative to Goodell's speaking engagements, and also, collateral papers including notes, texts of speeches or remarks made by Goodell, radio scripts, press releases, copies of Goodell's newsletter, press clippings, and copies of Goodell's newsletter. II. Papers As Member Of The U.S. Senate (Containers #79-276) These papers ( ) are arranged into ten subseries: A. General Correspondence; B. Armed Services Academies; C. Bills & Resolutions; D. Case Files; E. Committee Files; F. Politics; G. Public Activities; H. Publicity; I. Senator's Office; and J. Legislative/Administrative Assistants. A. General Correspondence (Containers #89-101). The correspondence (incoming/outgoing) is arranged partly in chronological, and partly in alphabetical, order. There is also a separate file of out-going correspondence arranged chronologically. The correspondence is mainly with constituents, although there is some correspondence with persons/organizations in other states. The correspondence relates principally to legislation pending or proposed before the Senate and to matters of general public interest and policy.
8 B. Armed Services Academies (Containers # ). This file consists of correspondence with constituents seeking admission to the U.S. Military, Naval, Air Force and Merchant Marine academies. Included are files of Senator Robert F. Kennedy, Goodell's predecessor. The correspondence is arranged alphabetically by year and includes completed applications, letters of recommendation, and transcripts of secondary school records. There are also a few photographs of applicants and records of scores on scholastic aptitude tests. C. Bills & Resolutions (Containers # ). This file contains copies of bills and resolutions introduced by Goodell or co-sponsored by him. Included is correspondence with congressional colleagues and with interested constituents and lobbyists; inter-office memoranda; and printed ephemera. There are also index card files containing Goodell's legislative record during the 91st Congress. D. Case Files (Containers # ). [Note: Containers # Are Restricted Until The Year 2047]. The case files contain records of Goodell's correspondence with persons/organizations who have requested assistance in the solution of a specific problem or grievance. About one-half of the files consist of case records which are arranged by title or catchword of the federal department or agency principally concerned. The remainder of the files consist of federal grant cases which are arranged by file number and which are provided with an alphabetical index and synopsis (in Containers # ). E. Committee Files (Containers # ). These files contain records relative to Goodell's committee assignments on the Committee on Banking and Commerce, the Committee on Commerce, and on various subcommittees. Included is correspondence with congressional colleagues and with interested constituents and lobbyists; copies of bills and of statements made before official hearings; inter-office memoranda; and printed ephemera. F. Politics (Containers # ). The bulk of the papers relate to the 1970 electoral campaign during which Goodell ran for reelection as nominee of the Republican Party, against the candidates of the Conservative Party (James L. Buckley), and of the Democratic Party (Richard L. Ottinger). The papers include Goodell's correspondence with volunteers, consultants, advertising agencies, Republican Party committeemen; scripts of speeches and press conferences; staff memoranda; schedules; analyses of candidates' voting records; press releases and publicity materials. Included also are correspondence and financial records of the Goodell for Senator Committee; and copies of financial records of other committees supporting Goodell which were filed in compliance with the election laws. There are also campaign research files relating to the candidates' respective positions on public issues. There is also some general correspondence relative to Republican Party affairs and to patronage. G. Public Activities (Containers # ). The bulk of the papers consists of correspondence and collateral papers relative to invitations, meetings, and speeches. The papers are arranged into two main files, "acceptances" and "regrets". Each file is arranged geographically, and then chronologically. The "acceptances" file contains many transcript copies of speeches by Goodell, programs and other printed ephemera. There is also correspondence 8
9 9 relative to miscellaneous requests for information, for yearbooks, for gallery passes and for other requests. H. Publicity (Containers # ). These papers consist of correspondence of Goodell and of his press secretaries, Alfred E. Cowles, and George Mitrovich, relating to radio and television appearances, and related matters. Included also are transcripts of radio and television broadcasts in which Goodell participated; weekly radio talks by Goodell; and copies of his newsletter and weekly columns. There are also press releases arranged chronologically (with a topical index); drafts of releases regarding federal grants; press clippings; and correspondence with a clipping service composed of constituent-volunteers. I. Senator's Office (Containers # ). This file, which is mainly unsorted, consists of administrative correspondence pertaining to the operation of Goodells' offices in Washington, D.C., in New York City and elsewhere. Included is correspondence of Richard A. Weston of the New York City office; and correspondence of the appointments secretary. J. Legislative and Administrative Assistants (Containers # ). These files were kept by Brian Conboy, Charles W. Dunn, Steve Martindale, Patricia Massey, Laurie Regenbogen, Robert Saxe, Alice Tetelman, Andrew von Hirsch, and Heidi Wolfe, who were legislative or administrative assistants on the Senator's staff. The bulk of the papers consist of legislative background materials filed topically. Included are notes; inter-office memoranda; copies of legislative bills; transcripts of testimony before congressional committees; and some original correspondence between Goodell and staff. Included also are staff resumes and routine office records. There are also papers (Container #272) relating to military affairs including the "Presidio 27" case, and to the case of naval officers who were discharged because they associated with the Concerned Officers Movement, an organization of military officers which opposed American policy in Vietnam. III. Photographs And Audio-Video Materials (Containers # ) A. Photographs (Containers # ). The photographs, which are arranged topically, reflect Goodell's public career in Congress. Included are 8x10 black and white prints (many in multiple copy); a few contact prints; machine prints; and color prints. Included are portraits of Goodell, group photographs of luncheons, meetings, and public appearances; and photographs taken while Goodell was traveling in Brazil and in Biafra. B. Audio Materials (Containers # ). Included are over 100 reels of varying sizes (3", 4", 5" and 7") and over 300 cassette recordings which were made in the period Although the recording are only briefly identified, a large proportion relate to the 1970 electoral campaign. Included are radio spots; interviews; press conferences; campaign debates; forums; dinners and luncheons; campus speeches; and radio programs. Included are recordings made on "Moratorium Day" (10/23/69) an event which was organized to protest the Vietnam War. There are also 18 reels of undated and unidentified recordings, and 21 "Voicewriter" recordings.
10 10 Included is a phonograph disc recording of David Schoenbraum's "Who's Right in Viet Nam?", a private recording made for the Chicago Committee of Business Executives for Viet Nam Peace. C. Video Materials (Containers # ). There are 27 reels of video tapes most of which are unidentified, but since they are dated 1970, probably relate (at least in part) to the electoral campaign of that year. Included are tapes of debates on WABC and WCBS television. There are also 12 unidentified l6mm video color films. IV. Personal Papers (Container #292) The bulk of the personal papers ( ) consist of correspondence and papers relative to the publication of Goodell's book Political Prisoners in America (New York, Random House, 1973). Included is a typescript draft of the book; galley and page proofs; notes made by Goodell during its preparation; copies of the contract with the publisher; and Goodell's correspondence with his editor, Charlotte Leon Mayerson, and with friends and political associates who received inscribed copies of the book. Included also is a transcript copy of an oral history interview made by Goodell (Nov. 27, 1978 and June 6, 1979) for Former Members of Congress, Inc., for a project entitled "The Modern Congress in American History". V. Miscellaneous & Unsorted Papers (Containers # ) The miscellaneous papers consist mainly of records (1970) of the Ad Hoc Committee for a Vote on the War, which was formed to enlist public support for the End the War Amendment sponsored in Congress by Senators Goodell, McGovern, Hatfield and Hughes. Most of the records consist of advertisements of the Committee which were clipped from newspapers and other periodicals by persons responding to its appeal for support. Some of the clipped advertisements bear the respondents' annotations. Included is correspondence of Susan Goff, Goodell's press secretary, relating to donations to the Committee; and a few bank statements and cancelled checks. There is also one carton of unsorted papers.

Additional Papers (92M3) (Containers # ) The additional papers ( ) consist of papers kept by Goodell as Member of the House of Representatives and of the U.S. Senate; Personal Papers; records of the Presidential Clemency Board; and Audio-Video Materials. The additional Papers as Member of the House of Representatives consist of 6 bound volumes of Floor Debates (from the Congressional Record) amended and annotated by Goodell's staff. The additional Papers as Member of the U.S. Senate consist mainly of files kept by Goodell's Legislative and Administrative Assistants. There are also additions to the following subseries: General Correspondence; Bills & Resolutions; Committee Files; Politics; Publicity; and Senator's Office. The additional Personal Papers consist of general correspondence; family correspondence; papers relating to Political Prisoners in America; and personal press clippings. The general correspondence ( ) which is both incoming/outgoing, consists of a file of unsorted correspondence; and a name/subject file. Included is Goodell's correspondence with congressional colleagues, political associates, governmental officials, and personal friends and Jamestown, New York acquaintances. There is one folder of correspondence with Governor Nelson A. Rockefeller. There are single letters from other prominent persons including George Bush, Gerald R. Ford, Hubert H. Humphrey, Richard Nixon, and Ronald Reagan. Organizational correspondents include Citizens' Inquiry on Parole and Criminal Justice, Committee for Nuclear Responsibility, and Committee for Public Justice. [One folder in Container #299 of "case" correspondence from former constituents which was received by Goodell after he left the Senate has been restricted and sealed in its folder until the year 2019]. The bulk of the family correspondence ( ) consists of letters addressed to Goodell from his father and mother, while he was a student at Yale University and while he was serving in the U.S. Air Force. There are also a few letters from other family members including his brother, John L. Goodell. Most of the correspondence relates to family and social matters. A few letters from his father comment on political matters. The records ( ) of the Presidential Clemency Board of the White House Office consist of official records kept by Goodell during his chairmanship of the Board. Included are internal administrative memoranda relating to the formation and operation of the Board, its procedures, rules and regulations; memoranda to/from the Counsel to the President; copies of presidential proclamations and executive orders concerning clemency; case summaries; status reports; clippings, press releases and publicity announcements; copies of the "Clemency Law Reporter" issued by the Board; and a transcript of Goodell's testimony before the House Judiciary Committee. Note: One folder entitled "Memoranda to the President" in Container #301 is restricted until 2050.
12 The audio materials consist of 22 reels and 79 cassettes of tape recordings recorded in the period , but mainly in the period Most of the cassettes are nonprofessional recordings of speeches and press conferences given by Goodell during and following the electoral campaign of Several of the cassettes record press conferences given jointly by Goodell and Daniel Ellsberg relating to the Pentagon Papers case. Included also are professional recordings of radio spots and debates; and sound recordings used in Goodell's television commercials. There are a few tapes of speeches by other politicians including a recording of President Richard M. Nixon's State of the Union Address (January 1971). There are also recordings of oral history interviews with Goodell conducted in The video materials consist of 9 16mm films made in the period Included are footage pertaining to Goodell's press conferences, his trip to Biafra, his "Moratorium Day" activities, his appearance on the television program "Face the Nation", and a televised speech he made prior to the November 1970 election. 12
