2 MEETING AGENDA PACKET Page 2 of 5 MINUTES - DRAFT SDCOE Room 207 April 16, Linda Vista Rd 10:20 am 12:15 noon San Diego, CA Attendance: DB, AA, CO, PA, RR, KO, DM Staff: None Absent:, Jolie Burel, Alicia Puentes, Veronica Partida, Nancy Maldonado, Haja Turay, Maura Mehrian, We have three members that have yet to come to meetings Nancy M., Haja T., and Maura M. Request for Exec committee to follow up on their committee participation as it affects quorum. Public Comment- None Announcements- 1. Penny Adler followed up on Luncheon scheduled for 4/24/18 that the League of Women s Voters registration of students is forthcoming (13 registered to date 40 total aiming for 80 registrants). 2. Debra announced that there are 4 positions (2 Navigators / 2 Trainers) for foster bridge program funded through county of San Diego - CWS. This program will work collaboratively with CWS Foster Care. This effort is funded for 5 years statewide each foster family will have a navigator that will support the family with identified needs. Trauma informed care trained as well. Parents will receive 6 mos. Up to 12 mos. voucher for care. 3. Alethea shared that the COSD is having the Live Well 5k with a special Kids 1 Mile Fun Run on Sunday, 7/29. There is a cost associated with this event to register there will also be a special discount rate for the Padres game that day. Review of Committee Minutes approved by consensus Discussion: 1. Legislative Event Charlotte Ochiqui is the ad hoc chair for the Legislative Event. Penny, Rick, Debra, Jolie and Alethea will support. The committee will need to receive the sign up for the committee so that Charlotte can invite them all to participate. The PP committee members that will be supporting identified the first mtg for Monday, 4/30 from 2-4.

Committee reviewed the legislative - identified legislative efforts that the PP committee will continue to watch and/or support are listed below: i. Reviewed the legislative roster (see chart of revised legislative tracking assignments) ii. AB1694 Foster Care income approved by Governor 4/6/18 iii. SB 837 Charlotte and Penny will watch the hearing scheduled for 4/25/18. iv. AB1883 Rick presented this analysis; Penny moved to support the bill and Charlotte made the 2 nd motion. Rick and Debra abstained from motion. Pass to recommendations v. AB2292 Alethea presented to support this bill; Penny made the 2 nd. 3 abstentions KO, RR, and DB. vi. AB 2370 Penny moved to support, and Debra made the 2 nd motion. No abstentions - all supported vii. AB2626 Rick moved to support; Alethea made the 2 nd motion. Rick, Debra, Penny and Alethea Action Items: Bills to support AB1883 (Rick), AB2292 (Alethea), AB2370 (Debra) and AB2626 (Jolie) Future Agenda Items: Continue to review legislative efforts and also prepare for legislative event ad hoc committee. Discussed the attendance of the public policy committee and continued concerns with meeting quorum. Request to have further clarification and follow up on ad hoc participation and standing participation. 2. Decision to make Debra Boles, 1 st Chair and Alethea Arguilez, 2 nd Chair of the Public Policy Committee. When both attend the Executive Committee, there will only be one vote; only one chair is required to attend the Exec Committee. 3. Legislative Tracking a. Recommendation to support AB3136 Special Education Finance Reform Penny Adler will present to the LPC on June 11, Rick 1 st motion; Alethea 2 nd motion b. Recommendation to support AB1754 PreK for all bill Penny Adler will present to the LPC on June 11, Alethea 1 st motion; Rick 2 nd motion c. Recommendation to support AB2398 Facilities Renovation Funds Jolie Burel will present to the LPC on June 11, Debra 1 st motion, Penny 2 nd motion. d. Recommendation to support AB2698 Mental Health Consultation adjustment factors. Rachel will present to the LPC on June 11, Debra 1 st motion, Charlotte 2 nd motion. e. Recommendation to support AB2702 Trustline Debra Boles will present to the LPC on June 11, Debra 1 st motion, Jolie 2 nd motion.

Investments made in COLA, Stage 2 and 3 CalWORKs increase, inclusive Early Ed. Expansion Program. c. Notable expansion of funds presented in the Early Care and Education Package a proposal of $920 million (Billion for Babies) d. This will go to committee for the governor s review and approval. Continue to review legislative efforts and prepare for legislative event ad hoc committee mtg that is scheduled 5/31 at 10am.
