4 164 REGIONAL COMMITTEE: TWENTY-THIRD SESSION 1 CONSIDERATION OF DRAFT RESOLUTIONS The Committee considered the following draft resolutions: 1.1 Topic of the Technical Discussions in 1973 (Document WPR/RC23/WP/16) Dr FRANKLANDS (Australia) suggested that the discussion would be widened if the last part of the title were deleted, namely the words "and the Financing of Hospital Based Medical Care". Dr TAYLOR (New Zealand, Rapporteur) said the matter had been discussed. Hospital-based medical care could be extended to patients outside the hospital wards in community centres that would be financed by the hospital. way; Dr FRANKLANDS (Australia) said he had no strong feelings either he therefore withdrew his proposal to amend the draft resolution. Decision: The draft resolution was adopted as it stood (see resolution WPR/RC23.R2l). 1.2 Twenty-fourth and twenty-fifth sessions of the Regional Committee (Document WPR/RC23/WP/17) Dr KING (United States of America) pointed out that the dates set for the session in Wellington differed from the usual pattern. It might be a helpful reminder of the earlier convening of the session if the dates when it was to be held were inserted in the resolution. The REGIONAL DIRECTOR said that, in accordance with the Rules of Procedure, the dates of the meeting should be proposed by the Regional Director and agreed to by the Committee. Dr TAYLOR (New Zealand) said that matter had also been discussed but the date was still far ahead and it might not be advisable to fix exact dates in case there was a small deviation from them. The REGIONAL DIRECTOR agreed with the Representative of the United States of America that it would be a helpful reminder that the session would be meeting a whole month earlier than usual. It was agreed that the words "from 28 August to 5 September 1973" should be added at the end of operative paragraph 1. Decision: The draft resolution, as amended, was adopted (see resolution WPR/RC23.R22).

SUMMARY RECORD OF THE SEVENTH MEETING 1.3 Future sessions of the Regional Committee (Documemt WPR/RC23/WP/18) 165 Dr AZURIN (Philippines) asked why the question of holding alternate sessions at regional headquarters had been included in the draft resolution. It was his understanding that only the venue of the twenty-sixth session (1975) was to be considered at the twenty-fourth session. Dr KING (United States of America) said that he thought the amendment proposed by the Representative of the Philippines was to postpone consideration of the matter for just one year. The CHAIRMAN stated that the motion before the Committee was to delete the last part of the resolution after the words "Regional Committee" and to add instead the words "at its twenty-fourth session". Dr DILL-RUSSELL (United Kingdom) said that his proposal on behalf of the United Kingdom Government had been that alternate sessions should be held at regional headquarters but that had been counter-amended by the Representative of the Philippines Dr FRANKLANDS (Australia) concurred with the previous speaker whose proposal had certainly implied that alternate meetings would be held at regional headquarters. To retain that passage would make little difference and it would give representatives a chance to air their views, which might be quite valuable for Member countries. They required to know what would be the financial implications of any decision taken and how it would affect the programmes already planned. He recommended that no change be made to the draft resolution before the Committee. Dr AZURIN (Philippines) said he did not want to re-open the discussion on the advisability or not of holding alternate meetings at regional headquarters. Nevertheless there had been no mention of "alternate" in his proposal which had been approved. The inclusion of that idea changed the whole content of what had been approved at the previous meeting. His proposal had been to consider the idea of holding alternate sessions at the twenty-fifth session and not at the twenty-fourth. Dr TAYLOR (New Zealand). speaking as Rapporteur. said he considered he had produced a text which was in accordance with the decision taken by the Committee. The venue of the twenty-sixth session had been discussed only because it would presumably be at regional headquarters. Its venue was a compulsory subject for discussion next year. That had led on to a discussion on the whole new approach to holding meetings with funds available from Headquarters.

6 166 REGIONAL COMMITTEE: TWENTY-TIlIRD SESSION Going back to the idea of holding alternate sessions at and outside regional headquarters, the holding of one session in Wellington and the next in Malaysia would compensate for the four years running in which sessions had been held at regional headquarters. The resolution was necessary as it reflected the discussion which had taken place this year. Most members had formally asked for the inclusion of the present wording so that the matter would be on the agenda of the next session. Mr UNG SU HAl KIM TENG (Khmer Republic) suggested that the discussion should cease as it seemed unlikely that it would lead to a solution that would be acceptable by all representatives. The Representative from the Philippines had suggested that consideration of the question might be deferred until the twenty-fourth session of the Committee. Dr CHEVAL (France) was convinced that the delegation would have carried on with the discussion at the preceding meeting if the Representative from the Philippines had not put forward his proposal. In any case, it would be wise to include the proposed resolution in the report so as to remind the Committee that it should discuss it at its following session. -. The REGIONAL DIRECTOR said that it was for the Committee to decide whether or not to retain the last part of the resolution. He recalled that, at the previous meeting, the voting had shown 7 votes in favour, 6 against, with one abstention. The voting at that time had been on the proposal of the Representative of the United Kingdom, namely "that as from 1974, the Committee revert to the original resolution, 1. e. that, subj ect to an invitation being received, the meeting would be held outside Manila every other year". In other words, the 1975 session would be in Manila, in 1976 away from there, and in 1977 in Manila again, and so on. The CHAIRMAN pointed out that the draft resolution was still open to amendment. Did any member second the amendment proposed by the Representative of the Philippines? Dr AZURIN (Philippines) said that the Representative of the Khmer Republic had seconded it. Dr DILL-RUSSELL (United Kingdom) raised a point of order. If the amendment was made, then there was no point in the resolution at all and it should be dropped. The idea contained in it, after amendment was already contained in the Rules of Procedure. Mr UNG SU HAl KIM TENG (Khmer Republic) formally supported the proposal made by the Representative from the Philippines.

7 SUMMARY RECORD OF THE SEVENTH MEETING 167 The REGIONAL DIRECTOR, after saying that the next procedure was to vote on the proposed amendment but, if it were adopted, then, as already pointed out, the resolution would have no purpose. In accordance with the Rules of Procedure, he would have to submit it next year. A vote was then taken on the proposed amendment. Votes in favour: 5, against: 7, with 2 abstentions. Rejected. A vote was then taken on the draft resolution, with the following result: Votes in favour: 9, against: none, with 4 abstentions. Adopted. Decision: The draft resolution was adopted (see resolution WPR/RC23.R23). 2 ADOPTION OF THE DRAFT REPORT OF THE COMMITTEE: Item 26 of the Agenda (Document WPR/RC23/20) Dr PHOUTTHASAK. (Laos) asked for the inclusion of his country among those which had spoken on drug dependence. Accordingly, the word "Laos" should be inserted on page 31, first line of paragraph 3. It was so agreed. Dr LOPES (Portugal), referring to page 5, asked for the deletion of the word "smallpox" in the ninth line from the bottom, as no cases had occurred recently in Macau and Timor. It was so agreed. -- Dr FRANKLANDS (Australia), referring to page 33, Section 7, said that he had noticed in line 2 of the second paragraph that reference had been made to "One representative". It had, in fact, been the representative of Australia who had spoken, and he wished the word "One" to be replaced by "The Australian" at the beginning of the sentence. It was so agreed. Dr TAUTASI (Western Samoa) referred to page 6, paragraph 3, line 3. He wished to insert after the word "reported" the words "presumably most of them were other fever diseases". In a later intervention, referring to the same line, he asked that the beginning of the sentence should read: "Examination of ten paired specimens " It was so agreed.

8 168 REGIONAL COMMITTEE: TWENTY-THIRD SESSION Dr OKAMOTO (Japan), referring to page 30, Section 4. Disinsection of aircraft, paragraph 2, sixth and seventh lines, asked for deletion of the words "Tokyo Quarantine Office" and their replacement by the words "Health Administrations of Japan and the Philippines". In the next line, the word "both" and the words "and cargo compartments" should be deleted... Dr TOW (Malaysia), referring to page 24, last paragraph, under Malaysia, asked for deletion in the first line of "(a) an", to be replaced by "advisers" in the plural, with existing (b) and (c) becoming (a) and (b) consequentially. Dr DEVI (Singapore), referring to page 8, line 8, requested deletion of the words "inoculating the carriers found among them" and their replacement by the following: "contacts of confirmed and suspected cases of cholera, but a programme of mass inoculation against cholera was not carried out". Decision: There being no further comments or corrections submitted, the draft report was adopted, as amended, subject to editorial changes to be made in Manila (see resolution WPR/RC23.R24). 3 ADJOURNMENT: Item 27 of the Agenda Dr TAUTASI (Western Samoa) submitted a draft resolution of appreciation (Document WPR/RC23/WP/19). Dr TAYLOR (New Zealand) seconded the resolution and suggested that it be adopted by acclamation. Decision: The draft resolution was adopted by acclamation (see resolution WPR/RC23.R2S). Dr PHOUTTHASAK (Laos), Dr CHEVAL (France), Dr TOW (Malaysia), Mr UNG SU HAl KIM TENG (Khmer Republic), Dr OKAMOTO (Japan), Dr NGUYEN TUAN PHONG (Viet-Nam), Dr LOPES (Portugal), Dr AZURIN (Philippines), Dr DILL-RUSSELL (United Kingdom), Dr FRANKLANDS (Australia), Dr TUVI (Papua New Guinea) and Dr DEVI (Singapore) expressed their gratitude to the officers, to the Regional Director and his staff, to the Government of the United States of America, as well as to the people of Guam and the authorities of the Island. - The CHAIRMAN wished to add a postscript to the Vice-Chairman's "last word". On behalf of the United States delegation he expressed his gratification that the Regional Committee had accepted the invitation to come to Guam for its twenty-third session. He thanked )... ~..

9 SUMMARY RECORD OF THE SEVENTH MEETING 169 everyone, including representatives af governmental and non-governmental organizations, the Regional Director, Dr Han and Mr Karastathis for their help, and the WHO Secretariat in its entirety. He also thanked the Government's Steering Committee members who had planned activities and social functions, his own local staff who had also worked hard throughout the year in planning, in particular, Mr Iriarte and Mr Gillan who had co-ordinated the plans. He also expressed thanks to the public safety staff who had ensured security during the meeting, and the staff from other departments, including personnel from the Public Works Department. He declared the twenty-third session of the Regional Committee closed. The meeting adjourned at a.m.
