COUNCIL ROLL CALL VIA THE CLERK PLEDGE OF ALLEGIANCE FOLLOWED BY A MOMENT OF SILENCE 6 PRESENT EXECUTIVE SESSION 6:05PM-6:07PM Councilman Siarkowski made a Motion to go into an Executive Session at 6:05PM regarding Employment History of a Particular Person; seconded by Councilman Simonds. Carried 6 Ayes 0 Nays SWEARING IN CEREMONY Mayor DeSantis stated that there is currently a vacancy for the fourth ward Council seat which Council intended on filling this evening. He asked if there was a nomination to fill the seat. 2 Recused: Absent: Carried 6 Ayes - 0 Nays Mayor DeSantis performed the swearing in ceremony of Brenda Leitt as the fourth ward Councilperson. PUBLIC SESSION Mayor DeSantis advised: Members of the public wishing to address Council regarding any agenda item or other city business will be permitted to speak for a maximum of three (3) minutes. Please do not direct remarks or questions directly to any specific Council member, city official, or presiding officer, as there is no exchange of dialogue during this portion of the meeting. Personally offensive, abusive, slanderous, or boisterous remarks will not be allowed. Mayor DeSantis opened the Public Session at 6:08PM. Ross Trippodo of 6 North Judson Street stated that he would like to bring some situational awareness to the City regarding, for a lack of a better term, an infestation of road bullies. He noted that these are people who tailgate even when going the speed limit, who take off and burn rubber on the road and scream loudly in residential areas. Mr. Trippodo stated that he was recently passed on Main Street while going 28 mph and while 30 mph may be the max, it is not always the safest speed. He added that currently streets are at less than capacity due to the snow and this morning he cleaned the street in front of his house because vehicles are driving so fast up his road that they are throwing slush on his home. Mr. Trippodo stated that people are driving too fast for conditions and hopes that nothing bad happens with this dangerous driving. No one else chose to speak, and Mayor DeSantis closed the Public Session at 6:10PM. AUDIT COUNCILWOMAN WEISS Councilman-At-Large Smith and Councilwoman Weiss performed the February 21, 2019 audit covering the period of January 17, 2019 through February 21, The following was reported: Checks Processed During the Audit Period A-General Fund $ 1,866, G-Sewer Fund $ 13, H-Capital Projects Fund $ 226, T Trust & Agency Fund $ 842, TOTAL $ 2,948, Checks to be Processed after Council Approval of Audit A-General Fund $ 307, G-Sewer Fund $ 36, H-Capital Projects Fund $ 0.00 T- Trust & Agency Fund $ 0.00 TOTAL $ 344, Motion made by Councilman Siarkowski to approve the audit; seconded by Councilman Simonds. COMMUNICATION FROM MAYOR & OTHER CITY OFFICIALS 2

3 Mayor Vincent DeSantis Mayor DeSantis stated that he received an application from Caren Pepper who would like to join the Recreation Commission. He noted that he would like to make this appointment and asked for a motion to do so. Motion made by Councilman Zarrelli; seconded by Councilman Siarkowski Councilwoman Batchelor asked if there is any limit to the number of members who can join the Recreation Commission. City Clerk Mazur stated that the board will now be filled with this appointment aside from two youth members who are required to be enrolled in Gloversville school. First Ward Councilwoman Marcia Weiss Councilwoman Weiss stated that a meeting was held regarding holiday lighting for light poles within the business improvement district. She noted that she has passed out information to Council on what they would like to purchase which is a 3.5 x 3.5 snowflake light. Councilwoman Weiss stated that they would need to purchase 33 lights in order to have a decoration on every other street light within the downtown area for a total cost of $7,239. She noted that the lights currently run perpendicular to the sidewalk and those would have to be turned to allow the decoration to hang from the front of the light which Electrician Jim Walsh stated would be an easy process. Councilwoman Weiss stated that the lights could easily be changed back if in the summertime they did not like the lights facing down the sidewalks. She added that the hope is to purchase the lights with money that reverted to the City from the BID dissolution as this will benefit the BID area. Councilwoman Weiss stated that they also discussed purchasing 33 United States flags for $ from Lowes which were purchased yearly by the BID to hang on the poles around Memorial Day. She added that if Council is in agreement with this then she would like to move forward with a resolution on the next meeting s agenda because the quote expires on March 14 th. Councilwoman Batchelor stated that she is in favor of this as it honors the BID members and stated that moving on this quickly is important as the lights are currently on sale. Councilman Siarkowski stated that he would like to see the wreaths that were previously put on the light poles be used on the doorways at City Hall to decorate the building itself. Council was in agreement to move forward with this proposal. City Attorney Casale stated that he would prepare a resolution for the March work session. APPROVAL OF MEETING MINUTES 01/22/2019 Council Meeting 01/31/2019 Special Meeting 02/12/2019 Work Session Meeting Motion made by Councilman Zarrelli to approve all minutes; seconded by Councilman Simonds. 4 Intro R-1 RESOLUTION AUTHORIZING THE COMMISSIONER OF FINANCE TO EXECUTE YEAR 2018 BUDGET MODIFICATIONS FOR VARIOUS DEPARTMENTS Motion made by Councilman Siarkowski; seconded by Councilwoman Weiss Commissioner of Finance Weiterschan stated that many budget modifications had been done throughout 2018 and this will fix all remaining issues which are primarily shortages in personnel lines. She noted that the resolution represents the four departments that have extended the 2% limit that the Mayor is able to adjust. Councilman Zarrelli asked for a total of what was corrected between the resolution and what the Mayor was able to adjust. Commissioner of Finance Weiterschan stated that Mayor DeSantis adjusted $74,316 within the Finance, Assessor and Mayor budgets and this resolution totals around $150,000 for a total of roughly $225,000. 5 Fire Chief Thomas Groff Fire Chief Groff stated that four recruits started at the academy this week and Mike Scott, NQA and David Fox, Building Inspector have both started, as well, within the department. City Assessor Joni Dennie City Assessor Dennie stated that she is still waiting on about 50 exemptions to come in that are due by the end of this month. Police Chief Marc Porter Police Chief Porter requested an Executive Session at the end of the meeting pertaining to Pending Litigation and would like to request that City Attorney Casale be present. Second Ward Councilman Arthur Simonds Councilman Simonds requested that DPW Director Trumbull have his crew check the sand barrels on Park Street and Eagle Street. He noted that while he is not sure if anything can be done, he has had several complaints regarding the plowing of snow into sidewalks. Councilman Simonds stated that many residents are struggling to keep their sidewalks clean after DPW plows snow and ice from the road into their sidewalks. He added that he is not faulting DPW because he understands that this needs to be done but he would like them to be conscientious of pushing the banks back and not filling in sidewalks to do so. DPW Director Trumbull stated that they are concentrating on removing snow banks at this time and Eagle Street is on that list to be done. Commissioner of Finance Tammie Weiterschan Commissioner of Finance Weiterschan stated that the Finance Committee typically meets early in the month and would like to schedule the March meeting for either this Friday, March 1 st or the 8 th, depending on availability. The Finance Committee agreed to meet on March 1 st at 1pm. City Clerk Jennifer Mazur City Clerk Mazur stated that she attended the initial meeting for the year with the Railfest committee. She noted that there are three people on the committee that are willing to plan this event from start finish; herself, Jeremy Krajewski and Logan Barclay who are all involved with the Recreation Commission. City Clerk Mazur stated that the way the meeting ended was to put out a call for volunteers since it is not feasible to put the event on with a three-person committee who is already committed to 16 other events with the Recreation Commission. She added that at the next committee meeting, March 7 th at 6:30pm at City Hall, they are asking anyone who may be interested in volunteering to attend. City Clerk Mazur stated that they are looking for volunteers to join the committee and help plan the event and also volunteers to help on the day of the event for set up and any other help that will be needed. She noted that the three committee members are dedicated to making it happen and is hoping that people who were disappointed to see Railfest not happen in 2018, will volunteer their time. Councilman Siarkowski asked if this was the event that Supervisor Charlie Potter spoke to Council about running. City Clerk Mazur stated that it is, and he did attend the meeting, but he is interested in helping with the music portion of the event and is not able to sit on the committee as a planning member. Councilwoman Weiss asked if he has people who would be willing to sit on the committee, she noted that he spoke at two Council meetings wanting approval for Railfest and made it sound like he planned on taking over. 5

6 City Clerk Mazur stated that he does not have anyone to sit on the committee and help plan the event, only to help with certain aspects. She noted that they mainly need members who are willing to help across the board and be dedicated to attending a monthly planning meeting. City Clerk Mazur stated that Railfest is probably the largest event in the city and this is the same issue as to why the event did not happen last year. Councilman Siarkowski asked if anyone has reached out to the former members of the Railfest Committee. City Clerk Mazur stated that Mr. Barclay is an original member and still sits on the committee, she noted that Robin Wentworth also attended the meeting last week and is willing to offer guidance and assistance to the committee but is not fully willing to commit any longer. Councilwoman Weiss stated that they will need to be clear that if they cannot get more people to help on the committee then Railfest will not happen. Mayor DeSantis asked how many volunteers would be needed total to make Railfest happen. City Clerk Mazur stated that a total number of 12, between joining the committee and helping to plan the event and also people willing to volunteer at the event would be needed. She noted that she did not understand until attending the first meeting how much goes into this event. City Clerk Mazur stated that this is an all-day festival with a lot of working parts. Councilman Simonds suggested they reach out to the High School for volunteers that would be interested in helping. Mayor DeSantis stated that he has a meeting Thursday morning with the superintendent if City Clerk Mazur would like to send something with him. City Clerk Mazur stated that she would give a copy of the flyer seeking volunteers to Mayor DeSantis. Councilman-At-Large Smith stated that a few years ago, when the fate of Railfest was up in the air, another company was willing to step up and sponsor the event. Councilwoman Weiss stated that the Leader Herald was interested previously in taking over the event. City Clerk Mazur stated that she would reach out to them, as well. Sixth Ward Councilman Wrandy Siarkowski Councilman Siarkowski requested an Executive Session at the end of the meeting for Pending Litigation with City Attorney Casale and Fire Chief Groff present. Mayor Vincent DeSantis Mayor DeSantis stated that he is currently working to establish a volunteer tree commission which he anticipates starting small with planting trees on public property in the spring. He added that they have the trees that were on Main Street during the holidays to be planted and four people that are currently interested in serving on the tree commission. Mayor DeSantis stated that he would like more people to sign up to be on the commission and hopes to receive an urban forestry grant to fund a subsidized program for the planting of trees. He asked that anyone who is interested in joining the tree commission to contact his office. 6

7 Councilwoman Batchelor stated that she supports this initiative and would like to be involved. Mayor DeSantis stated that he met with Lisa Nagel regarding the Local Waterfront Revitalization Program (LWRP) and the city needs to compile a steering committee for the grant that was received to advise the consultants as to the feelings of the community. He noted that he would like DPW Director Trumbull, CDA Consultant Nick Zabawsky, Councilman Siarkowski, Councilman Simonds and Councilman-At-Large Smith on the steering committee. Councilwoman Batchelor stated that it is important to also include community members. Mayor DeSantis stated that he would like at least 12 people on the steering committee including community members who live in the areas that would be affected the most by the LWRP. Mayor DeSantis stated that he will be meeting with Mayor Jackson of Johnstown regularly and this Thursday there is a meeting scheduled with himself, Councilman-At-Large Smith, Mayor Jackson, Johnstown s Councilman-At- Large, Craig Talarico and Jack Wilson, Chairman of the Board of Supervisors. He noted that this is an informal meeting to talk about things affecting the different municipalities. Mayor DeSantis stated that he had a productive meeting today with City Supervisors Charlie Potter and Warren Greene to discuss a closer cooperation with the city and county moving forward. He noted that he would like to meet at least once a month with the city supervisors. Mayor DeSantis stated that he has a meeting Thursday morning with the school superintendent to establish closer ties with the school board and he believes that it is very important that the city maintain these close relationships.
