1 THE SIXTY-EIGHTH STUDENT SENATE The Journal: October 12, 2016 At the Capitol The meeting of the 68 th Student Senate was called to order at 4:10 p.m. by Student Senate President Erin Lusaka. Senator Billisi led the Senate in the Pledge of Allegiance. Special Introductions and Announcements: Senate President Lusaka announced that SGA elections are next week. She also announced that the voter registration deadline has been extended one week. Messages from the Executive Branch: Valerie Shallow, Student Body President, announced that the Secretary of Programming position has reopened. She told the Senate that the last event for HLSU is Sunday and she asked Senators to please attend. She also asked the Senate to support Bill 70 and Resolution 31, concerning mid-term evaluations. Messages from Agency and Bureau Directors, SGA Organizations Officers and Employees: James Doyle, OGA Director, welcome everyone to the Florida House Chambers and said that there is a lot of history in this very special place. Messages from the Executive Cabinet: Ashley Anderson, asked the Senate to please support Bill 70. Will Boose, Secretary of Academic Affairs, also asked the Senate to support Bill 70. He said the Executive and Legislative are paying for this together. Messages from the Class Councils: None. Messages from the Congress of Graduate Students: None. Messages from the Judicial Branch: None.

2 Messages from the Union Board and Soar Board: None. Messages from the Campus Recreation Board: None. Report of the SGA Accounting Office: As of October 5, 2016, Senate Projects has $41, RTAC balance is $54, and PAC balance is $50, Report of Committees: Student Affairs Budget- Internal Affairs - Finance - Judiciary- Chair Billisi said that the committee met twice this past week and they met yesterday at 6 p.m. Rules and Calendar - Transportation - Did not meet. Confirmations: Manuel Osaba for Legislative Aide to Senator Billisi and Joshua Schulster for Legislative Aide to Senator Hughes. Consent Calendar: Resolution 36 - Resolution 37 - Sponsored by Senator Hughes. PAC requests for Pre-Dental Society and Chinese American Student Organization. PASSED WITHOUT OBJECTION. Sponsored by Senator Joseph. RTAC requests for Alpha Mu Alpha, Club Managers Association, Gospel Choir at FSU, Students for Justice in Palestine, Music Teacher s National Association. PASSED WITH ONE OBJECTION. Bills First Reading: Bill 73 Sponsored by Senators Hughes and Joseph. A revision of the Student Body Statutes Chapter and Purpose: to amend this section to make it more clear and concise. REFERRED TO JUDICIARY. Bill 75 Sponsored by Senator Rosenthal. A revision of $2,500 within the Women Student Union from Expense to Clothing and Awards. Purpose: to fund t-shirts for the upcoming year. REFERRED TO BUDGET. Bill 76 Sponsored by Senators Joseph, Perry, and Reiter. An allocation of $2,000 from Senate Projects to Undergraduate Research Opportunity Program. Purpose: to allow

3 additional students to participate in the undergraduate research opportunity program put on by the Center for Undergraduate Research and Academic Engagement. REFERRED TO BUDGET. Bills Second Reading: Bill 70 Sponsored by Senators Reiter and Holzman. An allocation of $1,256 from Senate Projects to University Libraries. Purpose: to fund half the cost of the furniture that will be purchased for Dirac and Strozier libraries to house four (4) College of Engineering computer workstations. PASSED. YES-37, NO-0, AB-0 Bill 71 Sponsored by Senator Farooqui. A revision to the Student Body Statutes Chapters and Purpose: to delete Chapter and to delete the words so help me God, from TABLED UNTIL OCTOBER 19, Bill 72 Sponsored by Senators Brown and Ishaque. A revision of $500 within the Senior Class Council from Contractual Services to Expense. Purpose: to move these monies for 100 Days Countdown Fair and The President Toast. PASSED. YES-38, NO- 0, AB-2 Bill 74 Sponsored by Senator Reiter. A revision to the Student Body Statutes Chapter A. Purpose: to allow Senators to recognize students and organizations worthy of recognition by means of a resolution without any undue burden or requirements. PASSED AS AMENDED. YES-37, NO-0, AB-1 Bill 2017 Sponsored by Senators Hill and Pimentel. A transfer of $12,860, from A&S Fees to A&S Fee recipients. Purpose: to allocate funds to the A&S Fee recipients. BILL HAS TO BE ON THE CALENDAR FOR A WEEK. SENATE WILL DEBATE THIS BILL ON Constitutional Amendments: None. Resolutions: Resolution 21 - Resolution 30 - Resolution 31 - Sponsored by Senators Marks, Gaston, and M. Joseph Subject: Asking the Student Government Association to design and implement a research plan to determine necessary student government actions aimed at increasing the university capacity to respond to the emotional needs of the FSU student community. Sponsored by Senator Charles. Subject: Amending the Rules of Procedure Rule 7.1 REFERRED TO RULES AND CALENDAR. Sponsored by Senators Schneller and Kreutzer. Subject: Incorporating mid-term course feedback into course schedules.

4 Resolution 32 - Resolution 33 - Resolution 34 - Sponsored by Senators Ney and Hill. Subject: Recognizing the need to ensure student s first amendment rights. Sponsored by Crager, Whyte and Holzmann, Subject: Urging the FSU Foundation in cooperation with Cambridge Associates to freeze current fossil fuel investments, especially those in the coal community. Sponsored by Senators Crager, Whyte and Holzmann. Subject: Supporting the Take back the Tap goal to promote the use of re-usable water bottles, hydration stations on campus and encourage the campus community, RSOs and the administration to phase out plastic water bottles. There was a motion to add Resolution 35 to the Calendar, the motion passed. There was a motion to add Sean Pittman, and the staff and security working tonight at the Capitol. The motion passed. Resolution 35 - Sponsored by the 68th Student Senate. Subject: Thanking those responsible for allowing the 68 th Senate to use the House Chambers for Senate meeting. PASSED BY UNANIMOUS CONSENT. Unfinished Business: None. New Business: Closing Announcements: Senator Reiter thanked the Senate for supporting his legislation. Senator Ney said that RSOs, agencies and bureaus at SGA sponsored events, opinions and value matters. Senator Joseph announced that the BSU is having an Old School Basketball game at Walker Ford and Bowling at Crenshaw Lanes tomorrow from 9:30-11 p.m. Chase Breeden reiterated all events going on this week. He told the Senate to be safe and go to Chance the Rapper tonight and reminded them that they represent SGA and FSU. Carolyn Harris, SGA Assistant Director, introduced herself to the Senate and said that she was glad to see everyone here. She reminded the Senate that what they are doing should be in the best interest of the student body and they should think about making connections with students and relationship building. She thanked the Budget Committee for all the work they put in. Senate Pro Tempore Charles asked the Senate to please participate in Homecoming events. Erin Lusaka, Student Senate President, read the Constitution of the United States of America and told the Senate that they represent the entire student body which means every student. She told the Senate that they made her proud but they also tried her sometimes and she appreciates all the hard work they have done. She said there are two weeks left in the 68 th Senate and there is still time to submit bills and resolutions.
