Ertel CALL TO ORDER AND PLEDGE OF ALLEGIANCE The meeting was called to order at 7:00 p.m. Visitors: As per Sign In sheet APPROVAL OF AGENDA Motion was made by Dr. Shafer seconded by Mr. Vay to approve the agenda as amended. Motion Carried: ACCEPTANCE OF MINUTES: Upon motion by Mr. Charles with a second by Ms. Stahl the following resolution was offered: BE IT RESOLVED, that the minutes of the February 16, 2017 Audit Committee, the February 16, 2017 Business Meeting and the March 9, 2017 Study Session be accepted as presented. Motion Carried: GOOD NEWS Ms. Kirchgessner and Ms. Smith presented the Good News. BUDGET PRESENTATION Dr. Terranova reviewed budget information presented to date and then reviewed the proposed personnel portion of the budget. PUBLIC COMMENT District Resident/Address None. 4 SUPERINTENDENT S REPORT Mr. Crane thanked the Board of Education for attending the meeting during the recent power outages. He also reported that information about standardized testing and tests reverting back to our values to inform instruction. Principals have shared information with families and we will honor parental decisions. WICSD has had nine requests for field tests. We requested the two that are administered by computer, the other seven will be returned. Mr. Crane thanked our community for their assistance the past two weeks with weather issues. Lastly, Mr. Crane commented on the excitement of the basketball team winning the State Championship and the wonderful welcome home our community gave the team. REPORTS OF THE STUDENT REPRESENTATIVES Ms. Kirchgessner reported that I-Fest was celebrated last month. Student Council attended a Leadership Conference at SUNY Geneseo and Student Council is getting ready for the talent show. Ms. Smith reported that the musical was awesome. The Adam Milne game is Friday and the Student Summit on Race will be held March 31Students from Mosaics will be attending. Ms. Smith also read an overview of the efforts Mr. Crane has put into race relations and he was honored by the Princeton Club of Rochester. REPORT OF THE TREASURER Upon motion by Mr. Charles with a second by Ms. Stahl the following resolution was offered: BE IT RESOLVED, that the Treasurer s Report and Financial Statements dated February 28, 2017 be accepted as presented. Motion Carried: REPORT OF LEADERSHIP STAFF A. Curriculum 1. NYS Counseling Plan Update Ms. Bush provided an overview and shared the many ways that counselors are involved in helping students reach their goals. 2. Curriculum Overview: STEM (Science); NGSS Updates and Instructional Implications Mrs. Brooker provided an update on the New York State Science Learning Standards and shared some of the exciting ways teachers are implementing the standards. B. Personnel 1. Personnel Upon motion by Dr. Steckley with a second by Ms. Stahl the following resolution was offered: BE IT RESOLVED, that the personnel agenda dated March 23, 2017, as recommended by the Superintendent of Schools, be approved as presented. 5 2. Facilities Plan Mr. Brennan reported that the Facilities Committee met and reviewed the $100,000 projects. They may include LED lighting conversation at Dake. Additionally, Clark Patterson Lee provided a general timeline for Capital Projects. D. Pupil Personnel Services 1. Monroe County School Board Association Legislative Committee (Ann Cunningham, Bill Evans, Carolyn Stahl) The next meeting will be on March 29, Labor Relations (Bill Evans, John Vay) Mr. Vay reported that a meeting was held on March 22, 2017 and the topic was RASHP 2. Information Exchange (Brian Charles, John Shafer) The next meeting is April 12, School/Community Groups Helmer Nature Center (Meg Steckley, John Vay) Dr. Steckley and Mr. Vay reported that the pancake breakfast will be held on March 26, 2017 at I H S from 10-2 p.m. PTSA (Ann Cunningham) Mrs. Cunningham reported the meeting was cancelled. Schools WIF (Ann Cunningham) Mrs. Cunningham reported that the annual appeal is going very well and that a donor event will be held next week and the 30 th anniversary event will be held on November 9, WI Alumni Association (Brian Charles) Mr. Charles reported that he connected with LinkedIn and there is no interest in connecting with the Alumni Association and he will continue pursuing other opportunities. TLC (John Shafer, Carolyn Stahl) Ms. Stahl and Dr. Shafer reported that there is a meeting scheduled next week. Facilities (Bill Evans, John Vay) Mr. Evans and Mr. Vay reported the Mr. Brennan covered the meeting in his Facilities Report and that they are working on the 5-year Plan. Irondequoit High School (Meg Steckley) Dr. Steckley reported that they are working to reschedule a walk-thru. She also commented that the musical and band mania were impressive. Dake Junior High (John Shafer) No Report. Rogers (Ann Cunningham) Mrs. Cunningham is scheduled to attend a staff meeting next week. Iroquois (Brian Charles) Mr. Charles reported that he is working to schedule a time to meet and also reported that the Glow Dance at Iroquois is March 24, Briarwood/Colebrook (Carolyn Stahl) No Report. Brookview/Seneca (John Vay) No Report. Listwood/Southlawn (Bill Evans) No Report. B. Correspondence Mrs. Cunningham also commented that there have been many ups and downs over the past two weeks and shared that she is proud of the way adults modeled care and concern for our kids. Two events occurred the 25/35 Years of Service and the Teen Forum (Drugs and Social Media). Lastly, she commented on the power of social media. Mr. Vay commented on the Facilities and Security workers on the great job they did during the past two weeks. C. 8 EXECUTIVE SESSION Upon motion by Mr. Vay with a second by Mr. Charles the Board adjourned into Executive Session at 10:24 p.m. to discuss contract negotiations. Motion Carried: The Board returned to Open Session at 10:56 p.m. ADJOURNMENT There being no further business, the meeting was unanimously adjourned at 10:57 p.m. following a motion by St. Steckley with a second by Ms. Stahl. Steckley Visitors: As per Sign In sheet The Audit Committee convened at 5:33 p.m. Mr. Vay arrived at 5:36 p.m. Freed Maxick External Auditor Chris Piedici reviewed the upcoming external audit and provided the Committee with information concerning changes in audits and school district financial statements. Internal Claims Auditor Pat Hartman reviewed the claims process used with the Committee. Mr. Brennan also shared information around the composition of Audit Committees in surrounding Monroe County School Districts. A lengthy discussion occurred. GOOD NEWS Dr. Steckley presented the Good News. Motion Carried: PUBLIC COMMENT District Resident/Address None. Issue/Concern SUPERINTENDENT S REPORT Mr. Crane reported that this afternoon a press conference was held concerning safe driving habits. It was sponsored by Monroe County. Mr. Crane along with East Irondequoit CSD and the Town of Irondequoit are working with Monroe County to designate Cooper Road as a Safe Zone reducing the speed limit during certain hours. Along with the Safe Zone proposal there will be additional signage on our campus to promote pedestrian safety. Lastly, he commented on the 35 students and their musical tribute to Michael Lynch. 11 REPORT OF THE TREASURER Upon motion by Mrs. Cunningham with a second by Ms. Stahl the following resolution was offered: BE IT RESOLVED, that the Treasurer s Report and Financial Statements dated March 31, 2017 be accepted as presented. Motion Carried: REPORT OF LEADERSHIP STAFF Curriculum Mrs. Finter reviewed The Musician s Guide to Theory and Analysis by Elizabeth Marvin and Jane Clendinning for the AP Music Theory course. Mr. Charles will review the textbooks and report to the Board at the May 4, 2017 Study Session. Personnel 1. Resignations/Appointments/Other Upon motion by Mr. Vay with a second by Dr. Steckley the following resolution was offered: BE IT RESOLVED, that Personnel Agenda dated April 13, 2017, as recommended by the Superintendent of Schools, be approved as presented. Motion Carried: Business Audit Committee Mr. Brennan reported that an Audit Committee meeting was held earlier this evening where there was discussion on the scope and plan for the External Audit. Mrs. Hartman reviewed the Internal Claims Process. Composition of the Audit Committee was also discussed. Facilities Committee Mr. Brennan reported that the Facilities Committee met earlier this week and they reviewed the Capital Improvement Plan. Approval of the BOCES Budget and Board Election Upon motion by Mrs. Cunningham with a second by Ms. Stahl the following resolution was offered: RESOLVED, that the Board of Education of the West Irondequoit Central School District votes to approve the proposed BOCES administrative budget in the amount of $5,777,091. for the fiscal year. Motion Carried: BOCES Board Election Upon motion by Mr. Vay with a second by Ms. Stahl the following resolution was offered: RESOLVED, to cast one vote for the election of Laura Whitcomb, resident of the East Rochester Union Free School District, as a member of the Monroe #1 BOCES board for a term of office which will begin on July 1, 2017 and end June 30, Motion Carried: Upon motion by Mr. Charles with a second by Ms. Stahl the following resolution was offered: RESOLVED, to cast one vote for the election of Christine DeTurck, resident of the Honeoye Falls-Lima Central School District, as a member of the Monroe #1 BOCES board for a term of office which will begin on July 1, 2017 and end June 30, Motion Carried: Upon motion by Dr. Steckley with a second by Ms. Stahl the following resolution was offered: RESOLVED, to cast one vote for the election of Frederick Shippey, resident of the Penfield Central School District, as a member of the Monroe #1 BOCES board for a term of office which will begin on July 1, 2017 and end June 30, Motion Carried: B. Adoption of the West Irondequoit Central School District Budget Upon motion by Ms. Cunningham with a second by Mr. Charles the following resolution was offered: BE IT RESOLVED, that the proposed budget for the fiscal year in its final form with the anticipated expenditures of $71,997,349 and an anticipated tax levy of $38,290,570 be presented to the voters of the District on Tuesday, May 16, Each Board of Education member was polled as to his or her vote: Mr. Charles Mr. Charles thanked the administrative staff for the tremendous job preparing the budget, looking forward and he is in full support of this budget. Mrs. Cunningham Mrs. Cunningham thanked the administrative staff for their leadership in Board of Education Business Meeting of April 13, 2017 Page 3 of 6

13 Mr. Evans Dr. Shafer Ms. Stahl Dr. Steckley Mr. Vay preparing this budget and the incredible number of hours they put into it. Mrs. Cunningham also commented that budget supports the needs of our students and she is in full support. Mr. Evans commented that this budget meets the needs of our students and feels that this is a budget that voters can support. He is in full support of this budget. Dr. Shafer commented that this budget supports the instructional program and is under the tax cap. He is in full support of this budget. Ms. Stahl commented on the great job by the administrative team in preparing the budget and is in full support. Dr. Steckley commented that this budget meets the needs of our students and assures financial health. She is in full support of this budget. Mr. Vay thanked the administrative team for preparing this budget, answering any questions he had and commented that this budget is under the January estimation. He is in full support. Motion Carried: C. Approval of Personnel for Annual District Vote Upon Motion by Mr. Vay with a second by Ms. Stahl the following resolution was offered: BE IT RESOLVED, that the personnel for the May 16, 2017 annual district vote and the stipends for each Inspector, Assistant Clerk and Chairperson ($10/hour) and Chief Inspector ($40) be approved, as presented. Motion Carried: BOARD REPORTS A. Liaison Reports and Next Scheduled Meeting Date 1. Monroe County School Board Association Legislative Committee (Ann Cunningham, Bill Evans, Carolyn Stahl) No report. Labor Relations (Bill Evans, John Vay) No report. Information Exchange (Brian Charles, John Shafer) Dr. Shafer reported that he along with Mr. Charles and Mr. Ertel attended the Information Exchange Committee meeting earlier this week where the topic was Technology Best Practices. 2. School/Community Groups Helmer Nature Center (Meg Steckley, John Vay) No report. PTSA (Ann Cunningham) Mrs. Cunningham reported that she was not able to attend the recent meeting but sent her report. WIF (Ann Cunningham) No report. WI Alumni Association (Brian Charles) No report. 14 3. Schools B. Correspondence Facilities (Bill Evans, John Vay) Mr. Evans and Mr. Vay reported that the Facilities Committee met earlier this week and Mr. Brennan provided the update. Irondequoit High School (Meg Steckley) Dr. Steckley reported that she attended a walk-thru and what a great experience it was. She visited five classrooms. She also noted that she attended a field hockey game and they wore green ribbons in support of Michel Lynch. Dake Junior High (John Shafer) Dr. Shafer reported that he attended the Jazz Ensemble concert and was very impressed with the number of students involved and the number of students composing. Rogers (Ann Cunningham) No report. Iroquois (Brian Charles) Mr. Charles reported that he attended the Jazz Ensemble and the Voice Jazz Ensemble concert recently. He commented on the great music programs in WICSD and the support our community provides. Briarwood/Colebrook (Carolyn Stahl) No report. Brookview/Seneca (John Vay) No report. Additionally, Mr. Vay thanked the group of students who work the sound board at musical and performing arts events. They are very talented and do a great job.
