1 Minutes of a meeting of the Plaquemines Parish Council held in the Percy Griffin Community Center, Highway 15, Davant, Louisiana, on Thursday, August 10, 2017, at 1:05 p.m., pursuant to notice to all members with a quorum present as follows: PRESENT: Council Member John L. Barthelemy, Jr., Chairman Council Member W. Beau Black Council Member Kirk M. President Cormier and Stanley Wallace, Director of Operations, and Michael Jiles, Director of Public Service, were present representing the Administration. Council Member Barthelemy passed over Agenda Item 1b, Executive Session and moved to Item 1c, Status Report by the Parish President. Without objection, so ordered. The following was reported by President Cormier: He attended the Louisiana Shrimpers meeting in the Belle Chasse Auditorium on August 3, The association passed an act to protect the citizens of Louisiana and the United States from subpar products from Asia and to limit the amount of Asian products dumped into the US markets; On August 4, 2017, Assistant Parish Attorney, LV Cooley, acquired the property needed for the water disbursement line and renewed the property lease for PPG and the Port; Our thoughts and prayers are with Orleans Parish due to the recent flooding and the President urges support for more pump station operators in Plaquemines; The Mid-Year Budget Review was held on Monday and he feels it was a success; He was in on a phone call regarding the renewal of NFIP; however, there currently is no ceiling on premiums. There is a grandfather provision but it has pretty much been gutted wherein if you make two claims you are no longer able to be grandfathered in. There being no Proclamations, Council Member Barthelemy moved to Agenda Item 3, Beer and Liquor Permits. Without objection, so ordered. R E S O L U T I O N NO On motion of Council Member Williams, seconded by Council Member Edgecombe, and on roll call all members present and voting YES, except Council Member Juneau who was ABSENT, the following Resolution was adopted: BE IT RESOLVED BY THE PLAQUEMINES PARISH COUNCIL THAT a special event/temporary beer and liquor permit is hereby issued to Kathryn Carter for the Boothville- Venice Volunteer Fire Department Kayak Fishing Rodeo Fundraiser, to be held at Fort Jackson, Triumph, LA on October 20, 2017, starting at 11:00 a.m. ending at 11:00 p.m., and October 21, 2017, starting at 5:00 a.m. ending 11:00 p.m. BE IT FURTHER RESOLVED BY THE PLAQUEMINES PARISH COUNCIL THAT a special event/temporary beer and liquor permit is hereby issued to Kathryn Carter for the Boothville- Venice Volunteer Fire Department Cruzin the Delta Car Show Fundraiser, to be held at Highway 11 & Cazezu Drive, Buras, LA on September 23, 2017, starting at 9:00 a.m. ending at 6:00 p.m.

DETERMINATION OF FLOOD HAZARDS shall now read as follows: 1. The areas of special flood hazard identified by the Federal Emergency Management Agency in the current scientific and engineering report entitled, The Flood Insurance Study (FIS) for Plaquemines Parish, Louisiana-Unincorporated Areas, dated September 30, 1993, with accompanying Flood Insurance Rate Maps (FIRM) dated September 30, 1993, and any revisions thereto are hereby adopted by reference and declared to be part of this Ordinance and where applicable, superseded by the Louisiana Hurricane Katrina Surge Inundation and Advisory Base Flood Elevation Map for Plaquemines Parish, dated June For all areas on the Westbank north of the floodgate in Jesuit Bend, superseded by the The Revised Preliminary Flood Insurance Study (FIS) for Plaquemines Parish, Louisiana (All Jurisdictions)," dated November 9, 2012, with accompanying Revised Preliminary Flood Insurance Rate Maps (FIRM) dated November 9, 2012, and any revisions thereto are hereby adopted by reference and declared to be a part of this ordinance. 8 R E S O L U T I O N NO On motion of Council Member Rousselle, seconded by Council Member Barthelemy, and on roll call all members present and voting YES, the following Resolution was adopted: A Resolution adopting the Plaquemines Parish Government Hazard Mitigation Assistance (HMA) Procurement Policy and Procedures as required in the utilization of FEMA HMA funds allocated to the Plaquemines Parish Government; and otherwise to provide with respect thereto. WHEREAS, participation in the Hazard Mitigation Assistance Program requires the Plaquemines Parish Government to adopt a policy by which the supplies, equipment, construction services and professional services required in the implementation of the HMA Programs for the Parish are procured; and WHEREAS, this policy must conform to all state and federal guidelines for approval by the State; BE IT RESOLVED BY THE PLAQUEMINES PARISH COUNCIL THAT the Plaquemines Parish HMA Procurement Policy, on file in the Council Secretary s Office, is hereby officially adopted for usage in the procurement of all goods and services required in the implementation of all Plaquemines Parish HMA Projects. ORDINANCE NO The following Ordinance was offered by Council Member Burt who moved its adoption: An Ordinance appropriating $50, to fund the study of infestation of the Roseau Cane in the marshes of Coastal Louisiana; and otherwise to provide with respect thereto. WHEREAS, Roseau Cane is a plant species vital to the integrity and cohesion of coastal marshes; and WHEREAS, Roseau Cane has become infested with invasive insects from Asia which destroy the cane and thereby contributes to coast erosion; and WHEREAS, it is imperative that Plaquemines Parish Government, along with State and Federal partners, act to understand and combat the loss of Roseau Cane; and WHEREAS, The State of Louisiana, through CPRA, wishes to work with Plaquemines Parish Government to study the infestation of Roseau Cane and develop scientific ways to combat the loss of aforesaid cane; and WHEREAS, the Plaquemines Parish Council, in close consultation with the Administration, has determined that the safeguarding of Roseau Cane is in the best interest of the parish and necessary for the health, safety, and welfare of its people; The 2017 Operating Budget is hereby amended to move $50, from the general fund to help finance a joint study with the State of Louisiana, through CPRA, of the infestation of Roseau Cane and the development of technics to arrest the loss of this vital natural resource. SECITON 2 The Parish President, or his designee, shall do any and all things necessary and proper to insure that an appropriate agreement is perfected and signed between the Plaquemines Parish Government and the State of Louisiana to undertake the proposed Roseau Cane Study.
