2 A. CALL TO ORDER Pledge of Allegiance. The meeting was called to order at 7:30 PM. B. The Minutes of the Regular Meeting of April 27, 2016 were previously distributed to the members of the City Council. Mayor McDermott asked if there were any corrections to be made to said Minutes. There were none. 2. Approval of the FY17 Budget Public Hearing Minutes April 27, The Statement of Bills was submitted for payment through May 11, 2016: $498, I move to approve the minutes of the City Council Meeting of April 27, 2016, and the FY17 Budget Public Hearing Minutes of April 27, 2016, and to approve the Statement of Bills through May 11, 2016 in the amount of $498, A motion was made by Alderman Musillami, seconded by Alderman Benson, that these matters be APPROVED. The motion carried by the following vote: Mikolyzk, Alderman Musillami, Alderman Benson D. COMMUNICATIONS FROM THE PUBLIC none E. MAYOR S REPORT 1. Mayor McDermott sought consideration to release funds in the amount of $2,500 to the Rotary Club of Countryside for the 8 th Grade Capstone Celebration for District 105, held this past Monday; it was a great event. Alderman Musillami was present. Rotary President Peterson did a great job. A motion was made by Alderman Mikolyzk, seconded by Alderman Von Drasek, that this Mikolyzk, Alderman Musillami, Alderman Benson CITY OF COUNTRYSIDE Page 2 of 7

Mayor McDermott read a Proclamation stating that May 16-20, 2016, will be Bicycle Safety Week in the City of Countryside and urges all residents to join him in taking the online quizzes at bikesafetyquiz.com. Both Chief Ford and Mayor McDermott have taken the quizzes and passed. Chief Ford reported that the City Bike Team took the test and did very well it is a three-part quiz. Mayor McDermott was a bike commuter in the past and now realizes that he made some mistakes during his trips to and from work. He encouraged everyone to take the test and become certified. The City will also be doing a Bike Safety Program this Summer called the Safe Riding Program get caught riding safely wearing helmets, and get pulled over by the police a d get a ti ket for a free i e rea o e fro A dy s Froze Custard. Mo day, May 6 is also the Bike Rodeo Day at Ideal School Sgt. Boyd is diligently working with the 5 th and 6 th graders classroom and bike rodeo. For every student in the school who completes the quiz and brings in their certificate, a raffle will be held; the prize is four seats to three different White Sox games duri g Ju e. A motion was made by Alderman Musillami, seconded by Alderman Mikolyzk, that this Aye: 6 Alderman Von Drasek, Alderman Jasinski, Alderman Pondelicek, Alderman 3. Mayor McDermott stated that the City of Countryside Police Department is one of the first to become trained in the use of Naloxone when responding to drug overdose calls. Chief Ford stated that on April 30, 2016, Officer Ryan Venem responded to a call before paramedics arrived and armed with his AED and Naloxone Kit, he found the individual unconscious with blue color around the lips. Officer Venem was able to administer one dose of NARCAN IM to the victim. He also applied his AED pads with no response. He administered another dose of NARCAN; the pulse became stronger as paramedics arrived on the scene to render additional aid. Heroin overdoses are endemic in this country; victims cannot recover spontaneously. On Behalf of the Countryside Police Department, the Mayor and the City of Countryside, he presented Officer Ryan Venem with the Life Saving Award, along with a uniform ribbon and a special medal. The audience congratulated Officer Venem; photos were taken. Chief Ford noted that the City was just approved for a Grant for the auto injectors; they will begin training this month. 4. Mayor McDermott has received a number of inquiries re: the LaGrange Road sign at exit 276C on I-55. There is room on the blue sign for other attractions; nothing is listed for the City of Countryside. In speaking with Senator Mark Sandoval, Head of the Transportation Committee, he asked that the City submit a request to be placed on the sign perhaps one or both City hotels may be added. F. CITY CLERK S REPORT - NO REPORT G. TREASURER S REPORT - NO REPORT H. COMMITTEE AND COMMISSION REPORTS FOR DISCUSSION, CONSIDERATION AND, IF SO DETERMINED, ACTION UPON: 1. ECONOMIC DEVELOPMENT Alderman Musillami FYI stated that the for er Brow s Chi ke has ee de olished. Construction of the new Chipotle Restaurant will begin in a couple of weeks. 4 Gas Station located at 55 th & Willow Springs Road has been sold to Shell; improvements will be made to the property over the next 90 days. 2. FINANCE COMMITTEE Treasurer Stancik reported that for the 9 th Consecutive Year the City s Fi a e Depart e t has been awarded the Certificate of Achievement for Excellence in Financial Reporting as well as the Financial Reporting Achievement award from the Government Finan e Offi ers Association the gold standard in government finance KUDOS to Gail Paul, Dave Schutter and the entire Finance Team great work! 3. HUMAN RESOURCES COMMITTEE NO REPORT 4. INFRASTRUCTURE COMMITTEE Alderman Von Drasek sought consideration of a temporary easement for storm drainage purposes at 1415 W. 55 th St. This restrictor will help with drainage issues at 1320 W. 55 th Place. After discussing this matter with both owners, Roy Van Eck and Robert Dykstra, they both agreed to the temporary easement, at no cost to them, and signed the attached agreement. A motion was made by Alderman Benson, seconded by Alderman Jasinski, that this Alderman Von Drasek stated that next week is CELEBRATING SENIORS WEEK. Do t forget this weeke d is Cleanup Weekend get all your JUNK out early. 5. LICENSE COMMITTEE Alderman Mikolyzk FYI - at a Committee Meeting just prior to this meeting. The Committee discussed upgrading the ordinance for door-to-door solicitors there was input from the Deputy Clerk and the Police Chief. The proposed ordinance will likely be included on the next City Council Agenda. 6. PLAN COMMISSION/ZONING BOARD OF APPEALS NO REPORT 7. POLICE COMMITTEE NO REPORT 8. RECREATION COMMITTEE Alderman Jasinski stated that the Concert Series begins June 9 beginning with Johnny Wrestler and the Beach Band. The second group is the Barefoot Hawaiians with Fire Dancing. All residents are invited to come out and have a great time. 9. WATER COMMITTEE Alderman Benson FYI relining the water main in Countryside Plaza is underway. It should be concluded shortly and will save the City considerable money in water main breaks and blacktop replacement. CITY OF COUNTRYSIDE Page 4 of 7

5 10. FLAGG CREEK ADVISORY BOARD a. Alderman Von Drasek sought consideration of a License Agreement with Ken Malnar, Golf Instructor- golf pro, Flagg Creek Golf Course. He complimented Staff on taking the time and effort in putting this together and in an expedited manner. A motion was made by Alderman Jasinski, seconded by Alderman Benson, that this b. Alderman Von Drasek sought consideration of an Independent Contractor Agreement with Marty Schiene, Golf Pro, at Flagg Creek Golf Course. A motion was made by Alderman Jasinski, seconded by Alderman Mikolyzk, that this c. Alderman Von Drasek stated that a Flagg Creek Advisory Board Meeting will take place next Wednesday, May 18 at City Hall at 7:00 p.m. I. LEGAL REPORT NO REPORT J. CITY ADMINISTRATOR S REPORT NO REPORT K. STAFF REPORTS 1. CHIEF OF POLICE Police Chief Ford stated that C.J. Wilson has made the second annual donation to replace the Kevlar vests. Police vests must be rotated every five years; they are out of warranty. The cost is $4,800 to replace the five vests this year. He is a big supporter of the City. Mayor McDermott stated that C.J. Wilson should receive formal recognition via a plaque or some other honorable mention; that is a very generous donation. Chief Ford agreed and has plans for the Concert Series with the recognition taking place at a City Council meeting. CITY OF COUNTRYSIDE Page 5 of 7

6 Police Chief Ford noted that the COP ON TOP event will take place on Friday, May 20 on the roof at Dunkin Donuts residents should stop by and make a donation to the Special Olympics they do it every year. 2. EXECUTIVE SESSION I move to recess to a Closed Executive Session for the purpose of reviewing the Executive Session minutes of April 27, 2016 under Section 2(c)(21); and to discuss Real Estate under Section 2(c)(5) and 2(c)(6) and Litigation, under Section 2(c)(11) of the Open Meetings Act. A motion was made by Alderman Pondelicek, seconded by Alderman Von Drasek that this meeting be RECESSED. The motion carried by the following vote: Mayor McDermott declared the meeting recessed at 7:52 p.m. * * * N.
