RECOMMENDATION: To approve the Meeting Minutes of October 6 and 13, 2015, as presented. POLICY DECISIONS: Pursuant to RCW 35A and our rules of procedure, it is necessary to keep true and accurate records of the proceedings of the Woodinville City Council Meetings. The attached draft Meeting Minutes were prepared by the City Clerk to describe the discussions and decisions made by the City Council at the above meeting. Prior to entering the Meeting Minutes into the permanent record, the City Council is required to review the Minutes, make any necessary corrections, and to approve the Minutes. ALTERNATIVES: 1. At Mr. Zais' request, Mr. Hansen provided an update regarding parking spaces that have been striped near the gates on l 95th; signage will be installed as soon as it is received. Traffic data collected (volumes and speeds) in the area will be used to identify options that will be presented 7

8 to the public and schools. Mr. Hansen responded to Council questions regarding enforcement before signage is installed, where traffic data was collected, and police officers monitoring the situation. REPORTS OF COUNCILMEMBERS Councilmember Rubstello inquired about basin planning for Little Bear Creek. Mr. Hansen advised the City is not required to do a basin plan for LBC with Snohomish County but the City is contesting the manner in which DOE has exempted the City. The City has signed an ILA with King County for basin planning on LBC east of 156th. A stakeholders meeting will be held in November. City Atta ey Rubstello provided details regarding DOE's exemption. At 9:30 p.m. Mayor Talmas recessed the Council to an Executive session and is not expected to exceed 30 minutes with no formal action expected to be taken after the Executive Session regarding the items listed. 8

9 EXECUTIVE SESSION (continued) City Attorney Greg Rubstello, Interim City Manager Dick Zais, Development Services Director Dave Kuhl, Public Works Director Tom Hansen, and Finance Director Blaine Fritts were present during the Executive Session. At 10:00 p.m. Mayor Talmas announced that the Executive Session and meeting would be extended another 30 minutes.
