There being no comment, the public portion was closed Minutes: Mr. Hutchison made a motion to waive the reading and accept the minutes of July 12, 2010 seconded by Mr. Mercado. Roll call vote: All in favor. Motion carried 7-0. ORDINANCES: SECOND READING AND PUBLIC HEARING O ORDINANCE AMENDING CHAPTER 81 OF THE CODE OF THE TOWNSHIP OF GLOUCESTER ENTITLED, VEHICLES AND TRAFFIC PROHIBITING LEFT-TURN MOVEMENT FROM THE WAWA AT 800 N. BLACK HORSE PIKE ONTO NB RT. 168 Mr. Bianchini opened the public hearing. There being no comment, the public hearing was closed. Mr. Hutchison made a motion to adopt, seconded by Mr. Mercado. Roll call vote: All in favor. Mr. Bianchini stated he would like to address the situation in the Terrestria area and bring everyone up to date on the recent advances made to bring some resolution to the ongoing problems pertaining to sewage. Mr. Bianchini and Mayor Mayer met with representatives from the MUA, and Specialists to reach the same goal in a timely fashion to correct the situation in a fast effective nature. All members involved concluded the best way to evaluate the situation would be to have an analysis of the sewer system performed. He asked the Solicitor of the MUA, and Solicitor Carlamere to meet with the affected residents and he is confident a resolution is forthcoming. Mr. Bianchini stated everyone is working hard on the matter and a joint effort is moving forward. ORDINANCES: FIRST READING O ORDINANCE AMENDING CHAPTER 81 OF THE CODE OF THE TOWNSHIP OF GLOUCESTER ENTITLED, TRAFFIC BY DESIGNATING A PORTION OF PETER CHEESEMAN ROAD (CR 759) AS A MID-BLOCK

2 CROSSWALK BE IT ORDAINED by the Township Council of the Township of Gloucester, in the County of Camden, State of New Jersey as follows: SECTION 1. That the following portion of street shall be designated as a mid-block crosswalk in the Township of Gloucester: NAME OF STREET LOCATION Peter Cheeseman Road (CR 759) Beginning 3,516 feet North of the westerly curb line of Hickstown Road (CR 688) and extending 6 feet North BE IT FURTHER ORDAINED, that the erection and maintenance of the appropriate signs and pavement markings in exact accordance with the Manual of Uniform Traffic Control Devices, Millenium or any superceding edition are hereby authorized for placement in the County highway right-of-way under the supervision of the County Engineer. BE IT FURTHER ORDAINED, that a certified copy of this Ordinance shall be forwarded to the Camden County Board of Chosen Freeholders for their concurrence and passage of a Resolution of Consent. BE IT FURTHER ORDAINED, that a certified copy of this Ordinance and the County s Consenting Resolution be forwarded to the Commissioner of Transportation for review. 5 Mrs. Evans questioned this resolution. She asked why there were manual checks payable to CCMUA and GTMUA. She asked why the amounts were so high. Mr. Palumbo, Tax Assessor responded to the questions and explained both the tax sale process and the collection process concerning the CCMUA and GTMUA by the Municipal Tax Office. It was concluded these manual checks were monies collected for both Utility Authorities and were made payable to these entities as reimbursement. Mr. Hutchison asked if payments were not made at this time to both entities would fines or other fees potentially be incurred. Mr. Palumbo responded there would be fines if payment was not made due to State Mandates. Mr. Hutchison reiterated the process previously made by Mr. Palumbo to ensure the process was covered thoroughly and understood. Mrs. Evans responded she would still like to look into these payments. Mr. Hutchison made a motion to adopt, seconded by Mr. Schmidt. Roll call vote. Mrs. Evans voted no, all others voted yes. Motion carried 6-1. 9 REGULAR AGENDA: R-10: RESOLUTION AUTHORIZING RENEWAL OF RETAIL CONSUMPTION LIQUOR LICENSES IN THE TOWNSHIP OF GLOUCESTER WHEREAS, the following have made application for renewal of Plenary Retail Consumption Liquor Licenses in the Township of Gloucester: NAME TRADING AS LICENSE NO. 10 PRESIDENT OF COUNCIL TOWNSHIP CLERK MOTIONS: RA:1260 Blackwood VFW /18/20 to 9/19/11 Public Portion: Mr. Bianchini opened the public portion: A resident from the Blackwood area inquired on a time frame for the situation in Terrestria and if there would be a financial burden to the residents for the repairs. Mr. Bianchini stated that they are moving as quickly and efficiently as possible given the situation and updates will be given as advances are made. Mrs. Lillian Kline of Gloucester Township, founder of the K-9 Heroes wanted to thank Freeholder Greco who was in attendance at the meeting and members of Council for Gloucester Township Day which has enabled her to extend the program she has developed and allowed her to extend knowledge and the importance of the K-9 s to our youth and others. Angela Larson of 4 Willow Court stated she has a similar situation as Terrestria and is reaching out to Council for help in the situation. They came home to sewage overflowing throughout their home. They contacted the GTMUA who responded to the call and advised them to submit the situation to their homeowners insurance. They did so and were told by their insurance they do not have that clause in their policy. Their home was built in 1986 and all inspections were performed and passed on their home with an issuance of a CO. This problem has impacted their lives for the last 15 months. Mrs. Larson also stated her husband is the Chief of Lambs Terrace Fire Co. and had to come to their home and pump out the raw sewage from their home due to the lack of any other response from the GTMUA. She stated they were in attendance at the meeting to seek answers and at this time they are desperate. Mr. Bianchini stated he would refer to Mr. Lechner to look at the property documents. Polling of Directors: Captain Harkins spoke on behalf of Chief Earl s absence in reference to National Night Out and wanted to extend the invitation to Township Council and the residents to encourage the growing number of involvement in our community. Polling of Council: Mrs. Evans thanked the residents who stayed for the meeting and for speaking out. She thanked the Gloucester Township Relay For Life Committee. She extended her appreciation to Lillian Kline and the importance of the Service Dogs. Mr. Hutchison wanted to share his unfortunate experience of driving through the Township behind a driver who was out of control. The driver was swerving in and out of the lane on Somerdale Road. He wanted to compliment the Gloucester Township Police Department who responded immediately to his 911 call. The police were able to apprehend the driver and avoid a dangerous situation. Mr. Garbowski thanked the residents for coming out and supporting the community. He thanked the Relay Committee, Lillian Kline, and the K-9 s for all of their hard work and to Nero, Gloucester Township K-9. Mr. Schmidt thanked all who came. Mrs. Gentek thanked Lillian Kline for her dedication and presentation. She thanked the Relay Committee and those who took part in the success of the walk. She thanked the Mayor for his involvement in the Terrestria situation. Mrs. Gentek wanted to remind the residents of the events at The Shoppes at Cross Keys sponsored by Mainstage, and to let those who have not had the opportunity to partake know that it is a wonderful experience. Mr. Mercado wanted to thank Lillian Kline for her presentation, and the K-9 Heroes. He wanted

11 to thank Mayor and Council for the steps which have been taken to resolve the drainage situation in Terrestria. Mr. Bianchini thanked Lillian Kline and the K-9 Heroes. He thanked the Police Department for their daily service. He wanted to thank the Mayor and the MUA for coming to an agreement to look at the sewer system and stepping up.
