I. Call to Order President President Bill Kress called the 7 September 2011 Special Meeting of the Board of Education at 6:20 p.m. II. Motion to Enter into Executive Session Dana Levenberg moved and Cindy Winter seconded the motion to enter into Executive Session for discussing negotiations and personnel matters. No formal action was taken. III. Motion to Reconvene the Special Meeting At 7:25 p.m. Kimberly Case moved and Cindy Winter seconded the motion to reconvene the Special Meeting of 7 September IV. Pledge of Allegiance Dana Levenberg led all those present in the Pledge of Allegiance. President Bill Kress made a short statement regarding the 10 th anniversary of September 11 th. Mr. Kress and Superintendent Dr. Glassman informed everyone that all the schools will be commemorating 9/11 with planting a tree and adding benches made of tree stumps to the outside of each school. At this time D-1 was moved up in the agenda. Dana Levenberg moved and Kimberly Case seconded the motion to move Resolution D-1. D-1 Resolution Regarding a Professional Staff Tenure Appointment I move upon recommendation of the Superintendent of Schools the Board of Education grant tenure to the staff member so noted. of Prob. V. Work Session Motion Carried: 7-0 Summer 2011: Highlights o Overview Dr. Glassman and Mr. Sanchez presented the Board with an overview of what has been accomplished over the summer months. A few administrators and teachers from the summer programs spoke specifically about what took place in the classroom this summer. Francesco Fiorillo OHS, Cynthia Bardwell AMD, Fran Jacobson Claremont, and Carrie Ann Sipos AMD, were in attendance. The Board recognized all teachers for their efforts this summer. o Contract for Excellence (C4E) Dr. Angela White presented the Board with an overview of the Contract for Excellence and the initiatives for the school year. The presentation was followed by comments by the Board of Education. The following audience member was recognized: -Felix Flores Principal of Claremont Schol Annual Professional Performance Review (APPR): Update New York State had required the implementation of an Annual Professional Performance Review Plan for teachers since In the Spring of 2010, the Commissioner of Education adopted an amendment to the APPR regulations which was followed by the Board of Regents who adopted an additional amendment in Deputy Superintendent Ray Sanchez provided an overview of the entire APPR and highlighted key points and insights into the implications. Mr. Sanchez asked the audience and Board to participate in a short exercise regarding questions pertaining to APPR. There was brief discussion following this exercise. Following the presentation there were Board comments and questions. The following audience member was recognized: - Bob Rosenbaum OTA President VI. 3 I move that the Board of Education of the Ossining Union Free School District direct its representative to the NYSSBA meeting to vote on the following Expiring NYSSBA Positions and resolutions as noted below. Grade Weighting (East Willston School Board) Motion Tabled: 7-0 It was noted that if none of the Board members were to attend this meeting voting could not be done by proxy. Kimberly Case moved and Cindy Winter seconded the motion to move Resolutions A-1 A-2 & A-4 A-6. A-1 Resolution Acknowledging Adoption of the Occupational Therapist and Physical Therapist Evaluation Form Based upon the recommendation of the Superintendent of Schools, Dr. Phyllis Glassman, I hereby move that the Board of Education adopt the Occupational Therapist/Physical Therapist Evaluation effective immediately and review it on an as needed basis with the potential for future revisions. A-2 Motion to Adopt the Following Policies # 5280 Interscholastic Athletics, #5430 Student Psychological Services, # 5460 Suspected Child Abuse and Maltreatment Occurring Outside the Educational Setting, #5470 Policy and 3

4 Procedures Regarding Child Abuse in an Educational Setting, #5620 Pregnant Students, and #5650 Student Volunteers for School and Public Service as Second Readings I move that the Board of Education adopt the following revised policies, exhibits and regulations, # 5280 Interscholastic Athletics, #5430 Student Psychological Services, # 5460 Suspected Child Abuse and Maltreatment Occurring Outside the Educational Setting, #5470 Policy and Procedures Regarding Child Abuse in and Educational Setting, #5620 Pregnant Students, and #5650 Student Volunteers for School and Public Service as Second Readings. A-4 Resolution Appointing an Additional Consultant for the School Year RESOLVED, that the Board of Education hereby authorizes the Superintendent of Schools to engage the services of the following consultant for the school year at fees not to exceed the amounts noted below. of Consultant Brief Description of Expertise Descriptive Need for Consultant Consultation Fee Robert Berkowitz Mr. Berkowitz has over 30 years of teaching experience. In 2000, he was named a W.K. Kellogg Foundation Expert in Residence. He has been an Adjunct Instructor at Syracuse University s School of Information Studies, and Consultant to Mansfield State University s School Library & Information Technologies graduate program. Mr. Berkowitz acted as Library Media Specialist Consultant to a research skills-based English curriculum project that won National Council of s of English recognition as a Center of Excellence in English and the Language Arts. Mr. Berkowitz will provide professional development to teachers within the district regarding Big 6 Research Protocol for Information Skills to help prepare students for the future. Not to exceed $5,590 (RTTT Grant) The Board noted this consultant is from grant funding. Dr. Angela White also commented on the consultant and his role in the District. Motion Carried: 7-0 D-2 Resolution Regarding Donation of Sick Days to a Civil Service Staff Member RESOLVED, that the Board of Education authorizes and directs the Board of Education President to execute the agreement between the Ossining Board of Education and the Ossining School Unit, Westchester Chapter, CSEA; and be it further resolved; RESOLVED, that the Superintendent of Schools shall establish an appropriate internal procedure to comply with the intent of the aforementioned agreement.
