1 No it is not a disease A parliamentarian is an expert in parliamentary procedure and provides advise and consultation to individuals and organizations on parliamentary law, meeting procedures, governing documents such as bylaws, standing rules, policies and much more. A parliamentarian belongs to at least one professional organization and is bound by a strict Code of Ethics 1

2 Following proper meeting rules might seem a bit much in today s world, but it is truly more important than ever. Decisions are being made very quickly, and in extraordinary ways. As long as we continue to live in a law-suit happy world, there will be use for parliamentary procedure. Following whatever parliamentary authority the group chooses, such as Robert s Rules of Order, and following the bylaws - decisions will hold up in court. I can t give you everything you need to know about parlie pro in 90 minutes So, I picked 3 subjects to discuss: 1 - the fundamental principles 2 - how to process a main motion 3 - how parlie pro can be misused No matter how big or small the group - business must be conducted in a fair and impartial manner by balancing the rights of all persons and subgroups within the organization. 2

3 which is a good thing - of the MAJORITY - of the MINORITY - of the individual MEMBER - of the ABSENTEES and all of these TOGETHER It is usually the majority of members in a meeting that decide the general will of the group, but only following a free and open discussion (debate) on the issue. The majority rules, but remember you may be in the majority on this issue, but next time you could easily be in the minority 3

4 The right to be heard, which serves an important purpose because you might just persuade me to vote your way - making the minority the majority. Every member has to follow the same rules. A member can t speak a second time, until everyone who wants to has had the chance to speak the first time. If you want to make a motion, you only need one other person to go along with you. You can t be forced to vote if you don t want to. If you disagree with a ruling by the chair, get one other person to agree with you and the group must vote to either support the ruling or change it. 6 A course of Treatment The following are the six steps in processing a main motion: 1. A member makes a motion. 2. Another member seconds the motion. 3. The chair states the motion. 4. Members debate the motion. 5. The chair puts the question to a vote. 6. The chair announces the result of the vote. but first.. The member rises and addresses the chair by the appropriate title, or in a large assembly, like the ONA HOD, a delegate after recognition at the microphone, states name and constituent association 6

7 Having been recognized by the chair, all eyes now turn to you but. how do you say it? I move that (to) or Resolved, That sayan unlimited supply of chocolates will be on every table in the ONA House of Delegates. 7

8 I second the motion - or - second or like in the HOD the name entered on a motion slip but a second doesn t always mean what you think The Chair STATES the motion. It is moved and seconded that - an unlimited supply of chocolates will be on every table in the ONA House of Delegates. The chair then states, Is there any debate? Members debate the motion Before speaking in debate, a member must obtain the floor Maker of the motion has right to speak first if floor is claimed promptly or it is in rules All remarks must be addressed to and through the chair Debate must be confined to the merits of the pending motion 8

9 After going through the same steps as to make the original motion, a member states. I move to amend the motion by inserting the word Godiva after the word of and before the word chocolates so that if the amendment is adopted the motion would read that. an unlimited supply of Godiva chocolates will be on every table in the ONA House of Delegates. If seconded, the chair states the amendment and how the motion would read if the amendment is adopted The chair asks if there is any debate on the amendment only not the whole motion Debate over? Chair takes the vote only on the amendment that of inserting the word, Godiva Those in favor of the amendment, say aye. [Pause] Those opposed, say no. [Pause] 9

10 Which side has it Whether the amendment is adopted or lost The effect of the vote For Example: The ayes have it, the amendment is adopted. The motion now reads.. Or: The noes have it, amending the motion is lost. The motion is as follows. PASSES! The motion now reads- an unlimited supply of Godiva chocolates will be on every table in the ONA House of Delegates. 10

11 The (amended) motion is stated- It is moved and seconded that - an unlimited supply of Godiva chocolates will be on every table in the ONA House of Delegates. Then the chair asks, Is there any debate? Debate Another amendment is possible And then, finally the big vote What side has it, and the result - The ayes have it, the motion is adopted. Godiva chocolates will now be distributed. The next item of business is Or: The noes have it, the motion is lost. Chocolate will not be distributed. The next item of business is 11

You always have to have a motion The chair must vote to break a tie The parliamentarian rules The chair should always ask for unfinished business If the winner of the election chooses not to serve the second place candidate takes the position Saying so moved is a legitimate way to make a motion No difference between sizes of groups A member may raise a hand instead of standing A motion does not need to be seconded No limit as to how many times a member can speak to a debatable motion Discussion can occur without a motion pending Votes can be taken by a show of hands, instead of standing The chair- if a member- can introduce a motion, speak in debate and vote Not just a small group- but all committees-no matter the size The chair is the servant to the group The chair can only get away with what the assembly allows The chair was issued a gavel, not a crown 13
