Wascana Energy Inc. has submitted an application to drill an off-target well because the on-target well is to be abandoned. Pursuant to section 27 of The Oil and Gas Conservation Act, permission is granted to drill an off-target well to produce from the Bakken Formation located in legal subdivision 6 of Section W3M, subject to the following: 1 The maximum allowable rate of production will be calculated without penalty. Pursuant to section 17.1 of The Oil and Gas Conservation Act, approval is granted to Fraser Oil and Gas Ltd. to modify a waterflood project in the North Hoosier Basal Mannville Sand Voluntary Unit. Pursuant to section 27 of The Oil and Gas Conservation Act, approval is granted to Renaissance Energy Ltd. to drill one off-target oil well located at W3M, subject to the following: 1 The maximum allowable rate of production will be calculated without penalty. Pursuant to section 17.1 of The Oil and Gas Conservation Act, approval is granted to EnerMark Inc. to drill and complete one horizontal well in the Midale Beds underlying the south-west quarter of Section W2M, and to drill additional horizontal sections for the well Enermark W Kingsford 2HZ 2B4-26-4D underlying the north-east quarter of Section W2M, in accordance with plans filed with Saskatchewan Energy and Mines as Document No. H.W. 94 and subject to the following: 1 Good production practice is approved for the proposed well in the south-west quarter of Section W2M. 2 A maximum allowable rate of production shall continue to apply to the 2B4-26-4D well. INGOLDSBY FROBISHER-ALIDA BEDS POOL HORIZONTAL WELL PROJECT EXPANSION MRO 478/99. Pursuant to section 17.1 of The Oil and Gas Conservation Act, approval is granted to Renata Resources Inc. to drill and complete one horizontal well in the Frobisher-Alida Beds underlying the south-east quarter of Section W1M, in accordance with plans filed with Saskatchewan Energy and Mines as Document No. H.W. 236 and subject to the following: 1 A maximum allowable rate of production shall be assigned. OTHER AREAS OFF-TARGET WELL MRO 479/99 A 203. Pursuant to section 27 of The Oil and Gas Conservation Act, approval is granted to Penn West Petroleum Ltd. to drill one off-target oil well located at W3M, subject to the following: 1 The net productive area used in calculating the maximum allowable rate of production shall be determined in accordance with subsection 30(1) of The Oil and Gas Conservation Regulations, HOOSIER AREA-BAKKEN SAND HORIZONTAL WELL PROJECT EXPANSION MRO 480/99. Pursuant to section 17.1 of The Oil and Gas Conservation Act, approval is granted to Newport Petroleum Corporation to drill and complete one horizontal well in the Bakken Sand underlying Section W3M, in accordance with plans filed with Saskatchewan Energy and Mines as Document No. H.W. 741 and subject to the following: 1 Good production practice is approved. DEE VALLEY WASECA SAND POOL PILOT INFILL WELLS MRO 481/99. Pursuant to sections 17 and 27 of The Oil and Gas Conservation Act, approval is granted to Bellator Exploration Inc. to drill three pilot infill wells at C6-6, C W3M and C W3M, subject to the following: 1 Good production practice is approved. Pursuant to section 17.1 of The Oil and Gas Conservation Act, approval is granted to Renaissance Energy Ltd. to conduct a waterflood modification in the Verlo Roseray Sand Unit. Permission is granted to drill 3 oil wells on reduced well spacing, in accordance with plans filed with Saskatchewan Energy and Mines as Document No. P.M Dated at Regina, Saskatchewan, September 21, TANGLEFLAGS MCLAREN SAND POOL TANGLEFLAGS SPARKY SAND POOL TANGLEFLAGS G.P. SAND POOL TANGLEFLAGS LLOYDMINSTER SAND POOL TANGLEFLAGS MANNVILLE SANDS POOL MRO 483/99 PO 31. Pursuant to section 17 of The Oil and Gas Conservation Act, MRO 396/99 PO 26, dated August 25, 1999, is rescinded and the following provisions shall apply to the drilling of, and production of oil and gas from, vertical oil wells in the Tangleflags McLaren Sand Pool, Tangleflags Sparky Sand Pool, Tangleflags G.P. Sand Pool, Tangleflags Lloydminster Sand Pool, and the Tangleflags Mannville Sands Pool, effective October 1, 1999: 1 The drainage unit shall be one legal subdivision with the exception of the area described in clause 2(a) where the drainage unit shall be the north half or the south half of a legal subdivision. 2 The target area shall be square with 200 m sides located in the south-east corner of the drainage unit, with exception of the following areas: (a) For lands lying West of the Third Meridian: In Township 50, Range 24: Section 18; Section 30; Section 32; In Township 51, Range 24: the west half of Section 19; the west half of Section 30; In Township 50, Range 25: legal subdivisions 13, 14 and the east half of Section 22; Section 24; the east half of Section 28; Section 34; the south half of Section 36: (i) in the north drainage unit of the legal subdivision, the target area shall be a square with 100 m sides located 50 m from the north and west sides of the drainage unit; (ii) in the south drainage unit of the legal subdivision, the target area shall be a square with 100 m sides located 50 m from the south and east sides of the drainage unit. 3 If a well is not completed within the target area, the minister may reduce the area used as a factor in determining the MARP. 4 Samples of drill cuttings from formations below the top of the Devonian System shall be taken and delivered to the Department. 5 Wells licensed prior to October 1, 1999, shall be considered to be completed within the target area. Pursuant to section 17.1 of The Oil and Gas Conservation Act, approval is granted to Petrovera Resources Ltd. to construct the facilities and to recomplete eight wells as pressure maintenance water injection wells in Section W3M, in accordance with plans filed with Saskatchewan Energy and Mines as Document No. P.M and subject to the following: 1 Installations shall be subject to the approval of a field representative of Saskatchewan Energy and Mines prior to the commencement of water injection and subsequent to any modification to such installations. 2 The wellhead injection pressure shall be limited to a maximum of kilopascals (kpa). 3 Annual progress reports shall be submitted to the Engineering Services Branch of Saskatchewan Energy and Mines. Pursuant to section 17.1 of The Oil and Gas Conservation Act, approval is granted to Oiltec Resources Ltd. to drill and complete one horizontal well in the Red River Formation underlying the south-west quarter of Section W2M, in accordance with plans filed with Saskatchewan Energy and Mines as Document No. H.W. 802 and subject to the following: 1 A maximum allowable rate of production shall be assigned. The Certified General Accountants Act, 1994 [section 15] AMENDMENTS TO REGULATORY BYLAWS APPROVED BY THE BOARD OF GOVERNORS OF THE CERTIFIED GENERAL ACCOUNTANTS ASSOCIATION OF SASKATCHEWAN (May 15, 1999) 1 Delete subsections 304(4) and 304(5). 2 Add subsection 304(4) to read as follows: Any member engaged in the practice of public accounting shall adhere to the requirements and maintenance of the practice of public accounting standards forming Part V of these bylaws as a condition of maintaining membership. 3 Renumber subsection 304(6) to 304(5). 4 Add Part V Requirements and Maintenance of the Practice of Public Accounting Standards, as follows: PART V Requirements and Maintenance of the Practice of Public Accounting Standards 500 Minimum Experience Requirements (1) To enter the practice of public accounting, a member: (a) shall have obtained a minimum of two years of public accounting experience as an employee of a professional accounting firm within the previous five years from the date of application for registration in the practice of public accounting; or (b) will submit to the mentoring program administered by the association, and such mentoring program shall consist of a review of the first 10 (or such other number as determined by the mentor and agreed to by the association) audit and/or review engagement files and related corporate tax work within one month of their release by another member engaged in the practice of public accounting approved by the association as a mentor. 501 Education Requirements (1) Within one year after registering for the practice of public accounting, a member is required to complete the following courses administered by the association unless the member is granted an exemption for one or more of these courses based upon relevant experience as adjudged by the association: (a) orientation to public practice courses; (b) an acceptable taxation course; and (c) an accounting and auditing standards refresher course. 502 Maintenance Requirements (1) Annually all members, engaged in the practice of public accounting, must complete a registration form and submit a registration fee and the fee determined under Section 206 on or before June 30. (2) All members engaged in the practice of public accounting must carry errors and omissions insurance with a minimum one million dollars per occurrence and three million dollars aggregate. (3) All members engaged in the practice of public accounting must maintain an up-to-date copy of the CGA Public Practice Manual, the CICA Handbook, and, if furnishing advice on income taxation matters, an up-to-date copy of the Income Tax Act. (4) All members engaged in the practice of public accounting shall adhere to the practice standards as promulgated in Section R304 of the code of ethics. (5) All members engaged in the practice of public accounting must submit to a practice review, as described in Section 503, at least once every four years. 503 Practice Review (1) The association shall: (a) engage a member or members to conduct a review of the methods of practice of any member engaged in the practice of public accounting, in accordance with the standards of the association; and (b) as part of the review, require a member engaged in the practice of public accounting to produce any books, documents, working papers, other papers, computer records or files in the member s possession, custody or control except: (i) financial records for the practice under review; or (ii) where previous trust or other agreements have been made for the protection of the member s client. Carrothers, Corporate Secretary, The North West Life Assurance Company of Canada. 24/01 EXTRACTS FROM THE RULES AND PROCEDURES OF THE LEGISLATIVE ASSEMBLY OF SASKATCHEWAN RELATING TO PRIVATE BILLS PETITIONS 12(1) A petition to the Assembly may be presented by a Member at any time during the sitting of the Assembly by filing the same with the Clerk of the Assembly. (6) Petitions may be either written or printed, provided always that when there are three or more petitioners, the signatures of at least three petitioners shall be subscribed on the sheet containing the prayer of the petition. (9) No petition can be received which prays for any expenditure, grant or charge on the public revenue, whether payable out of the Consolidated Fund or out of moneys to be provided by the Assembly. NOTE: A form of Petition can be obtained on application to the Clerk of the Legislative Assembly. PRIVATE BILLS 64(1) All petitions for Private Bills shall be in duplicate and shall be filed with the Clerk of the Assembly not later than the twentieth sitting day of the Session. (2) No petition for any Private Bill shall be received by the Assembly if presented after the first twenty-five sitting days of the Session. (3) No Private Bill may be introduced in the Assembly after the first thirty sitting days of the Session. 65(1) Every applicant for a Private Bill shall deposit with the Clerk of the Assembly along with the petition for same, two copies of the bill, with marginal notes inserted, and an accepted cheque payable to the Minister of Finance for the sum of two hundred and fifty dollars, if the said bill does not exceed ten pages, and fifteen dollars additional for each page over that number, four hundred and fifty words shall be held to constitute a page. (2) In the case of a bill incorporating a company, a receipt from the Registrar of Joint Stock Companies for any statutory fees required shall also be deposited with the Clerk of the Assembly. 66 No remittance of a deposit on account of a Private Bill or any portion thereof shall be ordered by the Assembly unless the same has been recommended by the committee charged with its consideration, or unless the bill has been withdrawn, rejected or not reported upon, in which cases the actual expenses incurred shall be deducted from the deposit received before making such remittance. 68(1) All petitions to the Legislature for Private Bills of any nature whatsoever, shall require a notice, clearly and distinctly specifying the nature and object of the application and where the same refers to any proposed work, indicating generally the location of the work, and signed by and on behalf of the petitioners, with the address of the party signing the same; and when the petition is for an act of incorporation the name of the proposed company shall be stated in the notice. (2) Such notice shall be published prior to the filing of the petition with the Clerk of the Assembly as required in Rule 64(1) in two consecutive issues of The Saskatchewan Gazette and four consecutive issues of a newspaper, published in English and having circulation in the locality affected. (3) A copy of the notice with a statutory declaration of the several publications of advertisement shall be filed with the Clerk of the Assembly along with the petition and bill. 69(2) Every bill for an act of incorporation, where a form of model bill has been adopted, shall be drawn in accordance with such model bill, copies of which may be obtained from the Clerk of the Assembly. Any provisions contained in any such bill which are not in accord with the model bill shall be inserted between brackets and shall be so printed. 72 When any bill for confirming any agreement is filed with the Clerk of the Assembly a true copy of such agreement must be attached to it. COMMITTEE RULING In cases where the proposed bill provides that the property to be used or occupied by the petitioner be exempt from taxation, either in whole or in part, the petitioner must file with the Clerk of the Assembly, along with the petition, a written statement from the local municipal authority in which the said property is situated approving the intent of the provisions of the proposed bill which provide for the exemption from taxation. The name of the Member who is to present the petition and Private Bill must be furnished to the Clerk of the Assembly at the time of filing the petition.
