1 Ligonier Township Supervisors Regular Meeting March 12, 2017 The Ligonier Township Supervisors met in regular session at 7:00 PM with the Pledge of Allegiance opening the meeting. Present were Chair, Wade Thomas; Secretary/Treasurer, Stephanie Verna; Vice Chair, Paul Knupp; Supervisor, John Beaufort; and Supervisor, D. Scott Matson is absent. Public Comment 1. Anne McDougall, Ligonier, PA Inquired about the timeline of the Joint Comprehensive Plan and public comments, Manager Carcella directed her to address those questions to the Planning Commission at their next meeting on March 22, A motion was made by John Beaufort and seconded by Paul Knupp to approve the minutes of the February 27, 2018 meeting. Motion carried. Supervisor Staff Report 1. Stephanie Verna They have received the SALDO draft and the next Planning Commission meeting on March 22, 2018 at 7 PM. She plans to attend to take some comments she has and will take other supervisors comments that they may have. Manager s Report Terry Carcella reported the Bridge on 711 will go to a single lane by a traffic signal on April 2, Dumpster Day is scheduled for April 28, 2018 from 8am to 12pm and will be taking electronics. PA Department of Transportation has supplied DEP permit for Wilpen Road erosion. Police Report

3 Public Works A forty-eight thousand dollar grant for Peoples Road and a fifty thousand four hundred twenty-three dollar grant for Berkley Road have been awarded from the Conservation District. Engineer Report Caitlin Bell has started the GP 11 permit for Peoples Road and the project is expected to start in August. Clifford Woods Road Bridge Project has been delayed to June start due to high waters; plan to start May 30, 2018, anticipate completion by August 22, Solicitor Report We will have a hearing on a conditional use at 7:30 PM. SALDO draft to move on after he reviews comments by all. He explained the application process of the SALDO ordinance and the pending status not existing for the SALDO. Zoning/Code Enforcement Terry reported:

Police Bargaining Unit Notice of Upcoming Negotiations Treasurer s Report-Stephanie Verna stated that the General Fund account balance is $,482, the Act 13 account balance is $39,619.82, the K-9 account balance is $46,499.83, the Liquid Fuels account balance is $ the Developer s account balance is $12,544.00, Liquid Fuels Investment Account is $410,103.83, the Equipment Fund $18,890.98, and the Capital Reserve CD s $416, for a total of $1,427, No action required.

5 A motion was made by Stephanie Verna and seconded by Paul Knupp to approve payment of March 12, 2018 Bill Payment lists. Motion carried. Old Business None Chair, Thomas asked about the large tree cutting in Right-Of-Way situation and persuade to settle it. A motion was made by Paul Knupp and seconded by John Beaufort to approve Solicitor, Korns to draft a new resolution for safety tree cutting in Right-Of- Way for next month s meeting. Motion carried. New Business A motion was made by Paul Knupp and seconded by John Beaufort to approve Resolution # Loyalhanna Watershed AG Security Notice of Deemed Approval. Motion carried. A motion was made by John Beaufort and seconded by Paul Knupp to approve conditional use for Eastwood Inn with all permits required. Motion carried. Chair, Thomas tabled the approval to send Ordinance # Ligonier Township Subdivision and Land Development copy to Westmoreland Country for thirty-day review to next meeting. A motion was made by Paul Knupp and seconded by Stephanie Verna to approve request for RFP of micro seal type A for sealed bids return by April 24, 2018 at 4:30 PM. Motion carried. Public Comment None Supervisors Comments Supervisor Scott Matson Not Present. Supervisor Paul Knupp No Comment. Supervisor John Beaufort Police consolidation moving forward, working on budget and agreement with the borough. Supervisor Stephanie Verna No Comment. Supervisor Wade Thomas Announced that he created a mini safety committee consisting of Chief Matrunics, Supervisor Knupp, Solicitor Korns, and himself for the employees.
