2 Transportation Committee Meeting Minutes Thursday, October 22, :00AM Denny s Restaurant Call to Order: The regular meeting of the Transportation Committee was called to order on Thursday October 15, 2015 at 7:00AM by Sarah Lefebvre, Chair. Committee Members Present: Bill Brophy, Roger Burggraf, Cliff Everts, Tom George, Stan Halverson, Deb Hickok, Sarah Lefebvre, Jim Little, David Miller, Clark Milne, Jeff Roach and Lake Williams. Committee Members Absent: Donna Gardino, Katrina Martolano, John Phillips and Ray Richards.. Guests Present: Ken Collette, Bob Tilly, Richard Hanningan, Alan Hoza, Trish Main, Ken Hall. Staff Present: Liz Wolfe. Agenda: There was a duplicative agenda item. Staff will combine the items. Hearing no objections, the agenda was approved as amended. Minutes of Previous Meeting: The minutes of the October 15, 2015 meeting reflected that the October 1 st minutes were approved at the previous meeting and should have reflected that the October 8 th minutes were approved. Staff will amend the minutes. The minutes of the October meeting were approved as amended. Presentation: Meadow Bailey, Public Information Officer with Alaska DOT & PF, presented the committee with an update on the 2015 icing and flooding on the Dalton Highway. The presentation included pictures of the Dalton in March of 2015 that show the extreme level of icing. There was a total of 18 days of road closure on the 414 mile road. Governor Walker declared a State disaster on April 7, 2015 and declared a second disaster on May 21 st. Meadow shared methods that crew used to divert water and reinforce berms by the road. A unified incident command was put in place to notify people of the status and to identify the most essential loads that would be allowed to access the road, which was only open to limited traffic during certain periods. Flaggers were essential in managing one-way traffic during this period. Repair work began May 25th, as the water began to recede. Road reopened June 1 st at 8am. $17m in repairs.there is no action requested of the committee at this time. Presentation was informational; staff will forward a PDF version of the slide presentation to the committee. New Business: Chair would like to the committee to sponsor a Public Private Partnership Conference through the Chamber. She provided the committee with some information on what a partnership looks like as well as a sample outline of a possible series including the target audience. The committee discussed MOTION: A motion was made and seconded that the committee support the Chamber sponsoring a conference series on public private partnerships to be held in Fairbanks, as part of our efforts to understand the pros and cons of financing methods for public infrastructure. Unfinished Business: The committee did not discuss their proposed 2016 priorities at this meeting. Sarah hopes to have them ready for the committee to review at the next meeting. Other Communication: Meadow shared information on the United Way campaign with the committee. Deb shared the backstory on the FAI article in the Airport of the World magazine, which also features one of Everts Air aircrafts on the cover. The FAI airport has ordered 25 copies of the magazine and folks can order it online as well. National Business Aviation Association had 2 of their staff in Fairbanks to attend several meetings. The Chair handed out a sheet on teen driving safety week. Adjournment: The Chair adjourned the meeting at 8:04AM

4 2015 Moolin Seminar Alternative Project Delivery Systems for Governments in Alaska Are there legal alternatives to low-bid construction contracting by governments in Alaska? The default project delivery system for governments in Alaska (and nationwide) is Design-Bid-Build (DBB), which awards the construction contract to the lowest bidder that can obtain bonding. Faced with complex projects and tight schedules, governments often see an advantage in alternative systems such as Design-Build and Construction Manager at Risk (also called General Contractor/Construction Manager). Often smaller projects, special projects, and projects in rural Alaska benefit from other project delivery systems such as Job Order Contracting, Force Account, Emergency Contracting, or novel project systems based on local needs and resources. State of Alaska and Federal procurement codes allow alternatives to DBB under some circumstances and most of these alternative methods have been used in Alaska. So, how are they working? That s the substance of this Moolin Seminar. We ll hear from managers of projects and programs describe various project systems and their benefits and challenges. There will be sufficient time for the attendees to discuss variations and good practices. The family of Frank Moolin, the chief construction engineer of the Trans Alaska Pipeline, endowed a series of seminars about project management in Alaska. The first seminar presented the management of mega-projects. This second Moolin seminar will treat alternative methods of delivering projects, other than traditional low-bid contracting. 7 Highway Bill Takes Major Step Forward After Bipartisan Vote by House Transportation and Infrastructure Committee On Oct. 22, 2015, the House Transportation and Infrastructure (T&I) Committee unanimously approved H.R. 3763, the Surface Transportation Reauthorization and Reform (STRR) Act of 2015, to reauthorize and reform Federal-aid highways and highway safety programs. The overwhelming bipartisan support reflected in a voice vote in favor of the bill came after lawmakers expressed the need to pass a fiscally responsible program that sustains America s infrastructure. I am proud that we were able to work together and find a commom ground on this important bipartisan legsislation said T&I Committee Chairman Bill Shuster (R-Pa.). A quick summary of the legislation can be found here. While the STRR Act brings our industry closer to securing a multi-year highway bill, the measure lacks the funding necessary to provide the long-term certainty needed to create a system that promotes safety and greater mobility. The $325 billion legislation provides six-years of contract authortiy with only three years of baseline funding, $16 billion below the spending levels assumed in the Senate-passed DRIVE Act. The allocation of the $325 billion is: $261 billion or highways, $55 billion for transit and $9 billion for national highway safety efforts. Total New Highway Funding under House and Senate Bills (in millions) House Bill 40,995 41,606 42,338 43,192 44,046 44,940 45,835 Senate Bill 40,995 42,365 43,636 45,070 46,498 47,622 48,772 As a result, NAPA and industry stakeholders sent letters to the T&I Committee prior to the markup congratulating them on reaching an agreement to reauthorize the Highway Trust Fund (HTF), but expressing concerns with the inadequate funding levels in the legislation, specifically that current investment levels do not allow state transportation departments and the transportation construction industry to plan for long-term, large-scale highway improvement projects. In regards to the HTF reauthorization timeline, there is no fixed schedule for the full House to take up the measure before the HTF expires on Oct. 29, making it apparent that Congress will be forced to enact yet another short-term extension. Hill staff has indicated that moving the legislation off the House floor and into conference remains a top priority, where both the House and Senate will hash out the funding mechanisms to support the $32 billion necessary for FY NAPA professional staff will gain more clarity after the Highway Coalitions meeting on Monday, Oct. 26 with Majority Whip Steve Scalise (R-La.), Chief Deputy Whip McHenry (R-N.C.), and Chairman Shuster (R-Pa.) to discuss the path forward on a long-term highway funding solution. STRR Act Takeaways Approved by the House Transportation and Infrastructure Committee on Oct. 22, Create a new competitive grant program, the Nationally Significant Freight and Highway Projects program, funded at $743 million annually. Allows up to $500 million in the program to be used for rail freight projects paid for out of the HTF - Transportation Construct Coalition Letter opposing the provision. Reduce TIFIA from $1 billion annually to $200 million, while lowering the threshold for projects from $50 million to $10 million. Reauthorizes the Accelerated Implementation and Deployment of Asphalt Pavement Technologies (AID-PT) program at $6 million annually. Provide grants to states to demonstrate user-based alternative revenue mechanisms that use a user fee structure to maintain solvency of the Highway Trust Fund. Two pavement amendments added to the legislation: "Innovative Materials" and "Highway Durability/Sustainability Study."
