1 HARRINGTON SCHOOL DISTRICT #204 BOARD OF DIRECTORS MEETING HIGH SCHOOL HOME EC ROOM Executive 6:30 PM April 29, 7:00 PM The board entered into executive 6:30 pm pursuant to ,(1),(g) to evaluate performance of a public employee(s) for 30 minutes. The meeting came out of executive 7:00 pm. There was no action taken. CALL TO ORDER: The regular meeting was called to order by Chairman Darren Mattozzi, at 7:07 PM. MEMBERS PRESENT: Present at the meeting were Board of Directors Chairman Darren Mattozzi, Vice President Mark Kramer, Alan Tanke, Brad Simpson, and Linda Mielke. Staff members present were, Superintendent Mike Perry, Principal Justin Bradford, Jane Talkington, LaMarr Larmer, Tyson Linstrum, Mike Cronrath, Taunya Sanford, Betty Warner, and Dave Nighswonger. Community members and students present were Derek, Jacob, Frank, and MariAnne Montgomery, Justin Slack, William, Gene, and Gayle Mann, Jeanne and Todd Baarstad, Sam Nighswonger, Isabelle Phillips, Vanessa Larsh, Peter Davenport, and Mark and Marsha Smith from the Davenport Times. FLAG SALUTE: The flag salute was led by Darren Mattozzi. Brad Simpson moved and Mark Kramer seconded the motion to approve the changes to the board agenda. The motion carried 5-0. CONSENT AGENDA: The Consent Agenda included the March 25, 2015 minutes, April and April 14, 2015 Board Work Sessions; April 2015 accounts payable and payroll. Warrants: General Budget (First Run) #807726, equaling $909.79, (Second Run) # , equaling $34,246.44; Payroll Warrants # , equaling $148,858.15; ASB (First Run) #807727, equaling $1,950.37, (Second Run) # , equaling $2,137.76; Private Purpose Trust Fund Warrant #0, equaling $0; Transportation Fund Warrants #0, equaling $0, Capital Projects Fund Warrants #0, equaling $0. Mark Kramer moved and Brad Simpson seconded the motion to approve the consent agenda. The motion carried 5-0. DELEGATIONS: Derek Montgomery represented the ASB and reported that the ASB elections will be held the week of May 18 th. The trip that the band took to Disneyland was very successful. Upcoming events include the Junior Live Stock Show and WA State FFA Convention in May. Dave Nighswonger reported that the Disneyland band trip was incredible! The behavior of the students was exemplary and very positive. They were honored to be a part of this experience, especially being from such a small town with only a 20 member band.

2 A couple of students remarked on what a great trip it was and a big Thank You came from Sam Nighswonger for all of the support from the school and board. Gene Mann discussed the FFA and Ag programs along with asking the board to take in to consideration the money that is needed to get things up and running in the shop. REPORTS: Board: Darren Mattozzi attended his first WSSDA Leadership meeting. He was the only one in attendance from a school with 100 students or less. A representative from WSSDA is planning on coming out this fall to provide some training for the board members. Linda Mielke talked about the Ag Advisory meeting that was on April 21 st. The plant sale is set for May 20 th 30 th. There was an employee from NEW ESD 101 that came and inspected the shop and let the district know what equipment needs to be updated and fixed. There needs to be money budgeted next year for these expenses. Also, some work needs to be done on the helmets and welders. A team of five FFA members qualified for the State Convention and the cost is $195 per student. Darren Mattozzi reminded the board of the WSSDA regional meeting at Freeman High School on May 6 th. Superintendent: Dr. Perry reported on the following items: 1. There needs to be a discussion with any interested board, staff, community members, and parents who would like to be involved with concern of all the activities that the students are involved in and how much school they are missing due to these activities. 2. There is a statewide protest against the Smarter Balance testing. Dr. Perry believes that if the staff is relaxed while administering the testing, the students will also relax. 3. The Legislature update: the Regular Session has ended, but the Special Session has started and is limited to 30 days. The Senate s proposal would include a COLA for employees in the educational field of 1.8% and 1.2% for each of the next two years; however, the House also provides an additional COLA by a total of 3.0% and a 1.8%. McCleary - asked for an extension until the budget is finalized, with the House providing $1.4 billion and the Senate $1.3 billion. 4. A bill should end in regards to a levy rate cap set at $1.26 per $1000 which would do away with levy equalization. 5. Board of Director Positions #1, #2, and #5 terms are up this year and the first day of filing in person is May 11 th 15 th. 6. The big wooden toy on the playground has become a safety concern. Replacement parts are unavailable and it has been a problem with yellow jacket hives. The Safety Committee recommends taking the toy down and maybe looking into grant monies to replace it. 7. A board grant was discussed to help fund the cost of the FFA State Convention in Pullman for five students who made it as a parliamentary procedure team. It was decided that there are other ways to get the funding for this cost. Principal: Mr. Bradford discussed the following items: 1. The Disneyland trip was the easiest field trip that he has ever been on. He praised Dave Nighswonger and thanked him for how smoothly it ran and the students were awesome. 2. Monday, May 4 th the Harrington students and part of the staff are going to participate in the Harrington Clean-up Day.

3 3. On May 20 th a Community Forum will be held at the school from 5:00 pm to 6:00 pm in regards to what is working, things that need to be changed, and building a plan and vision for the future. 4. Academic Awards will be on June 1 7:00 pm. 5. During the week of the band trip, some of the junior high and high school students participated in such activities as golfing and cooking. Thirteen students received their food handler s permits. NEW BUSINESS: 1. Linda Mielke made and Alan Tanke seconded the motion to approve the hiring of Justin Bradford, Jr. as the Superintendent/Principal for The motion carried A. Approve the hiring of the following Fall Coaches: Linda Mielke made and Brad Simpson seconded the motion to approve Lanae Carper as HS Head Volleyball Coach. The motion carried 5-0. Mark Kramer made and Linda Mielke seconded the motion to approve LaRee Kuchenbuch as HS Assistant Volleyball Coach. The motion carried 5-0. Mark Kramer made and Linda Mielke seconded the motion to approve Larry Weber as JH Head Football Coach. The motion carried 2-yea and 3-nay, failing approval. The motion carried Brad Simpson made and Alan Tanke seconded the motion to take the approval of the School Calendar off of the table and discuss the surveys. There were 30 total responses with 80% yea and 20% nay. 11. Alan Tanke made and Brad Simpson seconded the motion to approve the School Calendar. The motion carried 5-0. Peter Davenport s main interest of discussion is the money being spent in the Harrington School District. He suggested that the Harrington School make an effort to get funding information into the hands of community members before the budget hearing so the citizens can make an educated vote before the next levy. A copy of the proposed Operating Budget for the Harrington School District is always available prior to the budget hearing. Gene Mann stated that the Ag program needs money for updates as soon as possible. Gayle Mann remarked that she wants the FFA program to be a success and that communication has been lacking in the past few years. Mark Smith, with the Davenport Times commented on how impressed he was with in dealing with one of our students, Lanessa Simon. She was very personable, polite, and enthusiastic. 12. Action will be taken on the approval of the Office Manager position following the executive session. 13. The regular board meeting 8:47 pm and the board convened into executive 9:00 pm pursuant to ,(1),(g) to evaluate performance of a public employee(s) for 30 minutes. The meeting came out of executive 9:30 pm and 9:31 pm for an extended 10 minutes. The meeting came out of executive 9:41 pm and the regular session 9:42 pm. There was no action taken. 14. Alan Tanke made and Mark Kramer seconded the motion to approve the Office Manager position. The motion carried 4-1.
