2 The Chair thanked Linda Te Aho for her contribution to the committee and introduced the new representative from Waikato Tainui, Wharekehi Winikerei. The meeting was opened with a karakia Apologies Grant Kettle Raukawa Settlement Trust Henk Weijers Community Representative Colin Guyton Community Representative Helen Moodie Dairy NZ Accepted SECTION A UNDER DELEGATION FOR THE INFIRMATION OF COUNCIL Confirmation of agenda agenda item 2 Cr Barry Hickling moved/cr Kathy White seconded UWCC17/01 THAT the agenda of the meeting of the Upper Waikato Catchment Committee of 28 March 2018, as circulated, be confirmed as the business for the meeting. The motion was put and carried (UWCC17/01) Disclosures of interest agenda item 3 There were no disclosures of interest. Public forum agenda item 4 Doc There were no attendees at the public at the Forum. The public forum were advertised locally in the newspaper prior to each meeting at the cost of approximately $1000 per meeting. The value of this advertising was questioned given the lack of public interest in the forum. There were alternative forms of advertising that could be considered that did not involve the cost of publishing in the newspaper. It was suggested that the forum be retained, but the additional newspaper advertising cease. Doc # Page 2

The motion was put and carried (UWCC17/02) Minutes of previous meeting agenda item 5 Doc Chris Sutton moved/evelyn Forrest seconded UWCC17/03 THAT the Minutes of the Upper Waikato Catchment Committee meeting of 24 November 2017 (Doc ) be approved as a correct record subject to noting that: 1 the word trothing on page 8 of the Minutes should be truthing 2 the reference on page 8 of the Minutes had not been cleaned for six years. should be had not been cleaned for seven years. 3 the words Didham and Ruffell on page 16 of the Agenda should read Dylan Ruffle. The motion was put and carried (UWCC17/03) Issues/actions from Upper Waikato Catchment Committee meeting 24 November 2017 agenda item 6 Doc Presented by Anne McLeod Section Manager Upper Waikato/Taupō to report back on actions and issues discussed at the previous Upper Waikato Catchment Committee meeting held on 24 November Cr Stu Kneebone moved/mason Jackson seconded UWCC17/04 THAT the report Issues/Actions from Upper Waikato Catchment Committee Meeting 24 November 2017 (Doc ) dated 19 March 2018 be received. The motion was put and carried (UWCC17/04) Doc # Page 3
4 Chair s report Agenda item 7 This was a verbal report from the Chair providing an update on matters of interest to the committee. One member voiced their concern that the upcoming release of a new variant of the rabbit virus had not been the subject of a council workshop. It was felt that the issue had not been adequately addressed at council level. It was noted by another member that a workshop would have caused some delay so that release before the first frost, as required, would have been unlikely. This would have meant that the release would have to have been postponed until next year, creating difficulties for areas in the Waikato in urgent need of improved rabbit control. Sally Strang moved/george Moss seconded UWCC17/05 THAT the Chair s report be received. The motion was put and carried (UWCC17/05) Long Term Plan agenda item 8 Doc Presented by Anne McLeod Section Manager Upper Waikato/Taupō to provide the committee with an update on the development of the Long Term Plan. It was felt that the Plan should make provision for wallaby containment to prevent the population getting out of control. This could be included in a submission. There was a request that a map identifying areas for proposed for wallaby control be made available to the committee. The Long Term Plan indicated that additional funding was proposed for the Upper Waikato catchment to support the Whirinaki catchment. It was suggested that members of the committee get together to draft a submission for committee approval. It was suggested that the Reporoa Valley Facebook site needed more information to correct inaccurate community impressions on the regional theatre proposals. Council would be engaging a senior biosecurity officer to work out of the Taupō council office. Concern was raised that there would be insufficient effort applied to the continued control of yellow bristle grass. Any submission should support the Whirinaki arm. The Chair, George Moss volunteered to organise a submission for committee approval. Members were asked to their ideas to the Chair. Doc # Page 4
5 Evelyn Forrest moved/george Moss seconded UWCC17/06 1 THAT the report Long Term Plan (Doc dated 09 March 2018) be received. 2 THAT the committee engages in the Long Term Plan public consultation process as outlined in paragraph 12 of this report. 3 THAT members the Chair with submission ideas. These would be put together by the Chair and George Moss for presentation to and decision by the committee as to the final content of a submission. Catchment committee community appointment process agenda item 9 Doc and The motion was put and carried (UWCC17/06) Presented by Anne McLeod Section Manager Upper Waikato/Taupō to provide the committee with an update on the appointment of community appointees to catchment and land drainage advisory committees. George Moss moved moved/evelyn Forrest seconded UWCC17/07 THAT the report Catchment committee community appointment process (Doc , dated 28 March 2018) be received. The motion was put and carried (UWCC17/07) Whirinaki catchment Project Working Group agenda item 10 Doc Presented by Anne McLeod Section Manager Upper Waikato/Taupō to provide the committee the opportunity to nominate a representative to sit on the Project Working Group for the Whirinaki Catchment Project. It was suggested that the word roadblocks on page 37 of the agenda be changed to removal of impediments. The Working Group would establish criteria for the approval of flagship projects. It was expected that there would be a focus on areas that would result in the most impact. Priority was to reduce the amount of sediment and improve utilisation of soil in the catchment. It was about matching land use practice and land use capability. The process would be a voluntary one for landowners. The community would need to be kept informed. The governance group for the Working Group is the Co governance Committee. It was suggested that Ritchie Stokes provide this liaison. Ritchie indicated he was willing to volunteer. Doc # Page 5
6 Chris Sutton moved/cr Barry Hickling seconded UWCC17/08 THAT the report Whirinaki Catchment Project Working Group (Doc ) dated 20 March 2018 be received. THAT Ritchie Stokes provide liaison between the Upper Waikato Catchment Committee and the Project Working Group for the Whirinaki Catchment Project including, amongst other things, attending Project Group meetings. Upper Waikato Zone Plan light review update agenda item 11 Doc The motion was put and carried (UWCC17/08) Presented by Allan Kirk Zone Manager Upper Waikato/Taupō to provide an outline of the approach being taken to carry out the light review of the Upper Waikato Zone Plan and to provide the committee with an update of progress to date. A consultant had been engaged to update the format of the zone plan. Allan would liaise with iwi to ensure the zone plan is aligned with their plans. A draft would be ready by the end of April. One member suggested an appendix to the plan of groups that can assist with catchment health or are undertaking works within the zone. It was noted that Council was in the building stage of a regional map showing who and where work was being undertaken. A group of committee members were asked to volunteer to work with other agencies to achieve improved outcomes using a coordinated approach. Mason Jackson, Evelyn Forrest, George Moss, Wharekehi Winikeri and the Chair volunteered to undertake this work. This was supported by the committee. Cr Kathy White moved/mark Seymour seconded UWCC17/09 THAT the report Upper Waikato Zone Plan Light Review Update (Doc dated 28 March 2018) be received. THAT Mason Jackson, Evelyn Forrest, George Moss, Wharekehi Winikeri and the Chair work with the Zone Manager to assess and guide the review process. The motion was put and carried (UWCC17/09) Upper Waikato Zone Status Report to 28 February 2018 agenda item 12 Doc Presented by Allan Kirk Zone Manager Upper Waikato/Taupō to provide the committee with an update on the status of zone activities year to date. 7 During discussion, the following points were noted: Allan was thanked for forging positive relationships with landowners by utilising the council s advisory function at the forefront of relationship activities. The slight underspend on page 42 of the agenda reflected the timing of works over the year rather than an actual underspend. Will catch up on spending.
