Women are late deciders, and make up a higher number of undecided and swing voters than men.

15 Priorities Interagency Committee of State Employed Women (ICSEW) o Strengthen our role as a policy advising body o Increase awareness of ICSEW within agencies and communities o Empower women to positively shape their lives o Increase engagement of state employees o Promote inclusion and cultural competency among state employees

16 Where it All Started: 1963 Following a call by President Kennedy for a survey on equality and legal rights of women, the WA State Commission of the Status of Women was established by Governor Rosellini. 29 appointed men and women charged with reviewing status of women in public and private sectors. Result: Great need for industry to accept the fact women were in the labor force to stay. Gov issued Exec Order requiring discrimination against women be eliminated.

17 The Year of Change: 1970 After many changes to the Commission, Governor Evans established a 13-member committee called the Washington State Commission on the Status of Women. Evaluate the state s response to the 1963 Commission report and make further recommendations for change. Advised Washington State governors on issues including employment practices, labor laws, discrimination, comparable worth, family leave, dependent care, mentoring programs, and domestic violence. Provide community service in the form of drives to collect items such as clothing, school supplies, foster care needed items, and cell phones to support domestic violence efforts.

18 Equal Rights: Governor Evans established the WA State Women s Council by Exec Order to report on women s rights in the state and make recommendations for legal changes to improve the status of women. Equal Rights Amendment passes, which states, Equality of rights under the law shall not be denied or abridged by the United States or by any state on account of sex.

19 Governor Advisor: 1977 WA State Women s Commission formed by Legislature as a statutory replacement for the Council. Funding was eliminated. As a result, Governor Ray rescinded the EO for the Women s Council and changed the focus to advising the Governor.

20 Training and Raises: 1980 s 1984: First biennial conference held in Seattle. 1986: Comparable Worth Settlement Agreement in Washington State. Equal to starting payment of over $41.4 M in salary increase implementing comparable worth and $10M each year for the next six years. 1989: Gov Gardner reaffirmed support by EO and the name was changed to the Interagency Committee of State Employed Women (ICSEW), expanded to include Higher Ed and the judicial system.

21 Domestic Violence Prevention: 1990 s 1994: Governor Lowry endorsed ICSEW s 2-year plan, which established 4 standing committees: Education, Communications, Membership, and Budget. Later that year, Health and Wellness was established in response to a statewide poll that showed 76% or responders rated wellness as a top priority. 1996: US Department of Labor recognized ICSEW for its research and recommendations to the Governor. Domestic Violence added as an issue due to impact on the workplace. EO on the Domestic Violence and the Workplace.

22 A Stronger Voice: 2000 s 2006: Gov Gregoire established EO recognizing the need for greater representation of women in state government, expanded to include smaller agencies. 2010: With the Office of the S.O.S, participated in the Day of Jubilation, celebrating 100 th anniversary of women s suffrage in WA State.

30 Where Will 2015 Lead Us? Goal 1: All state agencies and representatives are aware of and engaged in supporting ICSEW Mission, Vision and Priorities. Goal 2: Agencies, committee partners and the public have access to information about and are aware of ICSEW. Goal 3: ICSEW activities are focused on supporting the duties and mission as outlined in Executive Order
