9 Authorizing Legislation Victims of Crime Act (VOCA). The law contained provisions to support efforts to ensure that all abused and neglected children involved in dependency proceedings have access to a court-appointed special advocate. The Violence Against Women Act reauthorized the CASA grant program in 1994, 2005 and 2013, at $12 million, through FY 2018.
