1 VILLAGE OF GLENDALE 30 Village Square Glendale, OH Minutes - Regular Council Meeting, August 4 th, 2008 Mayor Hubbard called the Council to order at 7:00 pm. and led all assembled in the Pledge of Allegiance. It was determined by the Mayor that a Quorum of the Council was present. Mr. Cordes With a number of Glendale residents in attendance, the Village officers attendance was as follows: Joseph Hubbard Mayor Present Monica Alles-White Council Present Debbie Grueninger Council Present Alan Hoeweler Council Present Jenny Kilgore Council Present William Aronstein Council Present Ralph Hoop Council Present W. Approval of the Agenda Dr. Kilgore moved for approval of the Agenda, and Ms. Alles-White seconded the motion. The Agenda was approved by unanimous voice vote. Mayor Hubbard recognized the passing of Mrs. Leah Kern and Mr. Louis Ramey. 2. Approval of the Minutes of the July regular meeting Dr. Aronstein moved for approval of the minutes of the July meeting, and Dr. Kilgore seconded the motion. The motion to approve the minutes passed unanimously. 3. Public Presentations and Hearings. There were none. 4. Old business
2 There were none. 5. Public presentations There were no public presentations. 6. New business Ordinance ; Payment of VPGI Bills Mr. Hoeweler moved for approval of the Ordinance, and Mr. Hoop seconded the motion. Dr. Aronstein moved to dispense with the three reads, and Ms. Alles-White seconded that motion. Mr. Cordes explained that Pelzel construction, in the amount of $14,400, has completed the repairs to the Town Hall auditorium ceiling. It will now make it difficult for bats to move about from the attic into the auditorium. Also, Constable Remodeling has finished a portion of the painting work at the Glendale Police station; the amount to pay to date is $2,200. He recommended that both bills be paid at this time. The motion to dispense with the three reads passed by unanimous voice vote, as did the motion. Ordinance ; Awarding the 2008 Street Program Dr. Kilgore moved for approval of the Ordinance and Mr. Hoeweler seconded the motion. Mr. Hoop moved to dispense with the three reads, and Ms. Alles-White seconded that motion. Mr. Cordes reported that bids were competitively received to make specific base cut/repairs to the following streets; Morse, Greenwood, Glendale, E. Sharon, Walnut and Greenville Avenues - in the estimated bid amount of $64,700. Ms. Grueninger asked specifically what the project entailed and Mr. Cordes expounded that full base cuts would be make with layers of asphalt compacted to finish grade and the seams tar sealed. It would, he reported, restore the base of the street and prepare the street for either tar and chip or a slurry seal coating at a later time. Mr. Cordes also reported that a separate bid has been obtained to tar and chip two of the streets to be repaired; Greenville and Morse Avenues. Money to do these two streets was received from Duke Energy as compensation for all the work they did last summer while installing their gas mains. The motion to dispense with the three reads passed by unanimous voice vote, as did the motion. Resolution 08-11; Authorizing the Police Chief to apply for a DARE Grant Mayor Hubbard introduced the resolution and asked Chief Dave Warman to report on its need. Chief Warman noted that this is the annual resolution that enables the Village to receive support funds from the State of Ohio to operate a DARE program in the Glendale schools. Dr. Kilgore moved for approval of the Resolution, and Ms. Alles- White seconded the motion. The motion to adopt the Resolution passed by unanimous voice vote. Ordinance ; Renewal of expiring employee health insurance Mr. Hoeweler moved for approval of the Ordinance, and Dr. Kilgore seconded the motion. Ms. Grueninger moved to dispense with the three reads, and Dr. Aronstein
3 seconded the motion. Mayor Hubbard reported that the Village portion has increased just over 9% and that various levels of increased employee participation were examined in Committee. He recommended, via an that may not have been delivered to Council, that the employee s portion be increased by 20% to offset the additional premium charges. Ms. Alles-White asked that additional expenses for health care be taken into consideration at wage and benefit negotiation time, as did agree Ms. Grueninger. Mayor Hubbard said that he did not completely agree with comingling the two, but would accommodate the request. It was noted by Mayor Hubbard that the anticipated health care premium increases were discussed when the employee raises were determined and that the actual premium increase was less than anticipated. The motion to dispense with the three reads passed by unanimous voice vote, as did the motion. 7. Mayor s Report (Hubbard) Mayor Hubbard reported that 10 qualified candidates have applied for the part-time Fire Chief s position and that he and Mr. Cordes have interviewed 7 to date. It is, Mr. Hubbard said, his goal to reduce the amount to 5 top candidates, of which will be interviewed by a panel of local Fire Chief s during the week of August 18 th. The Chiefs to be invited are from Wyoming, Woodlawn, Springdale, Sharonville, Terrace Park and Greenhills. The Chief s interview panel will reduce the candidate to 3 finalists, who will then be interviewed by the Fire Committee. The Fire Committee will allow several Glendale Officer s to attend, as well as the Medical Director. The goal, the Mayor said, is to have a finalist to appoint at the September 8 th Council meeting. Mayor Hubbard then reported that Mr. Cordes has been meeting with the Evendale staff to work out areas of potential cooperation with the Erickson project. It was also reported that the Mayor and Mr. Cordes met with Glendale Economic Development Consultant David Meeks last week, along with associates of Mr. Meeks who specialize in JEDZ (Joint Economic Development Zones) and TIF s (Tax Incremental Financing). Both Mr. Meeks and his associates presented ideas on how to maximize the potential of this project. Mr. Hoop asked how long the option on the Landmark Property was (held by Erickson) and Mr. Cordes advised that he did not know, but would inquire. 8. Committee Reports Finance (Aronstein) Dr. Aronstein reported on the most recent finance committee meeting, held July 16 th. In this meeting revenue resources and expenditure levels were found in line and as forecasted in the 2008 budget; say for lower than expected interest revenues. He noted some additional expenses that the Village is dealing with, including health care insurance costs, a large amount (150) of dead trees due to last year s drought, and a failing bridge culvert at the Hetherington subdivision entrance. Dr. Aronstein additionally mentioned Duke Energy s vandalism (trimming) of street trees throughout the Village and that the soon to expire 8.9 mill property tax levy will be on the November ballot at 8.5 mills as a
4 replacement. The next meeting was set for August 12 th, 6pm in the Village Office. Mr. Cordes will post. Fire/Emergency Preparation (Alles-White) The Fire Committee did not meet. Ms. Alles-White reported that the fire sleeping quarters and day room are now completely remodeled and occupied. A small tile project is pending just outside the doorways to both area hallways. It was noted that Glendale has taken one of the leads in requesting a Joint Fire District study grant (along with 10 other fire departments). Acting Chief Cook then gave his monthly report, noting that there were fire inspections conducted this month, the July 4 th fireworks were attended by GFD and that FF Tom Thacker is now the training officer and will conduct a class this month to train 6 additional firefighters that either live in Glendale or work for Glendale (3 service department employees will take the class and then be able to respond during the day). The Chief also expounded that the recent Tri County Press article that noted GFD did not respond to the Presbyterian Church fire was inaccurate and that 3 personnel did respond. Lastly, there is a current class that is just finishing up and we can expect 6 to 7 new firefighters to take the oath of office during the September Council meeting. Ms. Alles-White scheduled the next meeting for August 27 th, 6pm. Mr. Cordes will post. Laws Claims, & Miscellaneous (Aronstein) Dr. Aronstein reported that during the Planning Commission meeting the Church brought up parking issues and the matter now needs review by the Laws Committee. The members determined that they will meet following the Finance Committee on August 12 th at 7pm. Mr. Cordes will post. Police (Grueninger) The Police Committee did not meet in June. Chief Warman reported that the police department has been busy with addressing a complaint by a resident that it is difficult to walk on Oak Road between the RR track and Chester. Chief Warman noted that this road is multi-jurisdictional and not designed for pedestrian traffic, but that they will make every effort to slow traffic, look into extra signage and cut back brush where possible. Ten (10%) percent of the tickets written in July were from Oak Road. Chief Warman noted that Constable Remodeling was finishing up painting of jail cells and the hall ways within the police department, Patrolman Tony Rox has returned to work (sick) and that Duke Energy will be installing gas mains on Congress Avenue this fall. The lane will remain open and police traffic control will be required. Public Buildings & Historic Preservation (Hoop) The Public Buildings & Historic Preservation Committee did not meet in June. Recreation (Hoop) Mr. Hoop stated the Shakespeare play was a success over the weekend; held on the HWB grounds. He noted that on 8/16 the Dog Day Afternoon event and the new citizen library will begin at the HWB. The date of the annual Glendale Street Fair is 9/27/2008 and HWB will again participate.
5 Streets, Public Improvements, and Lights (Kilgore) Dr. Kilgore reported that she would like to have included in the official record that Jeff Klei and Kevin Hardwick, two of the gentlemen that volunteer with our volunteer fire department, received very positive recognition in this past week s Valley Courier for their efforts with first aid and fire safety for the Hamilton County Fair. At the July 7 th Council Meeting 3 items of interest were identified: Signage for the business district as it was reported at that council meeting, the Glendale Chamber of Commerce met the following morning, July 8 th. The discussion centered on preparations for the September 27 th Street Fair. There was some discussion of signage but it was recognized that any robust conversation needed to wait on developing information related to the Street Scape Grant proposal to improve curbs and widen walkways in the village square which may include signage, and the possibility of a future proposal from Chris Gossman, contacted by Glendale Chamber of Commerce, of KKG Urban Design Engineering regarding business district enhancements. Recycling & waste collection This, as is almost everything we report here tonight, is a budgeting issue. Even though we contract with Rumpke for backdoor pick-up, almost 16% of our homes bring garbage to the curb for various reasons. Our village is unique in its needs and expectations, therefore Mr. Cordes has asked Rumpke to explore additional cost savings related to rebates for the homes that do not utilize back door collection that may offset the costs of curbside or back door recycling. *To reduce village impact on the landfill and to be conscientious caretakers of our environment council encourages residents to take advantage of the village Drop-Off Recycling area, east of the Service Department on Sharon Road, convenient & easy to access now that the drive has been paved. Lippelman Addressing concerns voiced by residents of Rowley Court, I conferred with a local professional in residential real estate, who sought & received additional input from a professional in commercial real estate, and both agreed that improvements in the Chester Road corridor north of Lippelman would be a benefit to property owners on Rowley Court and Greenwood Avenue. In their professional opinion the improvements will not have a detrimental effect on those property values. Sidewalks & street repair Mr. Haffner, the manager of our service department, has finished his evaluations for sidewalk repairs budgeted for the current year. Additional sidewalk repair and the construction of new sidewalks where none currently exist will be explored, brought to committee, and considered during the budget discussions for Mr. Cordes stated that Mr. Hafner is continuing to review sidewalks and obtaining pricing for the areas found in defect; including installing sidewalks in front of the Glendale police station (currently blacktop). Mr. Cordes is also working on a grant to repair Sharon Road from the railroad tracks to Morse Avenue. Dr. Aronstein reported that Rowley Ct. has very tall grass and Chief Warman advised it was in process for citation.
6 Utilities (Hoeweler) Mr. Hoeweler reported that committee did not meet in July. He asked Mr. Cordes to give an update on utility issues. Mr. Cordes noted that he WWTP (sewage plant) is virtually completed except for the computer system that will run it (that will arrive within two weeks). The water plant phase I is out to bid to replace the two large pumps that send water to Glendale. Water consumption is at near record levels, averaging 800,000 gallons of treated water per day over the past weekend. It is believed that the recent adoption of a summer sewage discount program, as well the recent heat spell, has much to do with the higher consumption. These consumption levels are similar to that of last year when we had the severe drought. Schools (Muntz) Ms. Muntz gave a brief review of what she understood took place at the last Princeton School Board meeting. In it, she reported, they have hired all of the principals for the schools and have decided to not raise school lunch prices as was previously planned. The Board is busy studying when (and how much) to place their levy on the ballot. 9. Miscellaneous Business and Reports Report from the Clerk/Treasurer Mr. Cordes presented the July financial reports for the review and approval of Council. Dr. Aronstein moved for approval of the financial reports, and Dr. Kilgore seconded the motion. The motion was approved by unanimous voice vote. 10. Approval of Expenditures a General Fund b. 312 Enterprise Fund Dr. Kilgore moved, and Mr. Hoop seconded, that Ordinances 1602 and 312 for the payment of certain bills be adopted. The motion carried by unanimous voice vote. 11. Adjournment Mr. Hoeweler moved, and Dr. Aronstein seconded, that the August 4 th, 2008 Regular Meeting of the Glendale Village Council be adjourned.
