1 COURGE SCORE The People s Report Card of California 2017 COURGE SCORE: TOM DLY (D) 52 F LIFETIME SCORE: 33 STTE SSEMBLY (DISTRICT 69) HLL OF SHME MEMBER Tom Daly made the Hall of Shame. The Hall of Shame includes the legislators most closely aligned with corporations and interest groups that exploit Californians. Let s start with the good news about ssembly Tom Daly of naheim. The past legislative session was his best performance yet supporting progressive change. Here s the bad news: even in the best year of his career, he still only managed to earn a Courage Score of 52, and a grade of F, placing him firmly in our Hall of Shame. gain. Tom Daly represents naheim and portions of Orange County, an area that has grown more and more progressive as demographics and values have shifted. In 2016, the district voted in overwhelming majorities to use taxes on the wealthy and tobacco to fund education, research and healthcare (Prop 55 & 56). They voted in landslides to reform California s parole and juvenile bail system, and change firearm laws to reduce gun violence (Prop 57 & 63). nd in a truly remarkable margin, 80% of the district s voters voted to repeal the state s racist ban on bilingual education, one of the widest margins in the state. In short, this isn t your grandfather s Orange County. But Tom Daly still votes like it is, consistently placing the needs of big business, the insurance industry, and polluters above the basic health and safety of
2 everyday Californians. Last fall, Daly voted against B42, which would have allowed judges more discretion in setting bail amounts. California s current cash bail system is broken it favors the rich and powerful, and B42 would take a big step toward leveling the playing field. To top it off, Daly s voters had literally just supported a different bill to create a fairer justice system in California to the tune of 67%. But Daly voted against it. The No vote on B42 was just one of many votes Daly cast last session that ignore the interests of lower-income communities and people of color. He also voted against B90, which would have protected Californians from being placed in the CalGang database unless there was, you know, actually strong evidence of them being in a gang! But Daly opposed it. B423 would help protect low-income Californians from eviction by curbing the shady landlord practice of evicting low-income tenants from single occupancy residences. But Daly opposed that one, too. nd B378 would have forced polluters to set new pollution limits that don t disproportionately contaminate low-income communities. Daly voted against that one, too. Pro Tip: if you want Tom Daly to oppose your bill, just tell him it helps low-income Californians. On a number of other key bills, Daly abstained, basically refusing to help progressive bills get the minimum amount of Yes votes required to pass. He refused to support consumers rights to take big businesses to court when consumer fraud is committed (SB33), refused to support workers rights to stay on the job in the midst of a labor claim dispute (SB306), and refused to protect those in debt from having their entire bank account emptied by overzealous creditors (SB298). Safe to say, Tom Daly doesn t spend much time sticking his neck out for the little guy. Though he made some positive strides this year, it speaks volumes about Tom Daly s voting record that even the most progressive session of his career still qualified him as among the worst Democrats in the ssembly. His Orange County district is changing much faster than he is, and he should follow his voters lead and support more common sense progressive change.
