2 Thank you for responding to the California Labor Federation s 2018 COPE Questionnaire. The California Labor Federation represents over 2 million working men and women and 2,100 affiliated unions in California. Your responses to these questions will be used by our members and leaders to make endorsement decisions at the state and local level and to demonstrate the differences between candidates in member communications. Completed questionnaires should be returned promptly by March 12, 2018 and may be ed (political@calaborfed.org), faxed, or mailed to the California Labor Federation. 3 Please respond to the following questions about the office of Governor. 1. Many economists have said that the Labor Movement has played an essential role in building a middle class in America. Name three policy ideas you would propose to address the record level of economic inequality and poverty we face as a state. 2. Growing the labor movement is critical to rebuilding the middle class. How have you supported and how will you support organizing more union members in the public and private sector? What will you do to support public workers who want to keep their unions strong in the face of a Supreme Court decision eliminating fair share fees and going right to work? 3. What challenges do technology and automation pose for the future of work and our economy? How will you protect workers, jobs, and job quality as technology advances and automation accelerates? 4. Nearly all the jobs created since the recession have been in low-wage, contingent work. How will you protect workers rights and security when they are misclassified as independent contractors or trapped in temporary jobs? 5. Many public agencies have never staffed up to make up for losses during the recession. How would you correct staff reductions or contracting out that has degraded public services? 6. How will you ensure that public subsidies and tax incentives for corporations create good, middle class jobs for workers, and not low-wage, dead-end employment that relies on taxpayer support? 7. How do we guarantee affordable, high-quality health care for all Californians? What will you do to control the skyrocketing price of health care services? 8. What will you do to ensure a good public education for every child in California? How will you address the rapid growth of unaccountable charter schools? 9. What will you do to address the impact on California of the recent federal tax bill?
4 10. In 2017, the Legislature passed SB 1 to increase funding to transportation and infrastructure. Opponents seek to repeal this investment. What is your position on SB 1 and funding for transportation? 11. Do you believe housing should be considered a part of California s infrastructure? If so, how would you tackle the affordable housing crisis that has been fueled by lack of affordable housing and increase in low-wage jobs? 12. How will you continue the work of Governor Brown on rebuilding and improving the state s infrastructure? 13. In the face of aggressive federal immigration enforcement, how will you protect immigrant workers and immigrant communities? Please indicate whether you support or oppose the following policies, and please explain. 1. Maintaining basic worker protections, such as the 8-hour day, guaranteed lunch breaks, and prevailing wage? 2. Protecting pension benefits for public sector workers and expanding them for private sector workers to ensure a dignified retirement for all. 3. Cracking down on the underground economy, including strengthening laws on misclassification and joint employment to protect workers from wage theft. 4. Disclosing which corporations receive tax credits and imposing labor standards and neutrality for all public subsidies. 5. Capping the prices charged by hospitals, doctors and prescription drug companies in California. 6. Requiring charter schools to be subject to the same oversight, regulations and laws as other public schools. 7. Continuing funding and construction of the state High Speed Rail project.
5 8. Protecting the California Environmental Quality Act (CEQA) to protect workers and communities. 9. Banning forced arbitration at the workplace that takes away effective enforcement of workers rights. 10. Adopting a single-payer healthcare system.
6 CANDIDATE PLEDGE Supporting the right of workers to choose a union Yes! As Governor, I intend to work with the Labor Movement to build a strong working class in California. All workers deserve a real right to organize if they choose. The California Labor Federation asks you, as a candidate and elected official, to be more than a vote for workers, we ask you to be a champion of the right of workers to organize a union and bargain collectively without intimidation or pressure from their employer. As a candidate and elected official I hereby pledge to: 1. Actively and publicly support workers who are organizing a union. 2. Actively and publicly support workers pushing for a fair and fast process for determining majority support for forming a union, including majority sign-up with employer neutrality and free from employer intimidation. 3. Actively and publicly encourage employers to negotiate a contract within 90 days after the majority of workers express their choice in favor of forming a union. Signature: Date:
