1 STATISTICAL REPORT ON THE GENERAL ELECTION TO THE 15 TH LOK SABHA, 29 OF ASSAM CHIEF ELECTORAL OFFICER, ASSAM GUWAHATI
2 FOREWORD On the dissolution of the fourteenth Lok Sabha and pursuant to the Presidential Notification dated 23 rd March, 29 (Monday) and 28 th March, 29 (Wednesday), General Elections were held in 2 (two) Phases in 14 Parliamentary Constituencies of Assam along with the other States of India with a view to constitute a new House of the People. In Phase 1, 3 PCs, viz. 1-Karimganj(SC), 2-Silchar and 3- Autonomous District(ST) comprising 5 districts of Assam went to the Polls. In Phase 2B, elections were held in the remaining 11 PCs in 22 districts of Assam as per schedules fixed by the Election Commission of India for the polls in Assam are given below : a) Last date for filing nominations: The 3 th March, 29 (Monday) for PCs going to polls in Phase 1 and 4 th April, 29 (Saturday)for PCs going to polls in Phase 2B. b) Scrutiny of nominations: The 31 st March, 29 (Tuesday) for PCs going to polls in Phase 1 and 6 th April, 29 (Monday) for PCs going to polls in Phase 2B. c) Withdrawal of candidature: The 2 nd April, 29 (Thursday) for PCs going to polls in Phase 1 and 8 th April, 29 Wednesday) for PCs going to polls in Phase 2B. d) Date of poll: The 16 th April, 29 (Thursday) for PCs going to polls in Phase 1 and 23 rd April, 29 (Thursday) for PCs going to polls in Phase 2B. e) Date of counting: The 16 th May, 29 (Saturday) for all PCs. The electoral rolls of all the 126 Assembly segments of the 14 Parliamentary Constituencies of the State that were used for General Elections, 29 were the same that were revised with 1 st January, 29 as the qualifying date and updated till the last date for making nominations.
3 After updation of electoral rolls, up to the last date of making nominations, i.e , as per provision of section 23(3) of the Representation of the People Act, 195, the total number of General electors in the State stood at and Service electors at For the conduct of the General Elections to Lok Sabha, 29, a total of polling stations were set up and poll taken on the 16 th April and 23 rd April, 29 as scheduled. Altogether, 174 candidates filed their nomination papers for 14 Parliamentary Constituencies, of which 19 (Nineteen) nomination papers were rejected by the Returning Officers during scrutiny while 9 (Nine) candidates withdrew their nominations, leaving 158 contesting candidates in the fray including 11(Eleven) female candidates. Electronic Voting Machines (EVMs) were used in the State in all Polling Stations. General Elections, 29 in Assam was marked by use of micro-observers and videographers, based on vulnerability mapping exercise of polling areas undertaken by the Returning Officers, District Election Officers and District Superintendents of Police. A Communication Plan up to the level of the Polling Station, which included a comprehensive database of the Telephone/ Mobile numbers of all officials involved in the conduct of elections, was prepared and used for effective monitoring of polls. A highlight of the General Elections, 29 in Assam was the extensive use of IT covering all aspects of polls. Based on the requirement projected by the Election Department, the Assam Unit of the National Informatics Center developed a software application for candidate affidavit scanning and uploading which was effective and easy to use. Besides, two separate software applications were designed by the NIC under the direct supervision of the Election Department and used in the entire state, the first one for randomization of EVMs and the other, for randomization of polling, counting personnel and micro-observers. These applications were robust, user friendly and catered to all mandatory requirements of the Election Commission of India. A decision was taken by the Election Department, based on experiences of the past years, where tabulation took longer than actual counting, to cause development of a software application for actual counting and not for generating trends alone. Accordingly, the Assam Unit of the NIC, under guidance of the Election Department, developed a web-based on-line application software for counting where results of counting from each counting table was entered in the PC installed in
4 each counting hall. Each such PC in the counting hall, was, in turn connected to a server in the counting center through LAN. To ensure connectivity from the counting centers to the Election Department server, a Virtual Private Network over Broadband (VoB) was created for all the 48 counting center locations through the BSNL. Data was stored in the server procured by the Election Department for this purpose. The effort was hugely successful with tabulation of results taking far less time than it did in earlier elections and reports like P7, P8, P9, Form 2 Part I, Form 2 Part II, Annexure for tabulating Trends and Results and Form 21E being auto generated. The website of the Chief Electoral Officer Assam ( was constantly updated right through the poll process and important facts and figures and few important instructions of the Election Department/ Election Commission of India were put up on it. For facilitating videoconferencing with the ECI at short notice, it was decided to install a video-conferencing unit in the office of the CEO Assam. Installation of the VC unit proved extremely useful as the Department could participate in numerous Video Conferences with the ECI and hold video-conferences with the districts during the poll process. Re-polling was held in 5 Polling Stations in the first phase and 14 Polling Stations in the second phase due to various reasons, including malfunction of EVMs. Counting of votes commenced at 8 am on for 14 HPCs and results were declared the same day. Fortyeight counting centres were setup for the purpose with the approval of the Commission. Detailed data and information on Parliamentary Elections, 29 have been compiled and provided in this booklet. It is hoped that such presentation of data will help interested public in general and scholars and administrators in particular. 15 HIGHLIGHTS 1. Elections were held in two phases. In the first phase Election was held in 3 Parliamentary constituencies on 16/4/9 and in the second phase it was held in 11 Parliamentary constituencies on 23/4/9. 2. In order to ensure free and fair poll more than 3 Officers, who were serving in their home district or posted in same district for more than three years out of the last four years, were transferred. 3. For the second time computerized Electoral Roll was used. 4. Electronic Voting Machines (EVM) were used universally. 5. Model code of conduct fixed for Elections were enforced strictly. 278 complaints regarding violation of Model code of conduct were received and attended to. 6. Over all Poll Percentage increased from 69.11% in 24 to 69.6% in Participation of women voters in election has increased considerably in comparison to earlier years. While it was 65% in 24, in 29 it was 67%. 8. Due to strict vigilance and proper monitoring, repolling was conducted in fewer number of polling stations in comparison to the Assembly Election of 21. In 21, repolling was conducted in 28 polling stations, in 26, in 2 polling stations and in 29, in 19 polling stations. The election was peaceful in comparison to earlier elections. On the basis of a requirement projected by the Election Department and under its direct supervision, the Assam Unit of the NIC developed separate software applications for scanning of affidavits of candidates, randomization of EVMs, randomization of polling personnel, randomization of counting personnel and randomization of micro-observers. These applications were uniformly used across the state for the first time and were found to be effective, user-friendly and catered to all the requirements of the Election Commission of India. 1. The single most important initiative of the Election Department in the use of IT in the current election was the development of a web-based on-line counting software application, through the Assam Unit of the NIC, that took care of tabulations at the level of the AROs and ROs and generated all reports in the specified formats automatically. The experiment proved hugely successful, as AROs/ ROs were not required to compute counting data manually and were able 9
16 to generate reports like Form 2 Part I, Form 2 Part II, Form 21-E and other forms like P7, P8 and P9 accurately and expeditiously. 11. General Elections, 29 in Assam saw deployment of a large number of microobservers and videographers, based on vulnerability mapping exercise of polling areas undertaken by the Returning Officers, District Election Officers and District Superintendents of Police, for ensuring free and fair poll. 12. A Communication Plan up to the level of the Polling Station, which included a comprehensive database of the Telephone/ Mobile numbers of all officials involved in the conduct of elections, was prepared and used for effective monitoring of polls. 13. The CEO Assam website, was extensively used for putting up important instructions of the ECI and data related to the conduct of polls. The website was constantly updated during the poll process. 14. During the General Election, the Deputy Commissioner and District Election Officer Kamrup (Metropolitan) District made an endeavour to introduce a system of communicating with more than 4 personnel engaged in election, by sending individual SMS through Internet, using a software named Geneva E2C. The contents of the SMS were also generated using a database as well as the addressees. The use of the SMS service, saved a lot of time, paper work and the trouble of service of letters, notices for attending the meetings, trainings etc. and immediate communication with thousands of people was possible in less than a minute. With a help of a single SMS delivered in less than a minute, polling personnel could be informed about their allotted polling stations just before a few hours of departure, along with all details about other members of his group, last minute changes, contact details of their Sector Officer/ time, counter no.& venue of material collection. The method was found cost effective as the software is cheap and one SMS of 16 characters cost.23 INR. 15. The Deputy Commissioner and District Election Officer, Tinsukia also successfully experimented with video streaming through Internet by using Yahoo Messenger for recording actual polling at few of the polling station locations within the town and used it for supervision and continuous monitoring of poll at those polling stations. 1
