1 1. Implementation of new CIS Application Software in the High Court of Jharkhand. The new CIS application software (LINUX, PHP Base, Postgres, MySql) was implemented in High Court in the month of June of 2012 after customization of the same by the technical team of CPC. Old data were migrated from Fox Base system to the new platform of CIS and running successfully through which following works are being done successfully:- i. Centralized Filling: - (a.) Issuing Case Diary Number, (b.) Online generation of Case Number, (c.) Subject categorization, (d.) Subject sub categorization, (e.) Document filing ii. Cause list preparation: - (a.) Case Proceedings, (b.) Slip entry made by concerned Sections, (c.) Cause list report generation, (d.) Uploading of Cause list in website in the office of CPC, iii. Certified copies of orders / judgments have been made available through computer. Presently, new High Court CIS has been prepared and demonstrated on 9 th & 10 th July, 2016 by the Hon ble ecommittee, Supreme Court of India for all the Hon ble High Courts whose structure of the said software has been forwarded through by the Member (Judicial), ecommittee and at present, our technical team of programmers are studying the structure as per requirement of listing and the same is under testing. 2. Help Desks facility for the litigants and Advocates in the High Court Three Help Desks have been functioning in the High Court premises in order to provide printed copies of order / judgments to the litigants and advocates for which link of CIS has been provided to help desks and the same are technically supported by the technical team of office of CPC.

Implementation of SMS services in the High Court of Jharkhand The SMS services & online Display Board for providing information of running cases of the High Court has been functioning successfully. Through, the said SMS service, we provide following information regarding cases in the mobiles through SMS to the Advocates, who provides their mobile number in the certified application form. (a) Dairy /Case Registration No. (b) Defective Case during Stamp Reporting (c) Sending Case No. after scrutiny (d) Case Proceeding Details (e) Certified copy order / judgment status (f) Cause list status 4. Implementation of Offline and Online Display Board on the website of High Court of Jharkhand. The service of Online Display Board has been inaugurated by His Lordship Hon ble the Chief Justice Mr. Virender Singh, in the White Hall of High Court of Jharkhand. Utilizing the said facility, the online information of running cases of the courts can be seen through the website of the High Court of Jharkhand. The Off Line Display Boards have been functioning in all the Court Rooms of the High Court & also in the premises of the Court. Software support to functioning of the same was programmed by the CPC team. 5. Implementation of e-procurement System: The e-procurement system has been implemented in the High Court of Jharkhand for purchasing of Goods/Services.

3 6. Website of High Court of Jharkhand Website of High Court of Jharkhand has been running successfully in URL in which orders / judgments are being uploaded regularly. Weekly, daily and supplementary cause lists are also uploaded in the website for providing information to Advocates and litigants upgraded on daily basis. 7. Video Conferencing Trial Court Rooms in the District Courts of Ranchi, Bokaro, Jamshedpur and Dhanbad under the e- As on date, we have eight e-trail Courts functioning in the State basically in the District Courts of Ranchi, East Singhbhum Jamshedpur, Bokaro and Dhanbad. It has been planned to start more e-trial Courts in other District Courts of the State in order to provide quick Justice for the citizen of the State. We have been facing the problems of connectivity to conduct VC trial, as the bandwidth provided is not sufficient to execute the online VC in view of achieving good quality Audio and Video of VC. The matter was referred to the Principal Secretary IT to the Government of Jharkhand for providing 8 MBPS dedicated leased line connectivity to all Courts and also Jails for conducting future VC trials under the e 8. New Drupal Website has been created for 22 Districts Courts of the State of Jharkhand under the e- The websites for 22 District Courts of the State Jharkhand has been created in ecourts.gov.in. Drupal template under the e-courts Project and the same are functional now. All information of the concerned judgeships is being uploaded & maintained by the concerned District Courts. All information of the Courts, Judicial Officers, Case status and Misc. links are also available in the said websites. 9. Data uploaded on National Judicial Data Grid of New Delhi under the e- The Judicial Order(s) / Judgments(s) of all Judicial Officers of the State of Jharkhand are being uploaded on the National Judicial Data Grid (NJDG) on daily basis by the concerned Judicial Officers and the same are being monitored by E-Committee on

4 monthly basis. The undated cases of the concerned courts are also monitored through NJDG portal. The details of the Judicial Data of District Courts of the State of Jharkhand are available in the NJDG portal which was launched for general public. 10. Video Conferencing facility between Civil Courts and Jail. Video Conferencing facility between all the Civil Courts including Sub divisional courts of the State and concerned Jails has been functioning throughout the State using JHARNET, State Wide Area Networks (SWAN). This facility has been provided by the (JAP IT) IT Department of the Jharkhand. The facility of multi point VC studio is available in the High Court of Jharkhand through which VC meeting are organized as required time to time. Utilizing the VC of High Court online trail has been done in presence of Hon ble the Chief Justice of India, Hon ble Supreme Court of India between Madhupur Court, Deoghar Jail and the High Court. 11. Lease Line and VPN over Broadband connection for District Courts of the State Lease line and VPN over broadband connections are being provided to the various district courts of the State of Jharkhand utilizing which orders / judgments are being uploaded in the National Judicial Data Grid of Hon ble Supreme Court at New Delhi under the e-courts Project and SMS services are being carried out. 12. Judicial Officers CIS Mater Trainers of the State of Jharkhand. The E-Committee, Hon ble Supreme Court of India has given the training of CIS cum Ubuntu to the 14 nominated Judicial Officers CIS Master Trainers and their knowledge has been utilized for providing further refresher training courses amongst all other Judicial Officers of the State of Jharkhand from time to time. 13. Nomination of District System Administrators (DSAs) & System Administrators (SAs)under the e-courts Project The training on PUNE CIS software have been imparted amongst the District Courts staff by giving training and designated them as District System Administrators (DSAs) &

5 System Administrators (SAs). The DSA s are given training on PUNE CIS software for giving training to their colleagues staff in the District Courts concerned on rotation basis. 14. Training of the District Courts Staff on PUNE CIS software in the State of Jharkhand. The training on PUNE CIS software have been imparted amongst the District Courts Staff of the various judgeships by the concerned DSA and SAs for awareness & development of computing skills on CIS of the District Court Staff. The data of 22 District Courts which were covered under the ecourts Project Phase-I has been migrated into PUNE CIS version 2.0 whose training was conducted by the Technical Persons posted in various judgeships. 15. Issuance of web copies of Order(s) / Judgment(s) from help desk units of the District Courts of the State. A direction of E-Committee, High Court of Jharkhand has been forwarded to all the Judgeships of the State for setting up separate counter at the Judicial Service Center of each District Courts for supplying web copies of judgments / orders to the litigants, Advocates and citizen on payment of Rupees Three only per page for providing the Case information available in the CIS to them. The said services have been commenced in Jamtara & Chaibasa under the e-courts Project and in rest of the judgeships the same is under process. 16. SMS services for District Courts of the State of Jharkhand. The SMS services are being started through PUNE CIS in the District Courts of Bokaro, West Singhbhum Chaibasa, Chatra, Dhanbad, Deoghar, Dumka, Garhwa, Giridih, Godda, Gumla, Hazaribagh, Latehar, Pakur, Ranchi, Lohardaga, Palamau, East Singhbhum Jamshedpur and Koderma. In the district Courts of Sahibganj, Seraikella- Kharsawan, Simdega and Jamtara the said facility has not been started as yet due to non-availability of BSNL lease line connectivity.

6 17. BSNL Broadband connectivity. Internet connectivity under BSNL Sulabh Plan has been provided to the Judicial Officers at their residential office under the e- The facility of 10 GB data plan with CUG calling facility has also been provided to all the Judicial Officers of the State of Jharkhand under the e 18. Implementation of BIOMETRIC System The biometric attendance system had been implemented in the District Courts Jamtara. 19. Provision of Legal Software namely, Supreme Today Online The legal software namely; Supreme Today Online has been provided to all the Judicial Officers of the State of Jharkhand which helps them to find easy reference of cases as and when required. It will also help them in fast delivering of judgment and reducing the pendency of cases. 20. Implementation of 28 Citizen Centric Services under the e- The E-Committee, Hon ble Supreme Court of India has provided a list of 28 Citizen Centric Services for its implementation of the same under the e-courts Project in order to provide benefits to litigants. The list of the 28 Citizen Centric Services are mentioned in below table with the information of the services functional as on date. Sl.
