9 Foreword It is a great pleasure to write this foreword in the proceedings of the 5 th biennial International Conference on International Studies (ICIS 2014) organized by the School of International Studies, in cooperation with the Institute of Diplomacy and Foreign Relations (IDFR) of the Ministry of Foreign Affairs, Malaysia. Firstly, I would like to welcome all distinguished speakers, guests and scholars from far and near to ICIS Without their participation and support, this Conference would not have materialized. Secondly, I would also like to thank the members of the Organizing Committee of ICIS 2014 who have worked very hard in making this Conference a success. The theme of this conference Globalization and Nation-States: Dynamics and Implications of the Interactions between Government, Business and Civil Society is indeed timely in the context of our globalized world today. This is seen by the proliferation of information flow, emergence of virtual geographical boundaries, rapid movement of people and goods across frontiers and greater economic interdependence among the peoples of the world. The rapid development of information technology through modern print and electronic media has also helped shape world views, as well as the attitudes of citizens towards the State. The manner States conduct business and diplomacy has also shifted from what was once the preserve of governments to greater participation of civil society groups. All these new phenomena, I am sure, will be critically deliberated by the scholars at the parallel sessions which will take place over the next two days of the Conference. By providing avenues for constructive exchange of ideas and interaction for scholars from different countries, ICIS 2014 seeks to be a positive force in further broadening the horizons of knowledge. It is my sincere hope that ICIS 2014 will be another successful conference that will contribute to scholarly debate on Globalization and Nation States and other related fields. I strongly believe the mutual exchange of ideas generated during the Conference will lead to greater scholarship, academic networking and lasting friendship among all present. 10 Dean s Remarks Welcome to the 5th International Conference on International Studies (ICIS 2014). The theme this year is Globalization and Nation States: Dynamics and Implications of the Inter- Actions between Government, Business and Civil Society, a topic that is quickly gaining traction in both academic and public discussions because of the relevance of globalization to societal issues such as energy, water, healthcare, diplomacy, security, management and transportation. This has been mainly due to various forms of integration at the political, economic, social, educational and cultural levels, which has brought businesses, governments, cultural organizations and individuals together. It has consequently brought rapid changes to the lives of the people as well as lessening of the probability for open conflict among societies and countries. Their implications are wide and far reaching in terms of issues, programs and policies. I consider the conference, which is being held jointly by the School of International Studies, and the Ministry of Higher Education, Malaysia to be a venue that will enable the academics and practitioners in Malaysia and abroad an opportunity to come and show one another additional ways whereby we can nurture the generation of 21stcentury leaders. Finally, the success of ICIS 2014 depends completely on the effort, talent, and energy of researchers in various field related to the theme who have written and submitted papers on a variety of topics. Praise is also deserved for the program committee members and external reviewers who have invested significant time in analyzing and assessing multiple papers, who hold and maintain a high standard of quality for this conference.
