The Unit that I was responsible for building-up was reconstituted as the Government Internal Consulting Service in Lecturer and Researcher: Graduate School of Public and Development Management (P&DM), University of the Witwatersrand ( ) Academic Programme Member of the core academic staff Designed and facilitated post-graduate courses in the area of Public Policy Analysis, Pioneered new courses and electives through Faculty Board on Informationbased Decision-making; Monitoring and Evaluation; Research Management and the NPO sector in SA and the management thereof; Taught on Specialist diploma courses in the areas of Art and Culture Management and Information Technology Research & Supervision Programme Manager Research: Coached all Masters students at P&DM over a 4 year period in preparation of research proposals and all staff in the supervision of research projects; tendered for research; Supervised 15 Masters of Management research reports; Local associate in South Africa for The Johns Hopkins University, USA on its International comparative study on the Non-profit Sector and project manager for the South African Non-Profit Study (including managing project resources and donor relations). Executive Training and Technical Support Facilitation of senior executive development in the Public and Development Sector, including Social Development Departments in Northern Province and Gauteng, the National Intelligence Agency, four provincial governments (Mpumalanga, North West, Northern Province and Gauteng) as well as local authorities (e.g. Greater Johannesburg). In this capacity I often assist with the development of research skills in NGO employees and community representatives from historically challenged backgrounds. Briefs that were executed included the following areas: Rural and urban development work in Gauteng (urban province) and KwaZulu Natal (rural province); Policy research on issues related to land reform, urban local government restructuring, science and technology policy, constitutional negotiations, elections monitoring and conflict management, and Managing and coordinating research and facilitating election monitoring programmes for European parliamentarians and leading politicians from the SADC region. Clients included the Development Bank of Southern Africa, the African National Congress, Planact (an urban local government and planning NGO), the National Land Committee (NGO), the Rural Foundation, the Association of European Parliamentarians/African European Institute and others. Researcher: Centre for Policy Studies Managed the Outreach/ lobbying component of the CPS in the Office of the Deputy Director Co-ordinated a research project on inner-city decay, and the needs and uses for public amenities is Central Johannesburg. Worked on projects that: - Looked at how government perceived advocacy efforts from the private sector; - Monitored urbanisation trends; - Investigated alternatives forms of national service to military service

Research undertaken for the Institute for Development Research (Washington, USA) and MBM Change Management Consultants (SA), funded by Ford Foundation USA office (1999). Consultant to the Wilgespruit Fellowship Centre under a USAID grant (Democracy and Governance Programme) to undertake research into conflict resolution and public participation practices in local government in Mpumalanga and the North West province. This resulted in the development of training manual for Local government officials on design and facilitation of participatory decision-making processes and community involvement for development purposes. Conceptual study on monitoring and evaluation related terminology to assist with role clarification for the Gauteng Provincial Service Commission in terms of these structure assuming its new role as prescribed by the New Public Service Commission System (1998). A research report for the Change Management Team of Stocks and Stocks, Pty Ltd (1997) Administrative and governance arrangements for Land Reform in Post-Apartheid South Africa. A background paper prepared for National Land Committee s Land Reform Visioning process. The National Land Committee Reform Vision document (1995). Key writer on the final report of the Land Reform Visioning process conducted in 1994/1995. Also wrote one of the input papers in this process. This document served as the basis for the National Land Committee and its affiliates in engaging with Land Reform policies of the new government. 8 A comparative overview of democratic mechanisms and structures for local government. Policy research paper prepared for Planact and Logopop. An empirical and analytical survey of local government structures around the world. Policy research paper prepared for Planact and Logopop. A variety of scoping and background papers on local government in Mpumalanga for Planact and the Civic Movement. These reports were used in the negotiations around local government restructuring in the various in the early 1990 s. For the ANC, with technical and financial support from the Canadian ISDR, a background study on Perspectives in the public sector on the future requirements of a Research and Development policy for South Africa. This research formed part of the first round of policy research that five years later culminated in the new Science and Technology Policy.
