4 Foreword by PAFI President Harish Krishnan PAFI is celebrating its exciting journey of 10 years. With the informal group formed in 2008, today we have reached a congratulatory mark of 70 members, representing some of the most respected Indian and global brands. Over the years, all activities undertaken by us aimed at one single goal- to raise and maintain standards of practice in Public Affairs and to enable the Industry to attain recognition and credibility. During the year , revenue grew substantially and under the guidance of the Management Committee surplus funds were invested. Membership grew from 64 to 72 and Management Committee met 5 times during the year. We also witnessed growth in the activities with over 9 interactions with stakeholders in 12 months. Since its inception, PAFI has been actively promoting Public Affairs as a profession and has been organising regular meetings and forums to exchange views and share experiences. PAFI serves as a professional resource for the Public Affairs practitioners and provides members with the opportunity to exchange information. Over the years, PAFI has organised more than 75 meetings and 4 PAFI National Forums which witnessed representation from heads of the Public Affairs/ Corporate Affairs functions of leading companies, Industry Associations and select Government bodies. With PAFI now having global connectivity, the dialogues are getting wider and deeper. Some of our members felt that there was a need to create a platform for General Counsels (GC), since their role has evolved from legal adviser to strategic adviser. With increasing interaction and convergence of the legal and Public Affairs functions in the corporates, this was a good time to encourage involvement of General Counsels in PAFI discussions and form a group within PAFI for GCs. Consequently, the Management Committee welcomed this idea and a GC Forum was formed during the year with Sandip Beri and Rajiv Chauhan taking the lead in engaging GCs from both member and non-member firms and understanding the challenges businesses face. This GC Forum is presently focussing on legal aspects of Ease of Doing Business in India and is working on its recommendations. Another initiative taken this year was the decision to work with State Governments on the Ease of Doing Business. First such initiative was taken in Maharashtra, where PAFI worked with Pahle India Foundation and made a detailed presentation to Secretary, Industry, Government of Maharashtra. We are at the dawn of the fourth industrial revolution, dominated by artificial intelligence, everything being connected to everything, just in India every second, 3 more Indians experience the internet. The power of technology is going to usher decentralisation, transparency and speed in regulation and policy formulation. The role of the Public Policy professional is indeed going to become more critical and exciting and PAFI will be at the centre of this transformation of the profession. As we release our first Annual Report and the commemorative logo, we are proud to share PAFI s commitment to - promote and enforce ethical standards of business conduct and practice for its members. This report will enable you to appreciate our efforts in developing a networking and a capability platform where Public Affairs is seen as legitimate, credible and more Public than Private Advocacy. 20 Glimpses of PAFI s 10 years Journey PAFI has been working to bring greater recognition to Public Affairs function and to sensitise stakeholders on the changing nature of Public Affairs in India. Increasingly new forms of Advocacy are emerging and are changing the way the world works, like the ever-evolving digital medium. While the development is happening at a rapid pace, it is important to take time to deliberate on the traditional tools and methods. Understanding the process of decision making within the Government is key to greater interaction between companies and bureaucracy. Advocacy, by nature, has to remain dynamic. Policy in a matured economy cannot be done behind doors. There is a need to move from closed door to transparent system. The future of Advocacy, therefore, has to remain rooted in providing transparent and honest policy inputs

21 Ten years is a long time. But it seems like just the other day! In 2008, I was in between jobs and had just moved is different when you are doing this function for a. We had no money, no budget to take forward the idea. Cisco s Rajiv Kumar, Sanjaya Baru, Dr. Vinay Sahasrabuddhe, Ajay Singha Prema Sagar Lakshmi Kanchaan been one of bonhomie of eight founding members. Prema Sagar, Rajeev President, Harish Krishnan a society and Ashok Verma, our Chartered Accountant, Rajeev s Shri Suresh Prabhu have been from the beginning. Over the years, some of the areas in which PAFI has been working are: professional resource share raise and maintains standards of practice offer tools and resources to members for and engaged more often. Public Affairs in India needs to fundamentally add new dimension to reinvent itself: debate, dialogue, discussion & decision making. That is what PAFI aims to do. My personal belief is that at PAFI, we can do a lot more. Like, we should soon reach mark of 100 members and develop more international linkages!

22 Leaders Speak Dr. Vinay Sahasrabuddhe Member of Parliament and National Vice President, BJP PAFI members should take up a task to create distinction between what is termed as Advocacy and what constitutes lobbying. Amitabh Kant CEO, NITI Aayog Public Affairs professionals need to push the limits of Public Policy. Public Affairs advocates need to work with the Government to persuade them to open their vision to the global best practices. The energy and vibrancy in India is only because of advocates who push the Public Policy. I urge Public Affairs professionals to keep advocating and educating the Government and people like me. Aruna Sundarajan Secretary, Department of Telecommunications The word Public Affairs professionals or Public Affairs body is distinct from industry associations because with Public Affairs the connotation is that it will have wider Public Affairs perspective and that is where role of Public Affairs professionals is very important. Different phases of Public Advocacy constitute the process of the establishment of a liberal democratic order. Many of us, in leadership positions, participate in some advocacy and Public Policy activities. We have broadest perspective of the business interest, strategies & priorities. I have seen the growth of Public Affairs as a profession and key role it plays in building company s reputation and brand forging strong corporate relations with key external stakeholders and to be an effective crisis manager Since its inception, PAFI has played a transformational role in promoting Public Affairs as a credible profession. PAFI has challenged some long term ideologies and are bringing fundamental shifts in shaping of dialogues. I congratulate PAFI for completing 10 years landmark & wish PAFI all the best for future. Over the past decade, PAFI has played a critical role in sensitising business entities on how to engage with various stakeholders across Government, Media, Civil Society and Academia. In today s world, public perception plays a crucial role in image and brand building, and it is vital to understand and nuance behaviour while dealing with different stakeholders. My very best to PAFI for the future, and I hope it continues to set best practices in Public Affairs. 20

44 No, Public Affairs is NOT lobbying Risk management for business is an emerging function for Public Affairs professionals globally. But the approach to risk management may differ from company to company not to mention from country to country. In the case of India, many states have their own framework and unique environments as experienced by different corporate houses in the country. In this backdrop, how should perceive and manage risk? What are the lessons for Indian managers from best practices overseas on how Public Affairs professionals manage risk worldwide? Furthermore, the perception and leadership of the CEO on the role Public Affairs can contribute ntly to a company s growth path. The Public Affairs function is slowly becoming a part of the CEO s of to handle reputation management. In the future, should CEOs integrate the role of Public Affairs as an integral part of company strategy for growth? Engaging with MPs and the legislature is more critical than ever to be better understand ground realities for industry. Legislation changes and delays can make or break businesses. The progress of economic legislation-making is especially important for multinationals to prepare their strategies for the country. At times, legislators themselves have poor understanding of issues and need to be kept informed of the changes taking place globally. In this changing landscape, there is need to alter some of the existing perceptions about Public Affairs in the country. Over the years, it has grown from pure Government relations to addressing larger stakeholder concerns for companies. Today, it is not only about problems, but also about solutions to issues that have a bearing on economic growth. This can happen only through a constructive dialogue. In the emerging landscape, while the legacy of past habits still endures notably through personality-driven connections the new realities are rede the role of Public Affairs companies and professionals. In an evolving process for both business and government, industry is taking a more structured approach to Government relations. The community and society have become important stakeholders for Public Affairs engagement. The traditional view of business was that of a trade-off between environment/community and business. Today, different business models are required to make interests of community and business aligned. The emerging thinking is that stakeholder engagement should move away from the least harmful Public Policy towards understanding how value is created. In this process, companies are increasingly engaging civil society to change their business model and satisfy all the different and varied stakeholders. This holistic approach calls for a complete reversal of the perception among stakeholders of Public Affairs as pure lobbying. Public Affairs is a much higher level of engagement that contributes ntly to corporate and national value. Many of these questions were raised in a day-long conference organised by the Public Affairs Forum of India (PAFI). The conclusion was that Public Affairs is not just managing or lobbying with the Government any more. The role of Public Affairs now covers wider shareholders to include Corporate Communication (both internal and external), NGOs, Think Tanks, Risk Management, Policies and Politics, Reputation and Stakeholder Management. In a new era of politics and policymaking, there is also a growing debate on whether the Public Affairs profession should be regulated or not. The answer is clearly no. As in many other countries, the best practice should be self-regulation.
