2 1. Background The objective of the Regional Political Integration and Human Security Support Programme (RPIHSSP) is to support the ESA IO Regional Organisations (ROs) political integration agenda with the end result of improving the political governance, transparency, democratisation processes, security, stability, and sustainable development of the region through strategic inter-regional cooperation. The ultimate achievement is poverty reduction and improved welfare of the peoples of the region. Phase I (Preparatory Phase) of the programme described hereby will focus on all the necessary identification/scoping of work in the different result areas. In addition, a limited number of activities that are mature will be implemented. This will be done through undertaking baseline surveys that will determine the state of play of the political integration/cooperation process in the ESA region and in particular the status-quo and requirements for building a coherent regional view on the concept of good governance, democracy; establishing regional mechanisms for early warning, conflict prevention, management and resolution, post-conflict reconstruction, upholding the rule of law, respect for human rights, access to justice, gender equality, anticorruption, ethics and integrity in management of public resources and forced displacements, establishing regional migration policies and overall capacity building in the areas of democracy, governance and migration management. In particular, the programme (Phase I and II) is designed to enhance the capacity of national and regional statutory/watchdog institutions, organs and institutions of the ROs such as the courts of justice, legislative entities and oversight bodies such as the East African Legislative Assembly, the COMESA Inter-Parliamentary Forum and the IGAD Inter-Parliamentary Union as well as the civil society, women and youth in matters of regional integration. Most crucial is enhancing the capacity of the Secretariat of the ROs in promoting democratisation doctrines, good governance and human security in the formulation of regional frameworks and guidelines, policies to underpin the regional integration agenda and in coordinating and monitoring implementation of regional policies on democracy, governance and human security. The programme will further assist in the implementation of preventive crisis management and post conflict measures to address peace and security. The role of the private sector and NSA will be an integral component of all programmes at different levels. 1

3 Political integration, good governance and human security are key elements of successful regional integration but are often neglected or underestimated in comparison to trade and economic aspects. This results in political instability, conflicts and human security problems that undermine political integration. Further, the governance challenges in the region are often similar but are still predominantly dealt with at national level without realising or wanting to realise the regional similarities and the common negative impacts they have. It is therefore justified to pursue a regional approach to address these challenges in order to develop and/or implement and enforce common governance standards and create peer pressure at regional level. This requires capacity strengthening at various levels (national/regional; state-/non-state) as well as the establishment of regional frameworks and mechanisms. The Phase I of the programme will focus on preparatory work in view of identifying the scope and activities that will be undertaken in the follow-on Phase II of the programme. This will include in particular the undertaking of baseline surveys including stakeholders' consultation, research and studies on topical issues in the area of good governance, democratisation, and human security (including migration management, protection of forced displaced population and fight against trafficking of human beings), capacity building of the ROs and implementation of preliminary activities that are mature for implementation. EAC, IGAD and COMESA will undertake activities in all 3 results areas of the programme. However, EAC will take lead in the overall coordination of this project, and specific leadership in promoting good governance while COMESA will take lead on issues of democracy and IGAD will provide lead on migration and human security. This division of labour is based on the comparative advantages and technical capacities of the respective ROs. The program is a 30 months program with financing by the European Development Fund to the amount of 4, 920, Overall Objective of the program: The overall objective is to deepen regional political integration as an integral part of regional integration. 3. Specific Objective of the program: The specific objective is to contribute to improved levels of good and democratic governance and human security in the ESA-IO region. 2

Expected program results Three (3) result areas form the core of the Programme (Phase I and II): i) Regional Policy frameworks on good governance are reinforced and/or developed and implemented, ii) Policies, strategies and programmes on democratic processes are harmonised and the culture of democracy including free and fair elections is well-established in governance systems and structures, and iii) Regional Frameworks and mechanisms on human security developed are reinforced/developed and implemented. Phase I will cover relevant preparatory work as well as limited number of mature activities ready for implementation at this stage. In accordance with the Program Financing Agreement, the EAC is seeking for the recruitment of a Program Coordinator for RPIHSSP. 5. The Program Coordinator shall be responsible for: Provision of overall strategic and technical leadership to the program in accordance with guidance from the Program Steering Committee, to ensure that the program achieves the highest standards of implementation. Provision of technical guidance and support to the ROs and not only the host RO in preparation of Program Estimates (PEs), periodic Financial Reports and Audit as required by the Financing Agreement. Ensuring timely and effective reporting on progress of implementation of activities by the ROs to both the donor and the Steering Committee. Provision of support to all the ROs (whenever required) in the preparation of Terms of Reference (ToRs), recruitment and supervision of Short Term Assistance (STAs) / Consultants in line with EU procurement procedures. Supervision and overseeing of the financial management and administration of the program. Develop and implement a Monitoring and Evaluation (M&E) framework of the program. Ensuring development and adherence to work plans by the ROs. Preparation of Mid Term Reviews and phase II of the program 3

5 Preparation of regular program briefs as may be required from time to time by the Regional Authorizing Officer (RAO) and the Delegated RAOs. Ensuring that cross cutting issues like good governance, environmental sustainability, climate change, gender equity and equality, rights of children and women are well mainstreamed in program activities as when applicable. Acting as the Secretariat for the Steering Committee in a non-voting capacity. 6. Profile of the required Program Coordinator: Education: A Masters degree in Social Sciences, an advanced degree in an area relevant to governance, international law, democracy, migration and human security from a recognizable university, will be an added advantage. Experience: At least five years experience in project cycle management working with regional programs handling governance, democracy and human security. Relevant extensive working experience in Eastern and Southern African Region. Extensive experience with EDF procedures is a necessary advantage Demonstrable understanding of the integration dynamics of the ESA region. Proven knowledge of common user computer programs like Word, Excel, Power point, data analysis packages and internet. Skills: Skills in report writing and project development. Team player with capability to work with multi disciplinary and multi nationality professionals. A national of any ACP/ EU member state. Duration and Location of the assignment: The Program Coordinator will be contracted by and based at the EAC Secretariat in Arusha for an initial period of 12 months renewable but not exceeding 30 months with a probation period of six months. 4

6 The Coordinator is envisaged to start working in August 2010 and will be reporting to the Deputy Secretary General (Political Federation) who is the Deputy Regional Authorising Officer & Imprest Account Holder of the program. The Coordinator is also expected to work closely with the Program Focal Persons at IGAD and COMESA in implementation of the program. He / She should expect to dedicate approximately 40% of the time to the IGAD and COMESA. 5
