1 File: PER-GS-4 (CONF) Date: 23 April 2018 Announcement No. 08 (2018) E VACANCY ANNOUNCEMENT Post Title: Communications Officer Department/Unit SAFE & FAIR: Realizing Women Migrant Workers Rights and Opportunities in the ASEAN Region Post Level: NO-B Duration: One year fixed-term contract with the possibility of extension Duty Station: Bangkok Project End Date: December 2022 Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General. In order to support the best informed process in the filling of the following vacancy by direct selection, the ILO invites interested candidates to submit their applications by the above date. Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance. Introduction The International Labour Organization (ILO) is the United Nations specialized agency devoted to advancing opportunities for women and men to obtain decent and productive work in conditions of freedom, equity, security and human dignity. Its main aims are to promote rights at work, encourage decent employment opportunities for all, enhance social protection and strengthen dialogue in handling work-related issues. ILO also has a constitutional mandate to protect migrant workers and has been addressing labour migration issues since its inception in ILO adopts a rights-based approach to labour migration and promotes tripartite participation in migration policy.. 2 SAFE & FAIR: Realizing women migrant workers rights and opportunities in the ASEAN region ( ) is a project that forms part of the multi-year EU-UN Spotlight Initiative to Eliminate Violence against Women and Girls. SAFE & FAIR is implemented by the ILO and UN Women, led by the ILO Regional Office for Asia and the Pacific. SAFE & FAIR delivers technical assistance and support with the overall objective of making labour migration safe and fair for all women in the ASEAN region. SAFE & FAIR engages with ASEAN Member States government authorities; ASEAN institutions; workers organizations; employers and recruitment agencies; civil society organizations; community-based organizations; families and communities; research institutions and academia, media networks, youth, and the general public and supports programming in ten countries (Brunei Darussalam, Cambodia, Indonesia, Lao People's Democratic Republic, Malaysia, Myanmar, Philippines, Singapore, Thailand and Viet Nam). SAFE & FAIR works in close cooperation with governments and social partners to achieve three inter-linking specific objectives: (1) Women migrant workers are better protected by gendersensitive labour migration governance frameworks; (2) Women migrant workers are less vulnerable to violence and trafficking and benefit from coordinated responsive quality services; and (3) Data, knowledge and attitudes on the rights and contributions of women migrant workers are improved. The programme strategy mainstreams three cross-cutting topics: women s voice and agency; rights-based approach; and broad engagement of stakeholders. The Communications and Visibility Strategy ensures visibility, awareness raising and dialogue promotion on changing norms around violence against women throughout migration and strengthening rights-based approaches to safe and fair labour migration governance for women in the ASEAN region. The Communications Officer will report technically and administratively to the SAFE & FAIR Chief Technical Adviser. The Officer will also receive support from the Technical Officer and the Regional Migration Specialist in ILO, and the Technical Officer and Ending Violence Against Women Manager at UN Women and will work in collaboration with senior communication and public information specialists of the ILO and UN Women. Description of duties: Under the direct supervision and guidance of the Chief Technical Adviser of the SAFE & FAIR programme, the Communications Officer will be directly involved in the planning, implementing, monitoring and reporting of the communications and information components of SAFE & FAIR. Specifically, the Communications Officer will perform the following duties and responsibilities: Technical and general duties: Development and implementation of communications, advocacy and outreach strategies and plans: 1. Assist to finalise and implement the Communications and Visibility Strategy and annual communications and visibility plan in line with the Spotlight Initiative Communications and Visibility Strategy. 2
3 Design, development and dissemination of the SAFE & FAIR Programme s communication materials in the Fund s ASEAN programme countries: 2. Assist with the development and updates of the SAFE & FAIR programme factsheet. 3. Assist with the development of country specific and ASEAN wide information materials on gender-responsive labour migration governance, safe and fair migration, violence against women throughout migration and services for victims and survivors of violence, including brochures, posters, press kits including press releases and success stories, photo-albums, social media cards, fact sheets, audio/video productions etc. for various audiences. 4. Assist the Chief Technical Adviser and UN Women colleagues in ensuring appropriate branding and visibility of programme, in line with the Spotlight Initiative and donor requirements, and coordinate clearance of communication products. 5. Ensure that the SAFE & FAIR related websites hosted by ILO and UN Women, including AP-Migration are updated and draft original materials to be posted on such sites. Media relations for the SAFE & FAIR Programme and the programme s online presence: 6. Assist with development of SAFE & FAIR social media strategy, including the development of tools and creation/posting of content in coordination with ILO, UN Women and Spotlight communications teams. 7. Draft news releases, newsletters (including the Quarterly Briefing Notes), correspondence or other information publications, and assist with the distribution of these outputs. 8. Participate in the design and printing process of the various publications developed under SAFE & FAIR, including social and multimedia products that accompany research and publications. Collaborate in developing press and social media packages in accordance with publication or event schedules. 9. Undertake missions, in particular in relation to the communication and capacity building components of SAFE & FAIR. 10. Prepare draft regular updates on upcoming meetings, conferences and seminars for global dissemination to be provided to senior communication and public information specialists of the ILO, UN Women and donors. Implementation of communications for development (C4D) activities 11. Assist in the design, development and implementation of SAFE & FAIR s public and/or regional campaigns that seek to change attitudes and behaviours towards women migrant workers and other information campaigns at the regional and country level. Assist in the evaluation of these campaigns and the development of post-campaign reports. 3
4 12. Maintain a compendium of news articles featuring the work of SAFE & FAIR published in national and international media through media monitoring and broader visibility tracking. Building and managing partnerships with all relevant stakeholders: 13. Perform liaison work with external stakeholders, including media representatives, relevant international organizations, donors, the ASEAN Secretariat, social partners and civil society, along with networking and programme representation in meetings, conferences and events organized externally, and within ILO and UN Women by other relevant projects and initiatives. 14. Maintain and update the existing mail and lists of target audiences, and regularly provide information through those channels. 15. Support design and dissemination of tools and training materials and support the programme s capacity building programme, through seminars, workshops, and technical meetings. 16. Carry out other duties as may be assigned, including editing and proofreading, development of Terms of References, assist in drafting of speeches and presentations, support to external communications consultants. Qualification requirements: Education: First level university degree in communications, journalism, international relations, economics or other relevant discipline, or its equivalent. A professional qualification in writing and editing will be an advantage. Experience: Two to three years of relevant professional experience in the field of public communication, labour migration, trafficking, violence against women or another related field. Knowledge and experience of working with ILO and/or UN Women constituents and in the ASEAN region is an asset. Languages: Excellent command of spoken and written English and Thai. Competencies: - Excellent writing skills including an ability to nuance and adapt messages to culturally diverse audiences. - Advanced working knowledge of relevant computer software including Microsoft Word, Excel and PowerPoint, and proven proficiency in one of InDesign, Adobe Illustrator Adobe Photoshop. - Proven skills in managing social media campaigns, and web management. - Proven skills in external communications and liaison and mobilization work with media and civil society. - Knowledge in the field of labour migration, trafficking and/or violence against women in migration and a demonstrated commitment to women s empowerment and human rights. Frameworks and international labour standards pertaining to labour migration. 4
5 - Good analytical skills. - Ability to develop training materials and facilitate training. - Ability to carry out assignments in accordance with instructions and guidelines. - Ability to work on own initiative as well as a member of a team. - Ability to work quickly to meet deadlines.
